Description

The Lower Souris Migratory Waterfowl Refuge now known as the J. Clark Salyer National Wildlife Refuge is located just south of the Canadian border in North Dakota. The refuge was established and constructed by the CCC in 1935 to restore waterfowl habitat. This report gives an overview of events taking place on the refuge in November of 1936. It was business as usual at the refuge this month. Projects such as the fencing project, dam construction, predator control and the nursery continued. The refuge concludes with a photograph section.

A proposal is under consideration which could result in the acquisition by the United States of St. Vincent Island, a 12,000acre tract of land in Franklin County, Florida. The Bureau of Sport Fisheries and Wildlife has examined the island and is prepared to recommend its acquisition for migratory bird conservation purposes under the Migratory Bird Conservation Act subject to the approval of the Migratory Bird Conservation Commission and the State of Florida.

Description

Rain finally fell on the refuge, relieving much of the stress felt by the refuge staff and wildlife. Waterfowl migrations were observed with a fair amount of ducks passing through. Projects, such as the dam construction, fencing, seed collection and plantings continued. The report concludes with a photographs section.

This plan addresses the upland wildlife habitat of St. Vincent National Wildlife Refuge and the 86 acre mainland tract on C30 Franklin County. Management emphasis for the next ten years or more will be on forested wildlife habitat improvement, experimentation, surveys and monitoring. Management will include tree size, age, or density manipulations but will exclude cooperativecommercial sales on the island unless endangered species needs or emergencies dictate otherwise. Habitat manipulation decisions will be based on wildlife habitat and vegetative community maintenance needs determined by known species requirements. Silvicultural techniques or tools of the trade will be used to survey and monitor wildlife habitat andor vegetative conditions.

Drawdowns, prescribed burns, chemical and mechanical control of pest plants, and fish restocking are planned for fisheries and lake rehabilitation on St. Vincent National Wildlife Refuge. The document summarizes the impacts this rehabilitation is likely to have on critical species. Eagle feeding areas will be temporarily impacted by this plan, but the eagles will be able to move to an alternate site. Lake drawdowns could attract storks, so only beneficial effects are anticipated. One or two eastern indigo snakes could be disturbed by mechanical manipulations or cattails; however, they should be easy to relocate.

Description

Visual inspections of all five lakes and the Oyster Pond on St. Vincent National Wildlife Refuge were made in 1979. It appeared that infestation of the lakes and the pond by cattails had become even more severe than was the case the previous fall when fish population sampling work was conducted. Besides cattails, Lake 5 and the Oyster Pond were found to be infested by American lotus. The open water areas of the lakes were also found to contain extensive growths of submerged aquatic vegetation. Cursory identification of the dominant forms in order of decreasing dominance included coontail Ceratophyllum, musk grass Chara, bladderwort Utricularia, and sago pondweed Potamogeton pectinatus. A long term control program is recommended.

A severe gale in August of 1856 caused a lot of destruction in Florida. Ships and warehouses were damaged, a lighthouse was destroyed, crops were ruined, and several people on drowned on St. Vincent Island.

The inventory procedures outlined in this plan represent a cost effective inventory of the wildlife populations on St. Vincent National Wildlife Refuge. Winter waterfowl will be monitored through ground censusing, wood duck production will be monitored through duck box inspections, and bald eagles nests will be examined on a monthly basis during nesting season. Sea turtle nests will be checked on a daily basis during nesting season, osprey nests will be located through an aerial survey, and alligator counts will be made one hour after sunset. Whitetailed deer will be monitored through harvest data and track counts, shorebirds will be monitored through ground surveys, and rookery surveys will be conducted to monitor colonial birds.

Description

The U.S. Fish and Wildlife Service proposes to initiate actions to rehabilitate the St. Vincent Island freshwater fishery and lakemarsh system. Five of the islands six lakes suffered a severe fish kill September, 1985 following Hurricane Elena. Rehabilitation actions will include mechanical manipulation of cattails along the edges of at least Oyster Pond cattails will be pushed out of the pond edges with a tractor and blade. Normal maintenance actions such as drawdowns, prescribed burning, fish restocking, and chemical control of pest plants are also proposed.

The proposed water and marsh management at St. Vincent National Wildlife Refuge is limited to freshwater. Management strategies include cyclic water level manipulations and cattail control. Existing and additional vegetation transects will be surveyed on an annual basis to determine the impacts of marsh management on vegetation composition. The wildlife goals to be accomplished are to: enhance and maintain endangered and threatened species habitat, enhance habitats for migratory birds including waterfowl, increaseenhance wood duck production, maintain as much naturalness as possible while meeting wildlife objectives, and maintain a natural diversity of healthy resident wildlife populations.
