This data set consists of land derived from high resolution imagery and was analyzed according to the Coastal Change Analysis Program (C-CAP) protocol to determine land cover. This data set utilized 48 full or partial WorldView2 multispectral scenes and the 2005 high-resolution Oahu C-CAP data set. The imagery and base classification were included in a multi-step semi-automated change detection process to extract land cover features in the 2011 imagery.

The Defense Technical Information Center (DTIC) maintains a Corporate Source Authority System (CSAS) which lists all organizations that have contributed information to any of DTIC's three major databases. The DTIC Corporate Source database is a collection of Corporate Authors. Corporate Authors are the organizations and agencies responsible for reports received by DTIC. Each record displays the standardized form of the organization's name, the organization's parent and suborganizations, and the organization's Source Code. A Source Code is a unique numeric designation assigned by DTIC to each organization in the database. The purpose of the database is to find the Source Code for an organization. The Source Code can then be searched in the Technical Reports, Research Summaries, or IR&D databases to find all the reports from an organization, despite variations in its name. Searching by Source Code Hierarchy enables you to find all reports from an organization plus reports from its suborganizations and reports submitted under previous names.

Drs. Marla Holt, Brad Hanson, and Candice Emmons of the NWFSC, along with efforts from the NWFSC dive team (coordinated by Nick Tolimieri), are currently conducting passive acoustic monitoring of harbor porpoises in Puget Sound. The occurrence of harbor porpoises are being acoustically documented using porpoise detectors (CPODs, made by Chelonia, Ltd), which detect and log harbor porpoise echolocation clicks and store the data on flash memory cards. CPODs are deployed on the sea floor by scientific divers, and must be recovered every three months to replace batteries and memory cards. The project is ongoing, and will document occurrence and habitat use of this protected marine species. The project is a well-defined component of a larger study that addresses harbor porpoise occurrence and habitat use in the Salish Sea. Passive acoustic monitoring

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insrance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeference to earth's surface using the UTM projection and coordinate system. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000.

It is desirable to develop a high-efficiency lighting source for large-area irradiation of space-based crops. The key requirements for such a system include high efficiency, light weight, easy and rapid deployment, compact storage, ruggedness, and low cost. Furthermore, in order to maximize the rate of photosynthesis, it is desirable that the light source deliver an emission spectrum that matches the absorbance spectrum of chlorophyll as closely as possible while minimizing the effects of emission outside of the visible spectrum. To address these demanding requirements and overcome the limitations of alternative technologies, we propose to develop a large-area, high-efficiency, flexible sheet light source using microdischarge arrays using the combined talents of Anvik Corporation and a team from the University of Illinois at Urbana-Champaign, led by Prof. J. Gary Eden. The development of a new technology to enable the fabrication of large-area, high-density microdischarge arrays on flexible substrates, possibly powered by solar cells, will enable dramatic advances in the portability, ruggedness, efficiency, and light quality of light sources for space-based crop irradiation and a wide variety of commercial applications, including LCD backlighting, large-area UV-curing, decorative lighting, photodynamic therapy, and germicidal applications.

This archive covers two high resolution sea surface temperature (SST) analysis products developed using an optimum interpolation (OI) technique. The analyses have a spatial grid resolution of 0.25 degree and temporal resolution of 1 day. One product uses Advanced Very High Resolution Radiometer (AVHRR) infrared satellite data, while the other uses satellite data from both AVHRR and the Advanced Microwave Scanning Radiometer from NASA Earth Observing System (AMSR-E). Both products also use sea-ice data, in situ data from ships and buoys, and include a large-scale adjustment of satellite biases with respect to the in situ data. Two products are needed because of the increase in signal variance from AMSR-E due to its near all-weather coverage. For both products, the results show improved spatial and temporal resolution compared to heritage weekly 1.0 degree OISST analyses from the NWS NCEP. The AVHRR-only product uses Pathfinder AVHRR data, when available, from September 1981 through December 2005, and operational Navy AVHRR data for 2006 onwards. Pathfinder AVHRR was chosen because of good agreement with the in situ data. The combined AMSR-E and AVHRR product begins with the start of AMSR data in June 2002 and ends in October 2011, when the AMSR-E instrument ceased to function properly. In this second product, the primary AVHRR contribution is in regions near land where AMSR-E is not available. However, in cloud-free regions, use of both infrared and microwave instruments reduces systematic biases because the error characteristics are independent. For both products, in areas where sea ice is present, SST is estimated from sea ice fraction datasets from NASA GSFC before 2005 and then from NWS NCEP from 2005 onwards. Preliminary products are produced daily in near real-time (1-day latency) and may be updated in the first few days if critical input data become available after the initial production time. After two weeks, a complete or final product is generated with no additional changes expected. The preliminary products from near real-time data productions began in October 2008 for Version 2.0.

The GPM Ground Validation Composite Satellite Overpasses MC3E dataset provides satellite overpasses from the AQUA satellite during the Midlatitude Continental Convective Clouds Experiment (MC3E) which took place in central Oklahoma April 22 - June 5, 2011. The radiometric data was matched up with other datasets necessary to carry out land surface emissivity studies. These other datasets include the NEXRAD NMQ radar mosaic for knowledge of rain structure and intensity at the time of the overpass, as well as the previous accumulated precip prior to the satellite overpass time), the NOAA IMS snow mapping system (to identify surface snow or ice cover), and the NASA/GMAO MERRA land and atmospheric reanalysis (for background land and atmospheric state needed for microwave radiative transfer calculations). The identified AQUA satellite overpasses included passed within 700-km of the central field site.

