The goal of this Project is to develop a high-fidelity computational tool for accurate prediction of aerothermal environment on transatmospheric vehicles. This computational tool will be based on the Unified Flow Solver (UFS) developed at CFDRC for hybrid simulations of rarefied, transitional and continuum flows. In this Project, the UFS will be enhanced with advanced non-equilibrium chemistry coupled to radiation transport and plasma capabilities. The enhanced UFS will include Boltzmann/continuum solvers for gas species and plasma electrons, state-to-state vibrational kinetics of molecules, advanced non-equilibrium chemistry coupled to radiation transport with real gas effects, and charged particle transport and chemistry. Our two strong points are (i) master equations coupled with nonequilibrium chemistry in a multidimensional code, and (ii) Boltzmann solvers for charges and neutral particles providing the capability of using the code both for reentry flows and for the low-temperature plasma flows. Phase I will be devoted to evaluation of physical models, initial implementation and demonstration of new capabilities. In Phase II, these capabilities will be fully developed, validated and demonstrated for selected benchmark problems. The availability of the proposed tool will bring the fidelity of modeling high speed flows of molecular gases to a next level and enable computational investigation of innovative concepts of plasma technologies for different applications.

Numerous advances have been made in recent years in the areas of flight deck design, aircraft modeling, resilient control, and vehicle health management. The combination of these complementary technologies promises to revolutionize aircraft systems and operations safety in the decades ahead. However, the task of safely integrating these technologies is becoming increasingly difficult as their level of complexity, degree of automation, and demands from their operational environment grow. The Next Generation Air Transport System (NextGen), while providing significant benefits in terms of increased capacity and safety, will exacerbate this situation due to the large numbers of new and existing systems that will be required to interoperate. The multidisciplinary nature of these systems is a significant factor that makes analyzing their safety characteristics extremely difficult. While many development tools exist to conduct deep analyses within individual disciplines, there is a lack of tools available for deep analysis of complex multidisciplinary designs. The proposed research seeks to create a new class of development tool that will allow designers of complex systems-of-systems to explore the dynamic interactions between system components to uncover systemic vulnerabilities, precursory conditions, and likely outcomes. The Phase I project generated an initial implementation of the software package Idea, an Integrated Design and Analysis Environment that could be used to model complex interdependencies between flight deck operations, flight deck controls and display, and the underlying physical components of the aircraft. The proposed Phase II effort will mature this software and expand its capabilities, resulting in a flexible, standards-compliant tool that is ready for beta testing and subsequent commercialization. It will focus on enhancements that support cross-disciplinary modeling and analysis of safety-critical human-automation systems.

This ongoing collaborative project with Oregon State University investigators focuses on three different fish early-life assemblages in Oregon coastal waters, including the planktonic (ichthyoplankton), the nektonic (pelagic juveniles), and the benthic/demersal (settled juveniles) assemblages. For each assemblage, we are investigating patterns in vertical (only for ichthyoplankton) and horizontal distribution, diet, feeding level and body condition, and escape response (only juvenile demersal flatfish) in relation to oxygen concentration as well as other co-located and potentially influencing environmental variables (i.e., depth, temperature, salinity, chlorophyll, and sediment type for the benthic and demersal assemblages). In 2012, the NWFSC expanded this project to include a fishing vessel-based survey of young-of-the-year (YOY) groundfishes along the Newport Hydrographic Line synoptically with the NWFSC's Zooplankton Labs plankton/physical oceanography sampling program.

A consolidated city is a unit of local government for which the functions of an incorporated place and its county or minor civil division (MCD) have merged. This action results in both the primary incorporated place and the county or MCD continuing to exist as legal entities, even though the county or MCD performs few or no governmental functions and has few or no elected officials. Where this occurs, and where one or more other incorporated places in the county or MCD continue to function as separate governments, even though they have been included in the consolidated government, the primary incorporated place is referred to as a consolidated city. The Census Bureau classifies the separately incorporated places within the consolidated city as place entities and creates a separate place (balance) record for the portion of the consolidated city not within any other place. The boundaries of the consolidated cities are those as of January 1, 2013, as reported through the Census Bureau's Boundary and Annexation Survey (BAS). The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation.

