The Climate Prediction Center (CPC) Madden Julian Oscillation index (MJO) is a dataset that allows evaluation of the strength and phase of the MJO during the dataset period. The index is based on pentad 200-hPa velocity potential data equator ward of 30?N during El Ni?o/Southern Oscillation (ENSO) neutral and weak ENSO winters (November-April) in 1979-2000. An extended Empirical Orthogonal Function (EEOF) analysis is used to identify ten time-lagged patterns. Ten MJO indices are determined by projecting the pentad 200-hPa velocity potential anomalies onto the ten time-lagged patterns of the first EEOF of pentad 200-hPa velocity potential anomalies. Anomalies are based on the 1979-1995 period, and each index is normalized by its standard deviation during ENSO-neutral and weak ENSO winters (November-April) in 1979-2000.

The VHA Executive Management Program consists of the functions that fall under the purview of the VHA Executive Resources Board (ERB) and the VHA Performance Review Board (PRB). Their functions include executive development, recruitment and placement, organizational analysis, succession planning, workforce planning, EEO and Alternative Dispute Resolution (ADR) assessment, workload tracking and reporting of human capital and HR, and individual and organizational performance assessment and recognition. Users rely on these data for historical study of land surface change, but shoulder the burden of post-production processing to create applications-ready data sets. In compliance with guidelines established through the Global Climate Observing System, USGS has embarked on production of higher-level Landsat data products to support land surface change studies. Terrestrial variables such as surface reflectance are being prototyped as fundamental input to higher level products such as Burned Area, Fractional Snow Covered Area, and Dynamic Surface Water Extent. These products are intended to provide a framework for producing long-term Landsat science data collections suited for monitoring, assessing, and predicting land surface change over time.

Environmental Sensitivity Index (ESI) maps are an integral component in oil-spill contingency planning and assessment. They serve as a source of information in the event of an oil spill incident. ESI maps are a product of the Hazardous Materials Response Division of the Office of Response and Restoration (OR&R).ESI maps contain three types of information: shoreline habitats (classified according to their sensitivity to oiling), human-use resources, and sensitive biological resources. Most often, this information is plotted on 7.5 minute USGS quadrangles, although in Alaska, USGS topographic maps at scales of 1:63,360 and 1:250,000 are used, and in other atlases, NOAA charts have been used as the base map. Collections of these maps, grouped by state or a logical geographic area, are published as ESI atlases. Digital data have been published for most of the U.S. shoreline, including Alaska, Hawaii and Puerto Rico.

The concern caused by the explosive spread of the zebra mussel, (Dreissena polymorpha), within the United States resulted in passage of the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 (P.L. 101-646). The impact of this biofouling pest on the economy and ecological processes in the U.S. and Canada has required prompt action on a large scale to prevent further infestations and minimize ecological degradation. This map layer is a compilation of reports of confirmed zebra mussel as well as quagga mussel sightings in the United States and Canada from 1986 to June 2011. It provides geographical and historical information to show distribution over time. The reports came from a variety of Federal, State, and municipal agencies, public utilities, universities, engineering and private consultant firms. The locations of confirmed sightings were registered at 1:100,000-scale on EPA Reach File Version 3.0 and are maintained as an ArcInfo export file. This is a revised version of the June 2008 map layer.

The NMHDS stores data about Veterans who are treated for PTSD in specialized outpatient PTSD programs located in 168 locations across the country. PTSD patients new to these outpatient clinics are administered a 50 item interview by a clinician. Answers are recorded onto electronic forms and transmitted by secure transfer to the Northeast Program Evaluation Center (NEPEC). NEPEC uses the information to provide programs with feedback and to describe the demographic and clinical characteristics of PTSD patients. PEELS is a study that is part of the Pre-Elementary Education Longitudinal Study. PEELS (http://ies.ed.gov/ncser/projects/peels/) is a longitudinal survey that is designed to describe the characteristics of children receiving preschool special education, their educational programs and services, and their transitions from preschool programs to elementary schools. The study was conducted using CATI, paper questionnaires, and child assessments. The study followed a nationally representative sample of children with disabilities who were 3 to 5 years old at the start of the study in 2003 through 2009, examining the achievement of students with disabilities in preschool, kindergarten, and elementary school and determining the factors associated with this achievement. Key statistics produced from PEELS are characteristics of children and their families; characteristics of educational services and providers; transitions from early intervention to preschool, and preschool to elementary school; and school-related readiness and behavior.

As part of its ongoing efforts to promote air safety, the Federal Communications Commission requires owners to register certain antenna structures (generally those more than 60.96 meters (200 feet) in height or located near an airport) with the Commission. In a Report and Order released November 30, 1995 (text) , the Commission adopted rules designed to streamline the registration process and began requiring antenna structure owners (instead of licensees) to register these structures with the Commission. In a Memorandum Opinion and Order on Reconsideration (Word) (also in PDF format (pdf) ) released March 8, 2000, the Commission clarified several registration requirements. The Antenna Structure Registration Program is the process under which each antenna structure that requires FAA notification -- including new and existing structures -- must be registered with the FCC by its owner. The owner is the single point of contact for resolving antenna-related problems and is responsible for the maintenance of those structures requiring painting and/or lighting. Note that because the Antenna Structure Registration requirements only apply to those antenna structures that may create a hazard to air navigation (either by their height or proximity to an airport), the registration files do not contain a comprehensive record of all antenna structures.

Per capita personal income is calculated as the total personal income of the residents of a county divided by the resident population of the county. The Census Bureau's annual midyear population estimates were used in the computation. The average annual number of full-time and part-time jobs includes all jobs for which wages and salaries are paid, except jury and witness service and paid employment of prisoners. The jobs are counted at equal weight, and employees, sole proprietors, and active partners are all included. Unpaid family workers and volunteers are not included. Average wage per job is the wage and salary disbursements divided by the number of wage and salary jobs in the county. Wage and salary disbursements consist of the monetary remuneration of employees, including the compensation of corporate officers; commissions, tips, and bonuses; and receipts in kind, or pay-in-kind, such as the meals furnished to the employees of restaurants. It reflects the amount of payments disbursed, but not necessarily earned during the year. Per capita number of jobs is calculated as the average annual number of full-time and part-time jobs in a county divided by the resident population of the county. The Census Bureau's annual midyear population estimates were used in the computation. All dollar estimates are in current dollars, not adjusted for inflation.
