The U.S. Department of Labor has been working collaboratively with our state partners to identify several robust strategies that focus on the prevention of overpayments and will yield the highest impact in reducing UI improper payment rates. Improper Unemployment Insurance benefit payments are most likely to occur when: Recipients continue to claim benefits after returning to work; Employers or their third party administrators do not submit timely or accurate separation information; and Claimants fail to register with the state's Employment Service (ES) as dictated by state law. Earlier this year, the Department actively intervened to encourage the ten states with the highest Employment Service registration error rates to focus on the issue. Senior DOL officials personally contacted these states to determine specific steps the states would take to address their error rates, and the Department provided targeted technical assistance. As a result, dramatic progress is being made in this area, with a 23% reduction in improper payments to people who did not register with employment services agencies, including a more than 35% drop in eight states.

This data set contains observations of albedo, depth, and physical characteristics of melt ponds on sea ice, taken during the summer of 1994. The melt ponds studied were located just south of Cornwallis Island in the Barrow Strait, Nunavat, Canada. The reflectance spectra were acquired with a portable spectrometer. Cloud conditions and ice type were recorded as well.

This data set was derived from surveys in Fagatele Bay National Marine Sanctuary, Pago Pago (Rainmaker and Aua), and Fagasa (Sita Bay and Cape Larsen) conducted in 2004 and 2007-2008. Parameters include coral, algal, or invertebrate species, coral colony diameter size, and non-living bottom type. Summaries of species identification from sites above and Ofu-Olosega Islands, Ta'u Island, Aunu'u, Manu'a, and Rose Atoll, based on historic surveys back to 1917 are also given in spreadsheets. This is a working list put together by Dr. Charles Birkeland. Fish data were collected by Dr. Alison Green on the same dates and transects and are available in a separate NODC accession.

Herring is one of the most energy-rich fish in the Alaskan ecosystem, and when populations struggle over time, such as the Lynn Canal population, there is management concern. Prior to 1983, Lynn Canal herring supported a productive sac roe fishery, a bait fishery, and a winter food and bait fishery. All commercial fisheries were closed in 1983 and remain so today. The purpose of this study was to examine the genetic structure of Lynn Canal herring and determine if it was discrete from other collections in southeast Alaska. We used microsatellite DNA to examine both spawning and non-spawning aggregates (collected in two consecutive years) in Lynn Canal, and compared them to two Southeast Alaska populations: Prince of Wales Island (southernmost waters) and Sitka Sound on Baranof Island (outer-coast). In addition we examined two collections from Prince William Sound (approx. 850 km NW) as a means to compare extent of divergence over large tracts of unsuitable spawning habitat. Because the geographic location of Lynn Canal is somewhat isolated and schools are known to over-winter in the area, we hypothesized that Lynn Canal herring experience reduced gene flow. The results of our study showed allele frequencies from 16 loci were highly similar across all collections, including the distant Prince William Sound. This investigation concurs with previous studies that there is a large amount of movement among herring in the Gulf of Alaska. We conclude that Lynn Canal herring are part of a meta-population that is possibly Gulf wide or larger.

Several contaminant surveys have been conducted on the refuge from 1985 to 1987 Fish and Wildlife Service 1986; Fish and Wildlife Service unpublished data 1987, and 1988. These surveys found elevated levels of organochlorines and mercury in several fish tissue samples. The purpose of this survey was 1 to determine the current levels of organochlorines, selenium, and mercury in fish tissue, water and sediment; 2 to identify significant data gaps and recommend studies to fill those data gaps; and 3 to recommend cleanup measures, if appropriate.

ZIN Technologies, Inc. is developing a novel Miniature Treadmill with resistive exercise capability for use in spaceflight exercise countermeasures and broad terrestrial therapeutic applications. The treadmill offers excellent periodic impact exercise to stimulate bone remodeling and cardiovascular activity as well as an added component of resistive exercise to encourage all-body muscle maintenance. The goal of this project is to demonstrate by design and analysis that the proposed treadmill will satisfy the stringent volumetric, power, and performance requirements demanded by lunar missions and provide the active feedback necessary to control the treadmill and display Daily Load Stimulus (DLS). We are additionally developing a new novel speed control algorithm in which the runner can modulate the treadmill speed through adjusting their stride. A new subject load device is being developed for use in providing a more earthlike gravity replacement load to astronauts during spaceflight. We along with our partner the Cleveland Clinic believe that a hybrid compact exercise device along with the direct feedback of DLS is a unique and new approach that will provide a superior in space exercise system than ones currently in use on ISS.

