The Centers for Medicare and Medicaid Services (CMS) implemented the Comprehensive Error Rate Testing (CERT) program to measure improper payments in the Medicare fee-for-service (FFS) program. The Department of Health and Human Services (HHS) Office of Inspector General (OIG) estimated the Medicare FFS error rate from 1996 through 2002. The OIG designed its sampling method to estimate a national Medicare FFS paid claims error rate. Due to the sample size approximately 6,000 claims the OIG was unable to produce error rates by contractor type, specific contractor, service type, or provider type.

EDFacts General Information 2011-12 (EDFacts GI:2011-12) is one of 17 'topics' identified in the EDFacts documentation (in this database, each 'topic' is entered as a separate study); program data is available since 2005 at . EDFacts GI:2011-12 (ed.gov/about/inits/ed/edfacts) annually collects cross-sectional data from states about directory and descriptive information of the education units at the school, LEA, and SEA levels. EDFacts GI:2011-12 data were collected using the EDFacts Submission System (ESS), a centralized portal, and their submission by states is mandatory and required for benefits. Not submitting the required reports by a state constitutes a failure to comply with law and may have consequences for federal funding to the state. Key statistics produced from EDFacts GI:2011-12 are from 7 data groups with information on Directory Information, Free and Reduced Price Lunch, Staff FTE, Teachers FTE, grades Offered, Magnet Status, and Student Membership. For the purposes of this system, data groups are referred to as 'variables', as a result of the structure and format of EDFacts' data.

The combination of novel photoelectrochemistry and 3-dimensional design allows tremendous mass saving, hardware complexity reduction, increases in deployment flexibility and removal efficiency. The high tortousity photocatalystic air processor design will achieve at least two orders of magnitude mass and power saving respectively, and enable feasibility of compact processors for spacecraft. The proposed work will demonstrate these drastic reduction in reactor mass, volume and power consumption in comparison to current technology with delivery of high-tortuosity device components allowed by 3D printing (potentially in space) at the end of the proposed work.

Coherent Logix, Incorporated proposes the Software Defined Common Processing System (SDCPS) program to facilitate the development of a Software Defined Radio development kit based on HyperX Technology with an accompanying software development flow to support rapid development and fielding of this technology to NASA and high reliability system integrators. NASA's exploration, science, and space operations systems are critically dependent on the hardware technologies used in their implementation. Specifically, the performance and deployment of autonomous and computationally-intensive capabilities for space based observatories, orbiters, autonomous landing and hazard avoidance, autonomous rendezvous and capture, robotic, relative navigation, command, control and communications systems are directly dependent on the availability of radiation-tolerant, high-performance, reconfigurable and adaptable, modern communications and underlying energy-efficient processor technology. The HyperX Technology will simultaneously enable order of magnitude improvement in power savings while reducing chipset count, thus size and weight of the radio. The HyperX processor technology is fully programmable and reconfigurable on the fly and is supported by industry standards based [hardware agnostic software development flow and] programming model using ANSI-C and MPI (message passing interface) API. This provides reduced life-cycle costs and future proofing of hardware through fully portable software code.

Iodine propellant offers many enabling capabilities for both SmallSat application and for high power system level implementation. Some of the highest risk elements of system implementation include long life cathode operation, integrated feed system performance, and thruster material changes for iodine compatibility. The work under this task will leverage an existing NASA Phase II with Busek Inc. for development of 600W iodine Hall thruster technologies based on the existing BHT-600. This work will also be done in parallel with the development of the iodine satellite (iSAT) mission that is funded under the Small Spacecraft Technology Program (SSTP). The iSAT mission will be focused on delivery of a flight system for a 200W iodine Hall thruster propulsion system, including the Hall thruster, power processing unit (PPU), and feed system for use in a 12U demonstration mission. To take advantage of scale efficiency, the iSAT and AISP iodine activities will leverage resources at Busek as the technologies and components will be similar. iSAT activities at Busek will be funded under a separate contract with the United States Air Force. Under AISP, a SBIR Phase III contract will be awarded to Busek Inc. for development of the 600W integrated iodine propulsion systems. The plan will also be to leverage the SBIR Phase II to augment with Phase IIe/x funding. The scope of work will mature the critical propulsion system components (thruster, cathode and PPU) to TRL 6 and perform integrated system testing. The proposed effort also includes NASA cathode development, propellant isolator defevelopment, thermal modeling and integrated propulsion system testing.

