Because winter-run steelhead populations in the Willamette River are listed as Threatened under the Endangered Species Act, there is concern about potential genetic and ecological effects of non-native summer-run steelhead on threatened winter-run populations. However, at most life stages, and in most Willamette River habitats, it is difficult to identify naturally-produced summer-run fish compared to winter-run fish (all hatchery-origin summer steelhead smolts are marked with an adipose clip). As a consequence, it is generally unknown to what extent summer steelhead successfully spawn, how many juveniles are produced, and when and where they reside in the system. In this study, NWFSC's Don VanDoornik uses genetic stock identification (GSI) techniques to identify the stock of origin of steelhead in the Willamette River. The resulting information will be used by the Oregon Department of Fish and Wildlife to guide management of their steelhead hatchery programs in the Willamette River. This data set contains vector polygons representing the coastal wetland habitats for Guam and the Northern Mariana Islands classified according to the Environmental Sensitivity Index (ESI) classification system. This data set comprises a portion of the ESI data for Guam and the Northern Mariana Islands. ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil. The ESI data include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources. Busek and University of Utah propose to develop novel metal organic framework (MOF) material to efficiently capture oxygen in spacecraft cabin environment. The proposed novel MOF is postulated to be capable of separating oxygen from ambient air with high efficiency, and at the same time, be stable to moisture and resistant to decomposition. In Phase I, our team shall synthesize the proposed MOF and a MOF of known oxygen capture capability as the benchmark. The MOFs will be tested for their oxygen capture capability, gas selectivity, and reversibility. The effects of water on capture capability will also be examined. The physical measurements will guide the syntheses. At the end of Phase I, a preliminary sub-scale proof of concept will be explored for configuration optimization with relevant air flows. In Phase II, we shall validate the subscale proof-of-concept device and further scale up toward a prototype MOF-based O2 capture system.

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the State Plane projection and coordinate system. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000.

Low-Density Parity-Check (LDPC) Forward Error Correction (FEC) schemes are excellent tools in optimizing telemetry data integrity within the limited space to ground RF spectrum available for today's and tomorrow's satellite systems. All ten of the LDPC codes called out in the CCSDS Orange Book CCSDS 131.1-O-1 are potentially powerful tools for space to ground communications link optimization for future near-Earth and deep-space science and exploration missions. With this Phase I Small Business Innovation Research (SBIR), RT Logic will endeavor to inventory and understand the 10 LDPC codes defined in CCSDS 131.1-O-1, to prototype a single Field Programmable Gate Array (FPGA) based LDPC decoder that can potentially be the core of the 10 LDPC decoders, verify the FPGA prototype of the general purpose LDPC core using a comprehensive Very High-Speed Intgrated Circuit Hardware Description Language (VHDL) test suite and characterize the design for implementation into a Commerical-off-the-shelf (COTS) high data rate receiver. In Phase II, all of the 10 LDPC codes would be implemented into RT Logic's COTS high rate receiver in order to make the LDPC FEC schemes readily available to NASA, other Civil, the Department of Defense and commerical customers for use on their future space programs.

On February 16, 2006, the Department of Heath and Human Services (HHS) published a final rule which details the bases and procedures for imposing civil money penalties on covered entities that violate any of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Administrative Simplification Rules. The Centers for Medicare and Medicaid Services (CMS) has authority to investigate complaints of non-compliance related to all of the HIPAA regulations except the Security Rule or the Privacy Rule. The regulations for which CMS has enforcement authority include, the Transactions and Code Sets (TCS), the National Employer Identifier Number (EIN), and the National Provider Identifier (NPI). These ESRI shape files are of National Park Service tract and boundary data that was created by the Land Resources Division. We propose a novel approach to the detection of chromosomal inversions. Transmissible chromosome aberrations (translocations and inversions) have profound genetic effects, such as disrupting regulatory sequences that control gene expression, or creating genetic chimeras. These chromosome aberrations play a causative role in cancer, and they are induced by radiation. As such, chromosome aberrations are relevant to three NASA needs, biodosimetry, analysis of astronaut lymphocytes for cumulative radiation damage, and space radiation risk modeling. Of all structural chromosomal anomalies, inversions ? a reversal of orientation of material within a chromosome ? are the most difficult to detect. This is especially true of small inversions, most of which are invisible to all current cytogenetic techniques. Yet small inversions are likely the most transmissible (nonlethal) form of chromosomal damage, so they persist, a feature which lends credence to their use in retrospective biodosimetry. This Phase 1 project is intended to provide a proof-of-principle demonstration of a new method of molecular cytogenetics that will permit highly sensitive inversion detection. The project will help us to perfect our bioinformatics strategy for probe design, optimize probe labeling reactions, refine hybridization conditions, and establish a procedure for cost analysis. In Phase 2, we will scale-up probe production to make whole chromosome analysis possible. This next step, although conceptually simple, relies entirely on the processes devised and tested in Phase 1. Moreover efficient, cost-effective probe-making will be essential to commercialization (Phase 3). The technology readiness level at the end of the Phase 1 contract is expected to be 4-5, i.e. validated in laboratory and relevant environments.

Pre- and post-hurricane Katrina LiDAR datasets of Hancock, Harrison, and Jackson Counties, MS, were merged into a seamless coverage by URS. The pre-Katrina LiDAR data was collected by EarthData International at a 5-meter posting density during the period of February 25 to March 30, 2005. Woolpert and USACE collected the post-Katina LiDAR data. Woolpert acquired 1-meter posting density data of Coastal Mississippi between the dates of September 19 and October 9, 2005. USACE collected 1-meter posting density LiDAR of the Mississippi barrier islands over the same time period. Each dataset was clipped at the approximate location of the debris line. Data south of the debris line was removed from the Mississippi LiDAR dataset. Data north of the debris line was removed from the post-Katrina LiDAR dataset. The post-Katrina LIDAR dataset was then imported into the seamless Mississippi LiDAR dataset creating a merged seamless coverage.

NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions. These integrated bathymetric-topographic DEMs are used to support tsunami forecasting and modeling efforts at the NOAA Center for Tsunami Research, Pacific Marine Environmental Laboratory (PMEL). The DEMs are part of the tsunami forecast system SIFT (Short-term Inundation Forecasting for Tsunamis) currently being developed by PMEL for the NOAA Tsunami Warning Centers, and are used in the MOST (Method of Splitting Tsunami) model developed by PMEL to simulate tsunami generation, propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to the vertical tidal datum of Mean High Water (MHW) and horizontal datum of World Geodetic System 1984 (WGS84). Grid spacings for the DEM ranges from 1/3 arc-second (~10 meters) to 3 arc-seconds (~90 meters).