Bathymetry for Long Island Sound was derived from fifty-five surveys containing562,596 soundings. Twenty-four older, less accurate, overlapping surveys wereentirely omitted, and the overlap from eight older, less accurate surveys wasomitted before tinning the data. The average separation between soundingswas 77 meters. The fifty-five surveys used dated from 1931 to 1990.Approximately 40 percent of the surveys were from 1931 to 1939. The total rangeof sounding data was 2.1 meters to - 113.4 meters at mean low water. Meanhigh water values between 0.6 and 2.3 meters were assigned to the shoreline.Eighty-eight points were found that were not consistent with the surrounding data. These wereremoved prior to tinning. DEM grid values outside theshoreline (on land) were assigned null values (-32676).Long Island Sound has fifty-one 7.5 minute DEMs and five one degreeDEMs. The 1 degree DEMs were generated from the higher resolution 7.5minute DEMs which covered the estuary. A Digital Elevation Model(DEM) contains a series of elevations ordered from south to northwith the order of the columns from west to east. The DEM isformatted as one ASCII header record (A- record), followed by aseries of profile records (B- records) each of which include a shortB-record header followed by a series of ASCII integer elevations(typically in units of 1 centimeter) per each profile. The lastphysical record of the DEM is an accuracy record (C-record).The 7.5-minute DEM (30- by 30-m data spacing) is cast on theUniversal Transverse Mercator (UTM) projection. It provides coveragein 7.5- by 7.5-minute blocks. Each product provides the samecoverage as a standard USGS 7.5-minute quadrangle but the DEMcontains over edge data. Coverage is available for many estuaries ofthe contiguous United States but is not complete.

Lessons from Early Medicaid Expansions Under Health Reform, Interviews with Medicaid Officials In a new study entitled Lessons from Early Medicaid Expansions Under Health Reform, Interviews with Medicaid Officials, published in Volume 3, Issue 4, of Medicare and Medicaid Research Review, researchers present interviews with Medicaid officials in six states - California, Connecticut, the District of Columbia, Minnesota, New Jersey, and Washington - that extended Medicaid in 2010-2011 to low-income adults targeted for coverage under health reform. The interviews reveal important policy findings. First, these changes in Medicaid built upon pre-existing state-funded health insurance programs for the poor, second, cost and enrollment predictions were challenging, indicating the uncertainty in such projections for 2014, other lessons included a substantial need for behavioral health services in this population, and the administrative challenges of expanding coverage, and finally, the researchers learned how political context - support or opposition from stakeholders and the general public - plays a critical role in shaping the success of Medicaid expansions.

The second is a control image taken at some point prior to the event. The images are co-located and radiometrically calibrated for comparison. The NOAA Coastal Change Analysis Program (C-CAP) produces national standardized land cover and change products for the coastal regions of the U.S. C-CAP products inventory coastal intertidal areas, wetlands, and adjacent uplands with the goal of monitoring changes in these habitats, on a one-to-five year repeat cycle. The timeframe for this metadata is reported as 2006-Era, but the actual dates of the Landsat imagery used to create the land cover may have been acquired a few years before or after each era. These maps are developed utilizing Landsat Thematic Mapper imagery, and can be used to track changes in the landscape through time. This trend information gives important feedback to managers on the success or failure of management policies and programs and aid in developing a scientific understanding of the Earth system and its response to natural and human-induced changes. This understanding allows for the prediction of impacts due to these changes and the assessment of their cumulative effects, helping coastal resource managers make more informed regional decisions. NOAA C-CAP is a contributing member to the Multi-Resolution Land Characteristics consortium and C-CAP products are included as the coastal expression of land cover within the National Land Cover Database.
Critical head, thickness of fine-grained deposit, and skeletal elastic storage arrays of the SUB package of the Central Valley Hydrologic Model

