This data set represents the estimated percentage of the 1-km grid cell that is covered by or subject to the agricultural conservation practice (CP464), Irrigation Land Leveling (ILL) on agricultural land by county. Irrigation Land Leveling is described as "[r]eshaping the surface of land to be irrigated to planned grades...for the purpose of permitting uniform and efficient application of irrigation water to the leveled land." (U.S. Department of Agriculture, 1995) This data set was created with geographic information systems (GIS) and database management tools. The acres on which ILL's are applied were totaled at the county level in the tabular NRI database and then apportioned to a raster coverage of agricultural land within the county based on the Enhanced National Land Cover Dataset (NLCDe) 1-kilometer resolution land cover grids (Nakagaki, 2003). Federal land is not considered in this analysis because NRI does not record information on those lands.

The Automated Ply Inspection (API) system autonomously inspects layups created by high speed automated fiber placement (AFP) machines. API comprises a high accuracy line scanner to measure surface topology of as-made layups driven by a precision articulated arm Robot to perform rapid surface scanning of a Layup after tape placement and layup. Key to API is efficient and robust software to read very large volumes of line scan data and analyze, classify and detect key Layup features very rapidly and reliably. The software retains only key features, filtering the raw data by two orders of magnitude to facilitate real-time data processing at high scan rates. Software also compares the location of as-made features (gaps, overlaps, drops and adds)with the NC program ("virtual layup") to identify and record only those as-made features that are out of tolerance. API addresses many of NASA's objectives for this topic: ? Manufacturing for launch vehicles ? Innovative automated process (AFP) ? Applies to reliable, large scale PMC structure ? Applies to Autoclave and OOA AFP methods API provides a powerful capability to enhance reliability of structures manufactured by AFP by automating a tedious and difficult manual task. In fact, the speed of AFP machines today has advanced such that manual inspection now takes as much time, and often more, than automated layup requires. API can significantly increase total AFP productivity (C-rate) and reduce cost by reducing Inspection time. Flightware has enlisted the participation of two other small businesses in this program to contribute their experience and expertise as subcontractors for specific tasks. Furthermore we have attracted the interest of larger industry leaders who supply AFP equipment and manufacture AFP Aerospace parts in this program, because they recognize its potential value. This API program is a manufacturing innovation subject to Executive Order 13329 "Encouraging Innovation in Manufacturing."

To determine the relative needs of the U.S. Fish and Wildlife Service, the Federal Highway Administration FHWA was asked to inventory all public access and administrative Service use only roads and parking lots and provide a condition assessment of each. This report summarizes the inventory for Dwight D Eisenhower National Fish Hatchery.All roads and parking lots were mapped using Trimble GPS units and visually assessed for condition using the RSL method of evaluation developed at Utah State University. A cost estimate for maintenance and construction of roads is provided in the report.

ZONA Technology, Inc. (ZONA) proposes to develop an on-line flutter prediction tool for wind tunnel model using the parameter varying estimation (PVE) technique to ensure the safety of the flutter model as well as the wind tunnel system. This tool will be applied to rapidly evaluate parameters, such as modal damping and frequency, which are required to assess the flutter boundary of a wind tunnel model in the pre-flutter test conditions. In this PVE Toolbox, system identification techniques such as Polymax and Subspace methods are employed to consistently estimate the damping/frequency of the physical modes, followed by the implementation of Zimmerman-Weissenburger flutter margin method, linear parameter varying modeling combined with 5 analysis, and/or thin plate interpolation method for flutter boundary prediction. In order to minimize the dependence on the experience for obtaining a reliable flutter prediction, an accurate estimation of the auto-spectrum of the output data, k-mean stochastic algorithm for automate modes selection are developed to enhance the on-line capability of the PVE Toolbox. The end product PVE Toolbox can be used by the test engineer as an on-line flutter prediction tool in the wind tunnel to effectively make a timely decision for proceeding to the next test point.

In March 2004, two groups of coded wire tagged subyearling fall Chinook were released from Spring Creek National Fish Hatchery to directly evaluate the effects of alternative operations at Bonneville Dam on smolttoadult survival SAR. The first group, released on March 1st, passed Bonneville Dam during a fourday, 25 kcfs spill operation with the corner collector closed. The second group, released on March 10th, passed Bonneville Dam during a fourday, 5 kcfs corner collector operation with the spillways closed. Tagged adults were subsequently recaptured in ocean fisheries, Columbia River fisheries, and at the hatchery during 20052007. The overall SAR was 0.118 for the fish released during the spill operation and 0.100 for fish released during the corner collector operation. The overall SAR for fish released during the spill operation was 18 higher than the SAR for fish released during the corner collector operation, however this difference was not statistically significant. Using Bayesian statistical methods, we estimated an 80 probability that the SAR for the spill operation release was higher than the SAR for the corner collector operation release. Applying the results from the 2004 March release operations to the March releases over 20052007, we estimate that a foregone loss of 15,200 adults range 2,40038,900 may have occurred due to corner collectoronly operations during 20052007. Additional years of comparative study would be useful to quantify the degree of evidence that these results are consistent across years or not.

