Description

The primary objective of the refuges water management plan is to create water conditions that will result in an ecologically diverse wetland community. Sedimentation has adversely impacted submergent growth and reduced water level fluctuations in floodplain wetlands. Moderate to heavy infestations of carp have also uprooted vegetation and resuspended bottom sediments. As a result, submergent vegetation has declined; river bulrush and american lotus, which become established when water levels remain static, are now dominant emergents in many wetlands; and the lack of exposure of bottom sediments has curtailed the recycling of nutrients and the establishment of moist soil vegetation. Primarily through water level manipulations, the refuge is working towards improving wetland quality. Drawdowns on refuge wetlands have met with minimal success. Beaver activity and silt deposits at wetland outlets have curtailed efforts to lower water levels on Fisher Lake and Continental Grain Marsh. Water levels will be kept as low as possible on these wetlands again in 1991. Two years of moderately low water levels on Blue Lake have resulted in an increase in river bulrush. Therefore, water levels will be held at maximum pool in 1991. The drawdown and burn on Louisville Marsh was successful in opening up the marsh and water levels will be kept high during 1991 to ensure river bulrush is kept under control. Different drawdowns approaches will be implemented on the several small artificial and modified wetlands on the Long Meadow Lake Unit. Response to the drawdowns will be closely monitored to establish baseline data which will help fine tune future water management plans. Negotiations are currently underway with the Northern States Power Company to initiate another drawdown of Blackdog Lake in 1991. The past two years have resulted in positive vegetative and wildlife response, significantly increasing wetland quality. Although the 494 moist soil unit, blackdog pools 1 and 2 and big rice lake have water control structures, they remain unmanageable without further construction or equipment purchase.

In accordance with the current Trapping Plan for Sherburne National Wildlife Refuge Refuge, and based on the knowledge of the population levels for the Refuges resident furbearers and past harvest statistics, Sherburne National Wildlife Refuge proposes to offer a nuisance beaver control and limited wetland trapping program in FY 2002. It is desirable to offer the public an opportunity for wildliferelated recreation which provides management benefits to the Refuge where compatible with the Refuge purpose and National Wildlife Refuge System mission. It is to be understood that the information contained in this report is far from complete. There are several reasons, including the fact that there is but little time available for this work. Most of our observations have been made while pursuing other forms of activity. However, these lists should have some value, especially for the future references, and for comparative purposes. Total observations extend from July 1, 1935 to December 31, 1936. As was to be expected, during 1936, we found some more or less radical changes in wildlife due to the creation of a vast new marsh. By comparing this report with the one prepared last year, these differences will readily be noted. In a few cases it will be noted that I have given subspecific names. This has been done only when I have been definitely sure of my grounds, usually through the means of museum identification.

The Lower Souris Migratory Waterfowl Refuge now known as the J. Clark Salyer National Wildlife Refuge is located just south of the Canadian border in North Dakota. The refuge was established and constructed by the CCC in 1935 to restore waterfowl habitat. This report gives an overview of events taking place on the refuge in February, March and April of 1939. For the first time since its establishment, the Lower Souris Refuge has plenty of water; all of the units are full or mostly full. The spring migration has brought great flocks of geese to the refuge. Grain was fed to the migrating waterfowl during April and nesting has begun. Predator and rodent control has continued through this last period at a somewhat reduced scale. Poisoned oats have been set out for target species, Richardsons Ground Squirrel. Physical development projects included fencing, patrol roads, dams, plantings, public relations, timber stand improvement and WPA projects. The report concludes with a photographs section.

The month was relatively dry, posing little hope for good spring runoff. The migration came early due to the abnormally warm weather. A table of migration records is included in the report. Predator control operations have been reduced and are focused at the nesting areas. Fencing projects got a head start due to the early spring. Island graveling work was completed with the completion of the second island. Other miscellaneous projects included fence removal, riprap installation and boundary sign installment. The report is followed by a second document titled Birds of the Lower Souris Refuge and a photographs section.

Description

The landscape plan is a general description of refuge lands and provides a broad description of cover types and their locations. The identification of these landscapes is used to develop management objectives. Documented wildlife surveys show that Rice Lake National Wildlife Refuge has a diverse fauna, containing species of special concern in the forest, grasslandbrushland and wetland cover types. These types have been identified and consolidated into landscapes in this document. The Landscape Plan will guide all future habitat management plans to emphasize development andor maintenance of cover types in larger blocks to reduce habitat fragmentation. Managing relatively large blocks of bog, forest, and grasslandbrushland on the refuge will provide habitat for the target species which utilize each landscape type. Management of edgeloving species will continue where appropriate, but will generally be concentrated between landscapes rather than within. Management of landscapes continuing outside refuge boundaries will be encouraged through cooperative management agreements with other agencies and through the Private Lands program.

The Lower Souris Migratory Waterfowl Refuge now known as the J. Clark Salyer National Wildlife Refuge is located just south of the Canadian border in North Dakota. The refuge was established and constructed by the CCC in 1935 to restore waterfowl habitat. This report gives an overview of events taking place on the refuge in July of 1937. Development on the refuge in July was productive due to mild temperatures. Rainfall has been about average, so that crop and cover conditions were fair to good. Hay continues to be an area of dispute and conflict of interest. Hopes are high to finish Dam 357 by the first frost. Other projects included raising and sloping the State Highway 5 section that runs through the refuge, putting in fire line, lookout tower construction, truck trail development, seed collection and harvest and fencing. Nesting studies were conducted but not completed. The report concludes with a photographs section.