Description

The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Congressional Districts are the 435 areas from which people are elected to the U.S. House of Representatives. After the apportionment of congressional seats among the States based on census population counts, each State is responsible for establishing congressional districts for the purpose of electing representatives. Each congressional district is to be as equal in population to all other congressional districts in a State as practicable. The congressional districts for the 112th Congress (January 2011 to 2013) continue to be based on Census 2000 data. The TIGER/Line shapefiles for the District of Columbia, Puerto Rico, and the Island Areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands) each contain a single record for the non-voting delegate district in these areas. The boundaries of all other congressional districts are provided to the Census Bureau through the Redistricting Data Program (RDP).

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual- chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). Spatial data is georeferenced to the earth surface using the Wisconsin Transverse Mercator projected coordinate system and the North American Datum of 1983. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:6000.

Description

During the period of this project three different possible DC transformer concepts were proposed, theoretically modeled, and then experimentally tested with the intent of demonstrating a true dc transformer; i.e. an electrical device into which a given DC voltage and current can be applied and which will generate a different voltage and current, effectively changing the impedance of a power supply.

A component level DC transformer is described in which no alternating currents or voltages are present. It operates by combining features of a homopolar motor and a homopolar generator, both DC devices, such that the output voltage of a DC power supply can be stepped up (or down) with a corresponding step down (or up) in current.

Based on demonstrated technology, this DC transformer should be scalable to low megawatt levels, but it is more suited to high current than high voltage applications. Significant development would be required before it could achieve the kilovolt levels needed for DC power transmission.

Description

The Hood River, Oregon Salmon Production Program is co-managed by the Warm Springs Tribe (WS) and the Oregon Department of Fish and Wildlife (ODFW) for supplementing spring Chinook salmon in the Hood River system. The current Master Plan for the Hood River Production Program (March 5, 2008 draft) calls for a comparative hatchery release study designed to provide co-managers with the best available information for determining a long term, biologically sound, and cost effective spring Chinook salmon production strategy for the Hood River Basin that balances harvest needs with ecological considerations. Rearing facilities, both inside and outside the basin, are being evaluated for long-term use in the Hood River spring Chinook supplementation program. The objective is to conduct a multi-year (2008-2018) comparative study of Hood River spring Chinook reared at three different hatchery facilities prior to being moved to the West Fork Hood River for final acclimation and release. The facilities include Round Butte Hatchery/Pelton Ladder (RBH) on the Deschutes River, OR; Columbia Gorge Hatchery (CGH), a.k.a. Carson Hatchery on the Wind River, WA; and Parkdale Fish Facility (PFF) on the Hood River, OR. There is currently limited large-scale fish rearing capacity at PFF, and all juvenile rearing for the Hood River program is currently conducted out of basin at RBH. The CGH hatchery provides another potential out-of-basin (but more geographically localized) large-scale rearing facility for this program. Each year, starting fall 2008, returning adults will be collected in the Hood River, artificially spawned at the PFF, and gametes will be distributed to each of the respective hatchery facilities for long term-rearing to the parr-smolt stage. Starting in spring 2010, uniquely tagged juveniles from each facility will be moved to the Moving Falls Acclimation Pond on the West Fork Hood River for acclimation and forced release in April. The Hood River Master Plan calls for monitoring fish health, size at release, specific growth rates, rates of precocious male maturation (age-2 minijacks, age-3 jacks), and ultimately smolt-to-adult returns (SARs) for each brood year/release group. SARs for all adult year classes from all brood years will be available starting in 2013 with final returns in 2018. These data will be used to evaluate which hatchery facility/regime is optimum for future long-term implementation in the Hood River Supplementation program. Hood River Steelhead Trout Residualism Monitoring Hatchery-reared steelhead may adopt one of three life history pathways after release: 1. Smolt and migrate to sea 2) Sexually mature and remain in freshwater and attempt to spawn naturally (primarily males), or 3) "Residualize" as a non-smolting and non-maturing parr, and delay migration or maturation 'decisions' until the subsequent year(s). Starting in FY 2012, we will initiate a study using physiological indices to quantify residualism rates of the steelhead trout population supplemented in to the Hood River by WS and ODFW. These fish are from Hood River natural origin brood stock reared at Oak Springs Hatchery on the Deschutes River, OR and released in to the Hood River in May of each spring. Prior to transfer of the fish from Oak Springs to the Hood River, we will collect 300 fish, and sample them for length, weight, condition factor, body lipid, pituitary glands for measurement of mRNA levels of reproductive hormones, plasma for measurement of 11-ketotestosterone and gonad tissue for mRNA measurement of reproductive hormones and histological analysis. Gill tissue was collected for determination of Na+/K+-ATPase enzyme activity as an indicator of smoltification. These data will be used to help determine rates of residualism in Hood River steelhead, and to potentially help modify rearing regimes for these fish to minimize residualism rates. Length, weight, condition factor, whole body lipid, plasma IGF-1 and 11-Ketotestosterone, gill ATPase activity