TerraMetrics, Inc., proposes an SBIR Phase I R/R&D program to investigate and develop a key web services architecture that provides data processing, storage and delivery capabilities and enables successful deployment, display and visual interaction of diverse, massive, multi-dimensional science datasets within popular web-based geospatial platforms like Google Earth, Google Maps, NASA's World Wind and others. The proposed innovation exploits the use of a wired and wireless, network-friendly, wavelet-compressed data format and server architecture that extracts and delivers appropriately-sized blocks of multi-resolution geospatial data to client applications on demand and in real time. The resulting format and architecture intelligently delivers client-required data from a server, or multiple distributed servers, to a wide range of networked client applications that can build a composite, user-interactive 3D visualization of fused, disparate, geospatial datasets. The proposed innovation provides a highly scalable approach to data storage and management while offering geospatial data services to client science applications and a wide range of client and connection types from broadband-connected desktop computers to wireless cell phones. TerraMetrics offers to research the feasibility of the proposed innovation and demonstrate it within the context of a live, server-supported, Google Earth-compatible client application with high-density, multi-dimensional NASA science data.

We propose a high quantum efficiency (QE) 1024x1024 longwave infrared focal plane array (LWIR FPA) and CAMERA with ~ 12 micron cutoff wavelength made from bandgap-engineered Type-II InAs/GaSb strained layer superlattice (SLS) photodiodes. FPA/camera performance goals include QE > 50% and temporal noise equivalent difference in temperature (NEDT) < 30 mK while operating at a temperature > 60K with a fast integration time < 0.5 ms and F/4 optics. In Phase I, we developed and delivered a high-performance 640x512 SLS FPA as proof of concept, clearly demonstrating the viability of bandgap-engineered Group III-V InAs/GaSb/AlSb materials as a real cost-effective alternative to mercury cadmium telluride (MCT) for NASA's requirements for high-QE LWIR FPAs. Phase II will build on Phase I by expanding array format, shrinking pixel pitch, improving QE, and packaging and delivering the FPA in a camera that NASA can field-test to evaluate this novel sensor technology. The 12 micron cutoff, high QE, and relatively high operating temperature of SLS are expected to be of particular benefit to NASA's LANDSAT and HyspIRI projects.

The 2013 Loggerhead sea turtle nesting season resulted in 284 nests with 17,915 emerged hatchlings. Of the 284 nests, 162 57 remained in situ with 122 43 nests relocated above the mean high tide line. Only 13 nests were lost from various threats such as hog and raccoon predation and tide overwash. The mean hatch success rate was 62.3 with 19,315 hatched eggs. Single eggs were taken from 278 nests for DNA analysis. One leatherback sea turtle nested but the nest was unsuccessful.

The proposed effort addresses a need for accurate computational models to support aeroassist and entry vehicle system design over a broad range of flight conditions including direct entry and aerocapture trajectories for manned and unmanned earth return and planetary exploration. These models are critical for assessing aerodynamic characteristics including reaction control systems (RCS) influences and for designing thermal protection systems involving both ablating and non-ablating materials. A hybrid approach unifying continuum CFD and rarefied DSMC flow solvers will be developed that can handle both higher altitude continuum flows, i.e. 60~85km, with embedded rarefied zones such as the base/near-wake region as well as higher altitude rarefied flows with embedded continuum zones such as RCS jet plumes. The proposed model will automatically separate continuum and rarefied regions into distinct computational domains employing a unique methodology demonstrated in Phase I to construct hybrid interface surfaces for complex three-dimensional geometries. The model will incorporate RCS jet and advanced ablative models and will provide consistent nonequilibrium thermochemical modeling between the CFD and DSMC solutions. This methodology provides a more efficient and accurate tool than provided by continuum CFD or DSMC alone and provides the flexibility to address a wide range of vehicle and system designs.

Description

This data set provides a map of selected areas with defined tree canopy cover over the circumpolar taiga-tundra ecotone (TTE). Canopy cover was derived from the 500-meter MODIS Vegetation Continuous Fields (VCF) product as averaged over six years from 2000-2005 and processed as described in Ranson et al. (2011). This process identified patches of low tree canopy cover which are indicative of the transition from forest to tundra and differentiate the circumpolar taiga-tundra ecotone for the 2000-2005 period. The TTE is the Earth's longest vegetation transition zone and stretches for more than 13,400 km around Arctic North America, Scandinavia, and Eurasia. In Eurasia, the map extends from 60 degrees N to 70 degrees N, and in North America from 50 degrees N to 70 degrees N, excluding Baffin Island in northeastern Canada and the Aleutian Peninsula in southwestern Alaska. Note that for this product, taiga is being used one and the same as boreal forest.This circumpolar TTE area was classified according to VCF tree canopy cover.
