This project is a cooperative effort between the National Ocean Service, National Centers for Coastal Ocean Science, Center for Coastal Monitoring and Assessment, BAE Systems Spectral Solutions LLC, and Analytical Laboratories of Hawaii, LLC. IKONOS and Quickbird imagery was purchased to support the Pacific Islands Geographic Information System (GIS) project and the National Ocean Service's (NOS) coral mapping activities. One-meter panchromatic and four-meter multi-spectral data were purchased for each study area. The enhanced spectral resolution of multispectral imagery and control of bandwidths of multispectral data yield an advantage over color aerial photography particularly when coral health and time series analysis of coral reef community structure are of interest. The IKONOS and Quickbird imagery was processed to minimize atmospheric and water column effects. Photointerpreters can accurately and reliably delineate boundaries of features in the imagery as they appear on the computer monitor using a software interface such as the Habitat Digitizer.

The Integrated Science Data Management (ISDM) office processes oceanographic profiles reported for the world oceans in near real-time from the Global Telecommunications System (GTS) for the Global Temperature and Salinity Profile Program (GTSPP). These data also support the activities of the Ship-of-Opportunity Programme Implementation Panel (SOOPIP) and the WOCE Upper Ocean Thermal Program (WOCE UOT).

Bathymetric data derived from a multispectral World View-2 satellite image mosaiced to provide near complete coverage of nearshore terrain around the islands. Bathymetry values shallower than ~20 m were derived by gauging the relative attenuation of coastal, blue, green and yellow spectral radiance as a function of depth. A multiple linear regression analysis of coastal, blue, green and yellow band spectral values against depth determined the variables of y-intercept, coastal,blue, green and yellow slope values. Variables then used in multivariate slope intercept formula to derive depth. Variables were adjusted to improve the statistical accuracy and spatial coverage of the final derived bathymetry product. Digital image processing to derive depths conducted with the ENVI 4.8 software program while data editing and integration was performed using ArcGIS 10. This data set is for the shelf environment of Agrihan Island, Mariana.

This data set updates and expands the NOAA Global Historical Climate Network (GHCN) of quality controlled meteorological records, focusing on the Northern Tien Shan and Pamir Mountain Ranges of Central Asia. It is compiled primarily from meteorological measurements conducted by the National Hydrometeorological Services (NHMS) of the Central Asian countries. Precipitation data are monthly sums bias corrected for gauge type and for wetting, but not for wind. The correction factors, K1 for gauge type, K2 for wind, and K3 for wetting, are included as separate files. Temperature data are monthly means, for example, the mean of daily temperatures for that month, where daily temperature is defined as the average of all observations for each calendar day. For many stations, average maximum and average minimum temperature are supplied as well. These are derived from daily maximum and minimum temperatures. The station metadata for this data set are station histories, population, vegetation, and topography. Data were subjected to rigorous quality control and homogenieity assessment procedures, consistent with those used for the GHCN.There are records from 298 stations. The period of record covered by each station is variable, and in the period from 1985 to 1995, there was a sharp reduction in the number of operating stations. The earliest record is from 1879. Records are updated through 2003 where data are available. Most stations have almost 100 years of observations. Records are from stations in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.The data are stored as tab-delimited ASCII text format, Microsoft Excel, and PDF, and are availabe via FTP.

Conductivity Temperature and Depth (CTD) measurements were collected aboard the R/V Seward Johnson, Cruise 1, Leg 2, to determine physical oceanographic parameters of the water column, and in some cases used to help guide sample collection as part of the Deepwater Horizon oil spill sampling effort. Temperature, conductivity/salinity, depth, dissolved oxygen, and fluorometry data were collected onboard the Seward Johnson, Cruise 1, Leg 2. The final product is a series of NetCDF files containing every CTD cast that has been processed and quality checked.

GAO was asked to 1 describe changing factors that the refuge system experienced from fiscal years 2002 through 2007, including funding and staffing changes, and 2 examine how habitat management and visitor services changed during this period. GAO surveyed all refuges; visited 19 refuges in 4 regions; and interviewed refuge, regional, and national officials. For fiscal years 2002 through 2007, funding and staffing levels for the refuge system fluctuated, several new refuge system policy initiatives were introduced, and the influence of external factors such as extreme weather and human development that affect refuge operations increased: funding, staffing, policy initiatives, external factors, habitat management, and visitor services.

Hydrographic and Impairment Statistics (HIS) is a National Park Service (NPS) Water Resources Division (WRD) project established to track certain goals created in response to the Government Performance and Results Act of 1993 (GPRA). One water resources management goal established by the Department of the Interior under GRPA requires NPS to track the percent of its managed surface waters that are meeting Clean Water Act (CWA) water quality standards. This goal requires an accurate inventory that spatially quantifies the surface water hydrography that each bureau manages and a procedure to determine and track which waterbodies are or are not meeting water quality standards as outlined by Section 303(d) of the CWA. This project helps meet this DOI GRPA goal by inventorying and monitoring in a geographic information system for the NPS: (1) CWA 303(d) quality impaired waters and causes; (2) hydrographic statistics based on the United States Geological Survey (USGS) National Hydrography Dataset (NHD); and (3) special designations recognizing waters of exceptional quality as defined in State water quality standards. Hydrographic and 303(d) impairment statistics were evaluated based on a combination of 1:24,000 (NHD) and finer scale data (frequently provided by state GIS layers). Information on State-designated uses and waters of exceptional quality are only available for a limited number of parks at this time.
