This agreement, a reciprocal law enforcement and assistance agreement, is made between the U.S. Fish and Wildlife Service and the County Sheriffs Department. The parties of this agreement will reciprocally provide emergency assistance provided that the request is based on an incident that is true emergency where there is a clear and present danger to human life and the correspondent does not have the resources at hand to bring the incident under control. This agreement will remain in effect for five years unless either party gives the other sixty day written notice prior to withdrawal.

The aquatic habitat available for sportfishing on St. Vincent National Wildlife Refuge consists of six fresh water lakes totaling 272 acres of water. Fishery management efforts will be directed towards enhancing and maintaining the sportfishery in these pools. Native warmwater fish species provided by the Services National Fish Hatchery System will be utilized in supplementing, managing and enhancing the sport fishery. The purpose of this plan is to outline goals and objectives in managing the fishery resource in relation to the Refuges primary objective.

This report provides an overview of public use at St. Vincent National Wildlife Refuge. Suggestions for monitoring visitor use are provided. In January 2001, a Public Use Review Team visited St. Vincent National Wildlife Refuge, Apalachicola, Florida to conduct a review of the stations public use program. The purpose of the review was to evaluate how the station was meeting the Minimum Public Use Standards, complying with the Refuge Improvement Act of 1997, and incorporating the tenets put forth in the Fulfilling the Promises document. The team found that the refuge staff was attempting to address most of the elements and standards, but with staff and budgetary limitations, they are finding it difficult to address all of the elements completely. The visitor services program suffered from neglect in the past, but the manager and staff are committed to enhancing the program. Even with minimal staff and budget, there is still potential to build and establish a basic and viable visitor services program. The team offered specific recommendations for improving access, visitor orientation services, and the infrastructure. Other suggestions involve program development, conveying key resource messages on and offsite, and reaching out to new audiences. Since the refuge is on an island there is a concern regarding carrying capacities and providing a quality experience. Public use will need to be closely monitored to avoid adverse impacts. Visitor use may eventually need to be limited through a permit system or other program.

This document outlines rehabilitation strategies for fisheries and lake rehabilitation on St. Vincent National Wildlife Refuge following hurricane damage. Following Hurricane Elena, September 1, 1985, St. Vincent experienced a devastating fish kill. The kill, discovered Friday, September 13, affected Lakes 14 and Oyster Pond. Dying fish were observed through September 14. The kill was later determined to be the result of a reduction in dissolved oxygen DO. Rehabilitation procedures will emphasize drawdowns augmented by mechanical and chemical vegetation control and burning. Lakes 13 and Oyster Pond will be drained MarchJune, 1986. Pumping will be employed to lower and maintain water levels 34 feet below normal. Lake 4 will not be lowered in 1986 to the detriment of Lake 5. Lake 5 will be used as a source for hatchery brood stock, especially brood stock for handpainted bream. Therefore, the Lake 4 drawdown will have to be limited to a partial lowering because the extent to which Lake 4 manipulations can progress before adversely impacting Lake 5 are unknown.

This Animal Control Management Plan for Parker River National Wildlife Refuge outlines the procedures for controlling wildlife and fish populations to keep them consistent with the optimum management of the refuge habitat. Control programs must be designed to maintain environmental quality and to conserve and protect the nations wildlife resources. They will be based on a broad systematic approach utilizing all available information. Reduction methods are chosen on the basis of effectiveness, cost, and minimal ecological disruption. Animals that are considered to be potential problems include: striped skunks, red fox, raccoon, opossums, woodchucks, beavers, muskrats, whitetailed deer, rabbits, rodents, gulls, swans, reptiles, and feraldomestic animals. The objectives of the control plan are: 1 to contribute to the widest possible natural diversity of indigenous fish and wildlife; 2 to maintain healthy population levels of wildlife species; 3 to contribute to the attainment of national migratory bird and endangered species goals; 4 to maintain healthy populations of ground nesting bird species; 5 to ensure that conflicts between species are resolved in favor of endangeredthreatened species; 6 to minimize wildlife damage to physical facilities; and 7 to minimize occurrence of high population densities of wildlife species which have the potential to transmit contagious diseases to humans.