Version 2 of the GOES Surface and Insolation Products (GSIP) is a high spatial resolution (1/8 x 1/8 degrees) solar radiation product estimated from the GOES-East and -West Imager radiance measurements hourly for the Extended Northern Hemisphere scan sector and every three hours for the Full Disk scan sector. The products contain upwelling and downwelling shortwave (0.2-4.0 micrometers) and visible (0.4-0.7 micrometers) radiative fluxes at the top of the atmosphere and at the surface, cloud fraction and skin temperature. In addition to these primary products, cloud phase, visible cloud optical depth, outgoing longwave radiation, as well as derived byproducts (composite clear and cloudy reflectances) and ancillary data (total column amounts of water vapor and ozone) are also included. Compared with the earlier GSIP-CONUS product, the new GSIP products offer an improved accuracy and higher resolution insolation data for domains covering portions of the Atlantic and Pacific Oceans. These improvements offer better estimates of coral bleaching and provide the high-resolution data needed for validation and forcing of Numerical Weather Prediction (NWP) surface physics.

The Environmental Assessment EA attached to this document analyzes the consequences of five alternatives. We chose the proposed action over the other alternatives. This Finding of No Significant Impact FONSI documents our conclusion that the proposed action will not have any significant impacts on the quality of the human environment.

This data set contains a series of land surface parameters simulated from the Mosaic model in the Global Land Data Assimilation System (GLDAS). The data are in 1.0 degree resolution and range from 1979 to the present. The temporal resolution is 3-hour. This simulation was forced by combination of NOAA/GDAS atmospheric analysis fields, spatially and temporally disaggregated NOAA Climate Prediction Center Merged Analysis of Precipitation (CMAP) fields, and observation based downward shortwave and longwave radiation fields derived using the method of the Air Force Weather Agency's AGRicultural METeorological modeling system (AGRMET). The simulation was initialized on 1 January 1979 using soil moisture and other state fields from a GLDAS/Mosaic model climatology for that day of the year. WGRIB or other GRIB reader is required to read the files. The data set applies a user-defined parameter table to indicate the contents and parameter number. The GRIBTAB file (http://disc.sci.gsfc.nasa.gov/hydrology/grib_tabs/gribtab_GLDAS_MOS.txt) shows a list of parameters for this data set, along with their Product Definition Section (PDS) IDs and units. The NOAA Hypoxia Watch project provides near-real-time, web-based maps of dissolved oxygen near the sea floor over the Texas-Louisiana continental shelf during a period that extends from mid-June to mid-July. The NOAA National Marine Fisheries Service Mississippi Laboratories at Pascagoula and Stennis Space Center and the NOAA National Coastal Data Development Center (NCDDC) at Stennis Space Center began the Hypoxia Watch project in 2001. Scientists aboard the NOAA Research Vessel Oregon II measure seawater properties, such as water temperature, salinity, chlorophyll, and dissolved oxygen at each of approximately 240 locations as the Oregon II cruises the waters south of Pascagoula, MS and then makes its way from Brownsville, Texas, to the mouth of the Mississippi River. A scientist aboard the ship processes the measurements from electronic dissolved oxygen sensors, checks the measurements periodically with chemical analyses of the seawater, then sends the data by e-mail to NCDDC at Stennis Space Center approximately every three to four days. Physical Scientists at NCDDC transform the dissolved oxygen measurements into contour maps, which identify areas of low oxygen, or hypoxia. During the thirty-day cruise, as the data is received from the ship, NCDDC generates new maps and immediately publishes them on the web. The first map will usually cover an area off the Mississippi coast, successive maps will add areas of the continental shelf from Brownsville to Corpus Christi, and the final map will usually cover the entire Texas-Louisiana-Mississippi coast. Maps are published every three to four days from approximately June 22 to July 20.
