NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions. These integrated bathymetric-topographic DEMs are used to support tsunami forecasting and warning efforts at the NOAA Center for Tsunami Research, Pacific Marine Environmental Laboratory (PMEL). The DEMs are part of the tsunami forecast system SIFT (Short-term Inundation Forecasting for Tsunamis) currently being developed by PMEL for the NOAA Tsunami Warning Centers, and are used in the MOST (Method of Splitting Tsunami) model developed by PMEL to simulate tsunami generation, propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to the vertical tidal datum of North American Vertical Datum of 1988 (NAVD 88) and horizontal datum of World Geodetic System 1984 (WGS84). Grid spacings for the DEMs range from 1/3 arc-second (~10 meters) to 3 arc-seconds (~90 meters).

Bathymetry for the Santee River was derived from two surveys containing11,079 soundings. No surveys were omitted. The average separationbetween soundings was 40 meters. Both surveys dated from 1934. The totalrange of sounding data was 0.3 meters to -10.4 meters at mean low water.Mean high water values between 1.2 and 1.4 meters were assigned to theshoreline. One point was found that was not consistent with the surroundingdata, and was removed prior to tinning. DEM grid values outside theshoreline (on land) were assigned null values (-32676).The Santee River has four 7.5 minute DEMs and a single one degreeDEM. The 1 degree DEMs were generated from the higher resolution 7.5minute DEMs which covered the estuary. A Digital Elevation Model(DEM) contains a series of elevations ordered from south to northwith the order of the columns from west to east. The DEM isformatted as one ASCII header record (A- record), followed by aseries of profile records (B- records) each of which include a shortB-record header followed by a series of ASCII integer elevations(typically in units of 1 centimeter) per each profile. The lastphysical record of the DEM is an accuracy record (C-record).The 7.5-minute DEM (30- by 30-m data spacing) is cast on theUniversal Transverse Mercator (UTM) projection. It provides coveragein 7.5- by 7.5-minute blocks. Each product provides the samecoverage as a standard USGS 7.5-minute quadrangle but the DEMcontains over edge data. Coverage is available for many estuaries ofthe contiguous United States but is not complete.

In the summer of 1976 a wildfire burned 260 squarekm on the Seney National Wildlife Refuge in Michigans Upper Peninsula. The U.S. Fish and Wildlife Service evaluated the fires impact on wildlife and wildlife habitat by sampling in burned and adjacent unburned areas from 1977 through 1979. The fire burned in irregular patterns with varying degrees of intensity. In some burned areas dead trees or downed logs were the only vegetative remains, whereas other areas were difficult to recognize as burned areas after leaves covered the ground. Where the fire was severe, structural changes occurred in the habitat creating areas for species such as sharptailed grouse Pedioecetes phasianellas, black backed threetoed woodpeckers Picoides arcticus, and black bear Ursus americanus. The patchy nature of the fire caused the diversity of wildlife to increase on the Refuge. American woodcock Philohela minor and snipe Capella gallinago, already common on the Refuge, became more abundant as edge habitat increased. Whitetailed deer Odocoileus virginianus populations showed little change because of the lack of winter habitat. Studies in the third year after the fire indicated that young amphibians and reptiles were more common on the burned plots than on the unburned study sites. Fish populations were similar in ponds and streams near burned and unburned regions. Significant differences were not found in the chemical composition of water and soils at burned or unburned sites. The overall impact of the fire was to create a more diverse habitat by setting back succession in some areas. The results of the research provide some insights into the effect of fire on an ecosystem with a relatively short growing season. Implications are discussed for the use of fire as a management tool in these habitat types.

The High Altitude monolithic microwave integrated Circuit (MMIC) Sounding Radiometer (HAMSR) is a microwave atmospheric sounder developed by JPL under the NASA Instrument Incubator Program. Operating with 25 spectral channels in 3 bands (50-60Ghz, 118 Ghz 183 HGz region), it provides measurements that can be used to infer the 3-D distribution of temperature, water vapor, and cloud liquid water in the atmosphere, even in the presence of clouds. The new UAV-HAMSR with 183GHz LNA receiver reduces noise to less than a 0.1K level improving observations of small-scale water vapor. HAMSR is mounted in payload zone 3 near the nose of the Global Hawk.

This dataset is derived from NOAA's study, the Benthic Habitats of Puerto Rico and the U.S. Virgin Islands. The Benthic Habitats data is the result of a cooperative effort between NOAA's National Centers for Coastal Ocean Science (NCCOS), U.S. Geological Survey, National Park Service, and the National Geophysical Data Center, to produce benthic habitat maps and georeferenced imagery for Puerto Rico. This project was conducted in support of the U.S. Coral Reef Task Force.

