The goal of this program is to demonstrate the use of UAM to additively build reinforcement structures to reinforce cut outs in larger aluminum structural components. The team will work with NASA to scope a 'generic' opening in an aerospace aluminum structure. UAM will be used to perform two reinforcing activities. Firstly, UAM will be used to thicken the cross section of the aluminum component in a selective manner. This will provide additional stiffness through geometric effects without starting with a large billet of material. Secondly, UAM will be used to embed reinforcing materials (such as SiC fibers, steel wire, carbon fiber) in and around the opening to create a true MMC in the region(s) around the opening. Smalll channels will be machined to receive wire reinforcements. UAM will be used to create an embedded layered structure of embedded fiber around the opening. Mechanical testing of windows will be performed to quantify the increase in mechanical performance.

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual- chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). In addition to the preceding, required text, the Abstract should also describe the projection and coordinate system as well as a general statement about horizontal accuracy.

Digital line graph (DLG) data are digital representations of cartographic information. DLGs of map features are converted to digital form from maps and related sources. Large-scale DLG data are derived from USGS 1: 20,000-, 1: 24,000-, and 1: 25,000-scale 7.5-minute topographic quadrangle maps and are available in nine categories: (1) hypsography, (2) hydrography, (3) vegetative surface cover, (4) non-vegetative features, (5) boundaries, (6) survey control and markers, (7) transportation, (8) manmade features, and (9) Public Land Survey System. All DLG data distributed by the USGS are DLG - Level 3 (DLG-3), which means the data contain a full range of attribute codes, have full topological structuring, and have passed certain quality-control checks.

SUMMARY: We, the U.S. Fish and Wildlife Service (Service), designate critical habitat pursuant to the Endangered Species Act of 1973, as amended (Act), for 60 of 70 listed plant species known historically from the Hawaiian islands of Maui and Kahoolawe. A total of approximately 37,717 hectares (ha) (93,200 acres (ac)) of land on the island of Maui and 1,180 ha (2,915 ac) of land on the island of Kahoolawe fall within the boundaries of the 139 critical habitat units designated for the 60 species. This critical habitat designation requires the Service to consult under section 7 of the Act with regard to actions carried out, funded, or authorized by a Federal agency. Section 4 of the Act requires us to consider economic and other relevant impacts when specifying any particular area as critical habitat. We solicited data and comments from the public on all aspects of the proposed rule, including data on economic and other impacts of the designation

NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) to support individual coastal States as part of the National Tsunami Hazard Mitigation Program's (NTHMP) efforts to improve community preparedness and hazard mitigation. These integrated bathymetric-topographic DEMs are used to support tsunami and coastal inundation mapping. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to various vertical and horizontal datums depending on the specific modeling requirements of each State. For specific datum information on each DEM, refer to the appropriate DEM documentation. Cell sizes also vary depending on the specification required by modelers in each State, but typically range from 8/15 arc-second (~16 meters) to 8 arc-seconds (~240 meters).

Global MODIS vegetation indices are designed to provide consistent spatial and temporal comparisons of vegetation conditions. Blue, red, and near-infrared reflectances, centered at 469-nanometers, 645-nanometers, and 858-nanometers, respectively, are used to determine the MODIS daily vegetation indices. The MODIS Normalized Difference Vegetation Index (NDVI) complements NOAA's Advanced Very High Resolution Radiometer (AVHRR) NDVI products provide continuity for time series historical applications. MODIS also includes a new Enhanced Vegetation Index (EVI) that minimizes canopy background variations and maintains sensitivity over dense vegetation conditions. The EVI also uses the blue band to remove residual atmosphere contamination caused by smoke and sub-pixel thin cloud clouds. Data is available from annual bottom longline surveys conducted cooperatively by Japan (1979-1994) and the U.S. National Marine Fisheries Service, Alaska Fisheries Science Center (1988-present). Starting in 1988, the U.S. started conducting the survey, creating overlap between the two countries between1988-1994. Since 1994, the U.S. has conducted the survey independently. Stations are spaced systematically (~20-30 km apart) along the slope from the eastern Gulf of Alaska west to the Aleutian Islands and north into the eastern Bering Sea. At each station, depths from ~150-1000 meters are sampled. Each year the captain attempts to set the gear along the same path. The same stations are sampled each year except in the Aleutian Islands and the Bering Sea, which are sampled every other year at the beginning of the survey (last week of May-early June). Since 1995, in odd years the Bering Sea stations are sampled and in even years the Aleutian Islands are sampled. The status of each hook is recorded. Lengths are taken from major species including, sablefish, giant grenadier, Pacific grenadier, Greenland turbot, arrowtooth flounder, Pacific cod, shortspine thornyhead, and all rockfish caught.

The Carl D. Perkins Career and Technical Education Act of 2006 Consolidated Annual Report, 2010-11 (Perkins IV CAR 2010-11) is part of the Carl D. Perkins Career and Technical Education Act of 2006 Consolidated Annual Report (CAR) program; program data is available since 2001 at where are manipulable data exist for different years. Perkins IV CAR 2010-11 (http://cte.ed.gov/accountability/reports.cfm) is a cross-sectional survey that states submit to the Department with annual enrollment, financial and performance data on their progress in achieving state levels of performance on the core indicators of Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) funding for career and technical education. The study was conducted using web-based forms, excel spreadsheets, or paper forms of each eligible agency that receives Perkins IV funding, including the 50 United States, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, the Republic of Palau, and Guam. Perkins IV CAR 2010-11 is a universe survey. Key statistics produced from the Perkins IV CAR 2010-11 are state narratives and financial data, enrollment in career and technical education programs, and state performance in meeting Perkins IV core indicators.

Description

Structural health monitoring (SHM) methods have been limited for wide-area applications due to the implied infrastructure, including sensors, power/communication cables, and acquisition/computation units. Particularly for mass-sensitive space applications such as Ares V, every gram can matter when scaling-up to cover 10 meter diameter composite sections. The payoff of a reliable real-time SHM system would be an abort trigger, which could be implemented to save precious cargo if structural anomalies are detected. This system would be installed upon composite component fabrication to track health during shipping/integration, and continue to monitor during launch. Metis Design Corporation (MDC) has demonstrated point-of-measurement datalogging and cable-free sensor-busing during prior SBIR work, which minimizes the mass of sensor hardware and infrastructure. During the proposed research, MDC will further exploit this SHM architecture to fully satisfy Ares V mission specifications. This SBIR would focuses on optimizing sensor geometry and placement as well as customizing testing and algorithm parameters to obtain the desired monitoring coverage, accuracy and reliability with minimal mass. A large portion of the research will focus on constructing and inspecting models for the various structural configurations being considered by NASA. The SBIR would conclude with a "blind" detection demonstration on a representative test article.