This digital dataset defines the SUB package arrays for the model grid, critical head, thickness of fine-grained deposits, and skeletal-elastic-storage used in the transient hydrologic model of the Central Valley flow system. The Central Valley encompasses an approximate 50,000 square-kilometer region of California. The complex hydrologic system of the Central Valley is simulated using the USGS numerical modeling code MODFLOW-FMP (Schmid 2006b). This simulation is referred to here as the Central Valley Hydrologic Model (CVHM) (Faunt, 2009). Utilizing MODFLOW-FMP, the CVHM simulates groundwater- and surface-water flow, irrigated agriculture, land subsidence, and other key processes in the Central Valley on a monthly basis from 1961-2003. The total active modeled area is 20,334 square-miles on a finite-difference grid comprising 441 rows and 98 columns. Slightly less than 50 percent of the cells are active. The CVHM model grid has a uniform horizontal discretization of 1x1 square mile and is oriented parallel to the valley axis, 34 degrees west of north (Faunt, 2009). Both the elastic and inelastic components of skeletal specific storage (Ssf) were simulated with the SUB package. The elastic and inelastic skeletal storage coefficients were calculated as the product of the estimated elastic- and inelastic-specific storage values for coarse- and fine-grained materials and the aggregate thicknesses of those materials in each cell. The elastic skeletal storage coefficient of the coarse-grained deposits was estimated from the product of the aggregate thickness of coarse-grained deposits and the difference between estimated elastic-specific storage and the specific storage representing the compressibility of water (Hanson, 1988; Faunt, 2009). Critical head is another parameter used by the SUB package that strongly affects storage changes, particularly the timing of those changes. Critical head is the equivalent head at which effective or intergranular stress is equal to the pre-consolidation stress (Faunt, 2009). The equivalent critical head, or preconsolidation stress, represents the threshold stress that determines whether changes in stress deform the granular skeleton elastically or inelastically. For head changes (whether positive or negative) in the range of heads greater than the critical head, the skeleton deforms elastically. For head changes in the range of heads less than the critical head, the mode of skeletal deformation depends on the sense of the head change--a positive change (head increase) causes elastic deformation, and a negative change (head decrease) causes inelastic deformation and re-establishes a new critical head. In the upper three model layers, specified initial critical-head values were equal to the water levels estimated for the spring of 1961 (starting head values used in CVHM). In the lower seven model layers, the initial critical heads initially were derived from those estimated by Williamson and others (1989). These heads are approximate and were interpolated from the minimum historical head values simulated in the CV-RASA model. In the final calibration, specified initial critical heads were equal to the head simulated in CVHM in September 1961. These values approximate the minimum historical head value in 1961 (Faunt, 2009).The CVHM is the most recent regional-scale model of the Central Valley developed by the U.S. Geological Survey (USGS). The CVHM was developed as part of the USGS Groundwater Resources Program (see "Foreword", Chapter A, page iii, for details).
On-Line Flutter Prediction Tool for Wind Tunnel Flutter Testing using Parameter Varying Estimation Methodology Project

ZONA Technology, Inc. (ZONA) proposes to develop an on-line flutter prediction tool using the parameter varying estimation (PVE) methodology, called the PVE Toolbox, to ensure the flight safety during the flight flutter test and to prevent the damage to the wind tunnel hardware from the structural failure of the flutter model during wind tunnel flutter test. This tool can be applied to rapidly identify parameters, such as modal damping and frequency from test data measured at pre-flutter flight/wind tunnel conditions, then subsequently to assess the flutter boundary of aircraft/wind tunnel model in real time. In this PVE Toolbox, several system identification techniques are employed to consistently estimate the damping/frequency of the physical modes, followed by the implementation of Zimmerman-Weissenburger flutter margin, damping trends extrapolation, linear parameter varying modeling combined with mu-analysis, and thin plate interpolation method for flutter boundary prediction. Seamlessly integration of the PVE Toolbox into IADS (a real-time flight test data acquisition software system) will significantly improve the on-line flutter prediction capability of the PVE Toolbox. This robust, production-ready, and flight test demonstrated PVE Toolbox will provide flight/wind tunnel test engineers an on-line flutter prediction capability in the control room for decision-making during flight/wind tunnel flutter tests.