FX is a COTS initiative providing CBP with enhanced FOIA requests and responses in a single system. FX will track and manage CBP FOIA requests, process requests in a timely and efficient manner, allow for daily case management and oversight, provide reports, and provide an electronic data repository for file keeping. The project is sponsored by the Office of International Trade, FOIA Division. FX is an IIS based application, allowing users to take full advantage of an internal network that creates, edits and processes FOIA requests. The system utilizes Active Directory, and SQL databases to facilitate and store case workflows, content, metadata, etc. This web-accessible system will replace a largely manual process that consists of e-mail, multiple storage locations, and manual FOIA request tracking and workflow facilitation. The system utilizes out-of-the-box configuration of the FX application to design and manage documents, document workflows, and associated permissions. It provides users with the ability to revise existing or create new workflow elements and provides fully configurable search and reporting capabilities.

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual- chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). This file is georeferenced to the earth's surface using the New Mexico Central State Plane (FIPS 3002), feet, North American Datum 1983(NAD83), projection and coordinate system. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000. The Vertical Datum of this data set is North American Vertical Datum 1988 (NAVD88). The specifications for the vertical control of DFIRM data files are consistent with those required for mapping at a vertical accuracy of 2.4 feet or better.

Citizens, and State and Federal regulatory agencies, are concerned about chemical contamination of coastal ecosystems. In response to citizen interest in Perdido Bay, the U.S. Environmental Protection Agency EPA provided funding to the Fish and Wildlife Service Service to produce a status report about existing chemical conditions. In addition to a review of existing reports and data, the Service conducted field work that included water, sediment and biotic chemical analyses, a tenday toxicity test, a fish health assessment, and an evaluation of dioxin compounds. A review of the most important chemical data bases for the Perdido Bay ecosystem reveals that Perdido Bay is generally free of toxic compounds. However, sediments in some discrete areas are contaminated. Contamination has been identified in Elevenmile Creek, Saufley Field Ditch, and Bayou Marcus. Detectable chemical contaminants have also been identified at one marina and in some locations within Perdido Bay. Contaminants of concern at some sediment sites include: mercury, silver and dioxin compounds. Results of the field toxicity tests suggest that the water and sediments tested are not acutely toxic, but based on reduced feeding activity of the test organisms, there appears to be reduced water quality at some locations. Samples of some species of fishes in the Perdido River contain undesirable concentrations of mercury. In the past, fish from Elevenmile Creek have contained quantities of dioxin. Fish collected from Elevenmile Creek, and analyzed within the last three years, contained minimal or nondetectable concentrations of dioxin compounds. These analytical data have resulted in the removal of the consumption advisory for fish taken from the Creek. Significant concentrations of dioxin have been found in two turtles collected from the Creek. Recommendations for future research and for estuarine management include additional mercury and dioxin field work; evaluation of any environmental impacts related to agricultural chemicals; assessment of the need for, and practicality of, cleanup of silvercontaminated sediments at the mouth of Saufley Field ditch; and the continuation and acceleration of environmental management programs involving stormwater control, agricultural best management practices and stateoftheart industrial and municipal effluent treatment.

Orion Propulsion, Inc. proposes to develop an Oxygen and Methane RCS Thruster to advance the technology of alternate fuels. A successful Oxygen/CH4 RCS Thruster will also be new reaction control engine that integrates readily with integrates readily with primary propulsion by using the same propellants. Orion has a developed a preliminary design of an Oxygen / Methane (O/M) RCS Thruster, and our purpose is to contribute to NASA Space Exploration goals by increasing the technology readiness of oxygen/methane rocket systems. Orion has demonstrated the current development status of our thruster with some 40 firings at sea level. The objective of the Phase 1 R&D would be to improve credibility of its design by testing another prototype test article, which is equipped with a flight type nozzle and propellant valves. These tests would be performed in a environmental chamber at reduced pressure to simulate space vacuum conditions. Although, the O/M Thruster test article would be constructed of stainless steel, its interior would be coated with a refractory metal alloy. This treatment enables the test article to sustain higher temperatures and enables longer tests. The expected result of a Phase 2 effort would be a flight-ready prototype thruster for delivery to NASA.

The District Survey of Alternative Schools and Programs, 2007-08 (FRSS 96) is a study that is part of the Fast Response Survey System (FRSS) program; program data is available since 1998-99 at . FRSS 96 (http://nces.ed.gov/surveys/frss/) is a sample survey that provides national estimates on the availability of alternative schools and programs for students at risk of educational failure in public school districts during the 2007-08 school year. The study was conducted using mailed paper questionnaires. Superintendents were sampled. The study's response rate was 96 percent. Key statistics produced from FRSS 96 were that students who attend alternative schools and programs are typically at risk of educational failure (as indicated by poor grades, truancy, disruptive behavior, pregnancy, or similar factors associated with temporary or permanent withdrawal from school).