Fourteen miles of shoreline are open to surf fishing on St. Vincent National Wildlife Refuge. Freshwater fishing for largemouth bass, bluegill, and redear sunfish occurs on the island in a series of 6 ponds and a stream. Chemical characteristics, conductance measurements, fish populations, scale samples, and proportional stock densities are summarized for each body of water on the refuge. It is recommended that fishing continue under present rule and regulation; however, cattails need to be controlled.

Description
This is the 1988 prescribed burning plan for Parker River National Wildlife Refuge. Treatment 1 is the area consisting of the fresh water marsh inside the Stage Island Pool. Much of the aquatic vegetation in Stage Island Pool was treated with an herbicide in August, 1987. The purpose of the prescribed burn is to remove past years accumulation of dead organic matter and the dead standing vegetation treated this past summer with herbicide, releasing the nutrients back into the soil and allowing the suns light to stimulate early plant growth. This prescribed burn is an integral part of the lead shot reduction plan that started during summer, 1985. The primary fuels, approximately 95 percent, to be burned are Giant Reed, Purple Loosestrife, and Cattail. These fine to light fuels are found in pure species stands or in varying densities of combinations with one another. Treatment 2 is Weare Camp at the Knobbs. The camp will be burned during January, weather conditions permitting. The camp will be ignited at the base with a flammable liquid.

Personnel of the U.S. Fish and Wildlife Service, Kenai Fishery Resources Station, conducted fishery surveys on 18 remote and roadside lakes of the Kenai National Wildlife Refuge from June 1 to October 7, 1983. The objective of the study is to evaluate selected Kenai NWR lakes for their real and potential contribution to recreational fisheries. To achieve this objective, information on fish, plus related water quality, physical characteristics, vegetation, and wildlife were ascertained. The intent was to survey as many lakes as possible over a short period, while at the same time, providing a reliable picture of the lakes fishery status.

The Kenai Wilderness Management Guide is a description, interpretation, and synthesis of Congressional legislation, Department of the Interior regulation, and Fish and Wildlife Service policy applicable to the Kenai Wilderness in the Kenai National Wildlife Refuge. There are four parts to the management guide. Part I, Wilderness Management by the Fish and Wildlife Service, presents basic wilderness management guidelines and practices for the staff of the Kenai NWR. Part II, Wilderness Management by Other Agencies, similarly presents additional guidelines and practices for the personnel of other Federal and State agencies involved with the management of the Kenai Wilderness. Part III, Wilderness Use by the General Public, presents additional guidelines and practices applicable to the use of the Kenai Wilderness by the general public. Part IV, Wilderness Use by Commercial Operators, presents additional guidelines and practices for the commercial use of the Kenai Wilderness. It should be noted that the guidelines described in Part I generally underlie the guidelines of the other parts as well.

Description
The management of furbearers on the Kenai Refuge is a controversial issue. Trapping has occurred on the Kenai Refuge since before it was established as a refuge. Local residents, trappers, refuge users, conservation groups, and concerned citizens have varying, often conflicting, views on trapping in National Wildlife Refuges. Questions are raised regarding season lengths, humaneness of trapping, the capture of nontarget species, conflicts between trappers and other refuge users, the status of some furbearer populations, and the level of harvestable surpluses, among other issues. The preferred alternative sets no regulations limiting the number of trappers, traps, or sets on the refuge for wolves; a bag limit of one wolverine per hunter per season; no bag limit on marten; one red fox per trapper per year; a bag limit of 20 on beaver; and no bag limit on coyote. Trap checks would be required every four days under this alternative. The Finding of No Significant Impact FONSI and the Environmental Action Memorandum are included with this document.