SSCI proposes to develop and test a Configuration Optimization for Balanced Runway/Route Assignments (COBRA) tool, which includes analysis and planner algorithms for optimizing runway selection and arrival/departure paths considering the neighboring airports in the metroplex that are competing for slots in the National Airspace System (NAS). Current practices are largely devised under the context of locally optimal planning, i.e. the plans are designed to yield as large a number of safe operations to a single airport during peak loads as possible. COBRA provides a semi-global look at the problem, considering that, periodically, what is best for a single airport may be not be the best plan for the system as a whole. During Phase I we will focus our efforts on 1) Formulating the Problem for a subset of Los Angeles metroplex, for which flight-data is available, 2) Algorithm development using a fast-time Evolutionary Algorithm (EA) to determine which routes provide the fewest conflicts and most efficient use of the terminal airspace, 3) Testing algorithms against Los Angeles metroplex scenarios, and 4) Providing thorough documentation of results. COBRA solutions will map flights to routes within a particular runway configuration and runway assignment. Another layer of the solver will review the nominal runway selection to determine if further balancing might be advantageous for surface operations. Designs will be flexible to incorporate a wide base of airportal constraints and objectives such as wind conditions, approved routes plans, airport surface geometry, and flight restrictions (e.g. noise abatements, separation requirements, etc.), and will be extensible to other metroplexes. Phase II work will seek to extend COBRA to a full metroplex, include uncertainty in the optimization, and test the algorithms against time-varying constraints.

This data set consists of digital aquifer boundaries for the alluvial and terrace deposits along the Cimarron River from Freedom to Guthrie in northwestern Oklahoma. Ground water in 1,305 square miles of Quaternary-age alluvial and terrace deposits along the Cimarron River from Freedom to Guthrie is an important source of water for irrigation, industrial, municipal, stock, and domestic supplies. Alluvial and terrace deposits are composed of interfingering lenses of clay, sandy clay, and cross-bedded poorly sorted sand and gravel. The aquifer is composed of hydraulically connected alluvial and terrace deposits that unconformably overlie the Permian-age Formations. The aquifer boundaries along geological contacts were extracted from published digital geology data sets. Additional boundaries defining the geographic limits of the aquifer and areas of less than 5 feet saturated thickness were digitized from a mylar map, at a scale of 1:250,000. The maps were published at a scale of 1:900,000.

This work further developed a highly promising variable emissivity technology for spacecraft thermal control, based on unique conducting polymer (CP) electrochromics combined with ionic electrolytes, developed earlier by this firm (Air Force, JPL) with: Extremely thin (< 0.2 mm), flexible (plastic), lightweight (0.192 kg/m^2), variable area, "skin-like" construction; Delta-Emittance > 0.4, emittance range 0.15 to 0.90; power 40 micro-W/cm^2; proven space durability (thermal vacuum, atomic-O, VUV, solar wind), operating temperature (-)70 to (+)105 C); use of ionic electrolytes with zero vapor pressure needing no seal; low cost (est. $5K/m^2). A technical hurdle in the earlier-generation technology, of high solar absorptance (values up to 0.8) in the dark, high-emissivity state, remained, the sole hurdle hindering implementation of the technology. The Phase 1 introduced the new innovation of unique, proprietary IR-transparent coatings lowering the solar absorptance (Alpha(s)) of the variable emittance devices ("skins") drastically. In Phase 1, the best coatings yielded Alpha(s) of 0.306, emittance of 0.383 for the light state, and Alpha(s) 0.454, emittance 0.841 for the dark state (Delta emittance 0.458), with a calculated temperature under direct sunlight in space of < 60 C. Devices endured thermal vacuum > 110 days, VUV, atomic-O exposure, abrasion tests. Calorimetric emittance measurements under space vacuum were identical to emissometer measurements in air. In Phase 2, the primary objective will be ground space qualification and a TRL of 7 or higher, with an extensive series of tests to include: thermal vacuum, thermal cycling, solar wind, atomic-O, micrometeoroid, vibration, ESD. These will be done in our labs as well as at several partner labs, including two large aerospace companies who are Phase 2 commercial partners, and several outsourcing vendors. At least one firm spaceflight opportunity has been identified. Expected TRL at end of Phase 2 is 7-8.

In 1984, the U.S. Geological Survey (USGS), Office of Marine Geology, launched a program using the Geological LOng-Range Inclined Asdic (GLORIA) sidescan-sonar system to study the entire U.S. Exclusive Economic Zone (EEZ). From 1989 through 1991, the USGS and IOS (Institute of Oceanographic Sciences, U.K.) scientists conducted several surveys within the EEZ off Hawaii. Six surveys during that time period focused on the northwestern Hawaii region. The results of these surveys were 22 digital mosaics of approximately of approximately a 2 degree by 2 degree area with a 50-meter pixel resolution.

For many applications there exists a need for mechanically strong composite materials of high optical quality and transparency equivalent to window glass. One method of increasing the mechanical strength of polymers is to reinforce them with high-strength cylindrical glass fibers. In most cases, however, the introduction of glass fibers into an optically transparent polymer destroys the transparency of the polymer and an object at distances greater than a few feet cannot be clearly seen through them. MO-SCI Corporation proposes to develop novel large high-strength and optically transparent, flexible panels of glass fiber reinforced polymer matrix composites, as light-weight structural components, by layering a polymer matrix reinforced with glass ribbons (micron-size glass fibers with rectangular cross section) and a tough compliant polyurethane film. MO-SCI Corporation has produced research quantities of rigid epoxy-matrix composites which use glass ribbons that are index matched to the polymer matrix to be used as high-strength windows as described in U.S. patent 5,665,450 and licensed to MO-SCI Corporation. The objective of this proposal is to use this technology to produce nearly defect-free composites as demonstration samples for marketing structurally strong and impact resistant composites that are optically transparent.
