Normalized Difference Vegetation Index (NDVI) Composites are produced from multiple Advanced Very High Resolution Radiometer (AVHRR) daily observations that have been composited together to create a nearly cloud-free image showing maximum greenness. An NDVI ratio is produced from bands one and two of the AVHRR composite to produce a derived NDVI band composite. The following NDVI products are available: Conterminous U.S. and Alaska Weekly and biweekly NDVI composites date from January 1989 to present. U.S. composites are cast to the Lambert Azimuthal Equal-Area projection. Alaska composites are cast to the Albers Equal-Area Conic projection. Distribution of the NDVI composites depends on the age of the image: 7- and 14-day (current) NDVI composites are weekly and biweekly updates produced within the last four weeks. The data includes a composite for each of the acquired AVHRR bands, as well as a derived NDVI band. 7- and 14-day (recent) NDVI composites are weekly and biweekly updates produced from the end of the previous year until four weeks prior to present. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual- chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the Universal Transverse Mercator Zone 18 North. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000. Coastal study data as defined in FEMA Gudelines and Specifications, Appendix D: Guidance for Coastal Flooding Analyses and Mapping, submitted as a result of a coastal study. Appendix D notes that a variety of analytical methodologies may be used to establish Base (1-percent-annual-chance) Flood Elevations (BFEs) and floodplains throughout coastal areas of the United States. Appendix D itemizes references for the methodologies currently in use by FEMA for specific coastal flood hazards, provides general guidance for documentation of a coastal flood hazard analysis, specifies flood hazard analysis procedures for the Great Lakes coasts, and outlines intermediate data submissions for coastal flood hazard analyses with new storm surge modeling and revised stillwater flood level (SWFL). The National Reporting System for Adult Education, 2010-11 (NRS 2010-11) is part of the Adult Education and Family Literacy program; program data is available since 1997 at . NRS 2010-11 (http://www.nrsweb.org) is a cross-sectional study that was designed to monitor performance accountability for the federally funded, state-administered adult education program. States were required to submit their progress in adult education and literacy activities by reporting data on core indicators of outcomes on all adult learners who receive 12 or more hours of service as well as state expenditures on the adult education program. States could also report on additional, optional secondary measures that included outcomes related to employment, family, and community. The study was conducted using a web-based reporting system of states. NRS 2010-11 is a universe survey, and all states submitted data. Key statistics produced from the study include student demographics, reasons for attending the program, receipt of secondary school diploma or general education development (GED) certificate, placement in postsecondary education or training, educational gain, and employment placement and retention.

Spacecraft projects today consist of many different cooperating companies and institutions. The project members typically use different thermal design analysis software, making the vital exchange of data between team members difficult, costly, or impossible. One solution would be for everyone to use the same software, such that there would be no loss of data when exchanging models and predictions. However, the end result would be little innovation in thermal design software. Competition drives the development of new technologies, but also creates communication barriers. Each tool suite has unique capabilities and specializations, such that a superset of all tools would represent a tremendous advance in and of itself. We propose to develop a "best of both worlds" solution by adopting and extending an international open standard, STEP, for data exchange of thermal models, results, and test data. Such a standard, if available in all major design tools without limiting the unique capabilities of each, allows customers, contractors, and subcontractors to work simultaneously on the same project while using different software. It also allows each organization to choose the best software for each mission, component, and even design task, resulting in the best overall total project efficiency.

<p>An application was developed that could enforce two-factor authentication for NASA access to the Propulsion Test Streaming Video System.  To gain access to the Propulsion Test Streaming Video System, all user requests are submitted through the NASA Account Management System (NAMS).  The assigned approver of these requests is the respective Project Manager for each of the engine test projects.  Then, for authentication purposes, a user is required to use either a NASA issued SmartCard or RSA token to gain access to the website.  Upon authentication, the user enters the website page. The page displays hyperlinks to each engine test video streams that the user has been granted access to.  The user can then selects the chosen video stream for live viewing from their end-user device/location.  For commercial customers, the video stream is sent directly from the video encoder to the customer’s corporate streaming server for distribution within the customer’s facility.</p><p>The architecture of the Propulsion Test Streaming Video System was redesigned in order to provide a service capable of supporting two-factor authentication.</p><p> </p>

The GPM Ground Validation Environment Canada (EC) Web Camera Images GCPEx were taken at 5 site locations in Ontario, Canada during the GPM Cold-season Precipitation Experiment (GCPEx) which occurred January 15 through March 1, 2012. Mounted as a fixed outdoor camera, the AXIS P1343-E network camera has day/night functionality with an automatically controlled IR filter, adapting to both daylight and dark lighting conditions. These images provided visual records throughout the day of the weather conditions at the site.

The Hydrologic Sub-basins of Greenland data set contains Geographic Information System (GIS) polygon shapefiles that include 293 hydrologic sub-basins of the Greenland Ice Sheet, as created by Lewis and Smith (2009). Five km Digital Elevation Models (DEMs) of ice-surface and bedrock topography (Bamber et al. 2001) were used to estimate the hydraulic potentiometric surface for Greenland, which accounts for the effects of ice overburden pressure, such as hydrostatic pressure, surface topography, and underlying bedrock topography (Paterson 1994). Using the 5 km potentiometric grid, a modeled basin network for Greenland's ice sheet was created using the hydrological tools within ESRI ArcGIS (ArcInfo 9.2). Although the GIS initially generated more than 293 basins, basins less than 100 km2 in size, as well as basins located completely outside of the ice sheet extent, were removed from the data set. It is calculated as the sum of wage and salary disbursements, other labor income, proprietors' income with inventory valuation and capital consumption adjustments, rental income of persons with capital consumption adjustment, personal dividend income, personal interest income, and transfer payments to persons, minus personal contributions for social insurance. Per capita personal income is calculated as the total personal income of the residents of a county divided by the resident population of the county. The Census Bureau's annual midyear population estimates were used in the computation. The average annual number of full-time and part-time jobs includes all jobs for which wages and salaries are paid, except jury and witness service and paid employment of prisoners. The jobs are counted at equal weight, and employees, sole proprietors, and active partners are all included. Unpaid family workers and volunteers are not included. Average wage per job is the total wage and salary disbursements divided by the number of wage and salary jobs in the county. Wage and salary disbursements consist of the monetary remuneration of employees, including the compensation of corporate officers; commissions, tips, and bonuses; and receipts in kind, or pay-in-kind, such as the meals furnished to the employees of restaurants. It reflects the amount of payments disbursed, but not necessarily earned during the year.
