<p>The goal for this project included developing the capability to store liquid air for long periods of time without commodity boiloff and oxygen enrichment using cryocoolers and condense the vapor in the dewar as it heat leaks in over time. Seeing the commercial potential of this project, two companies donated a modified 300 L dewar and a cryocooler. Phase I testing demonstrated that the concept works. Phase II was a long-term test during which the mixture ratio was maintained within the sampling error for over 120 days, demonstrating the viability of long-term storage. The goal in Phase III was to determe if the dewar fill level affects the cryocooler energy requirements.</p><p>Testing successfully demonstrated the ability to store liquid air over long periods (6+ months) without boiloff or oxygen enrichment. The laboratory test prototype is currently in use at an operational facility and is doing very well.  Full operational implementation of this technology at KSC is currently being considered. Implementation is expected to lead to significant operational cost savings over current operational methods.</p>

Phoenix Integration's vision is to create an intuitive human-in-the-loop engineering design environment called Guided Search that leverages recent advances in multi-dimensional visualization techniques, state-of-the-art optimization algorithms, and parallel processing technology. The guided search environment will utilize advanced multidimensional graphical displays to suggest promising designs to the engineer, while the engineer will have the ability to accept/reject these designs, suggest different/modified designs, or to reformulate the design problem on-the fly. The guided search environment will be fundamentally different from conventional "black box" approaches to optimization in that the engineer will be an integral part of the optimization process, with the ability to inject his/her knowledge and intuition into the process at any time, thus improving the efficiency of the design process and increasing confidence in the final results. The Guided Search environment will be capable of exercising full-phase, full-breadth mission and system models in a variety of design environments, trade studies, system and investment analysis efforts, and program and technology planning activities. As such, it will be a critical link in achieving NASA's model-based systems engineering goals.

The 2014 cartographic boundary shapefiles are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. Congressional Districts are the 435 areas from which people are elected to the U.S. House of Representatives. After the apportionment of congressional seats among the States based on census population counts, each State is responsible for establishing congressional districts for the purpose of electing representatives. Each congressional district is to be as equal in population to all other congressional districts in a State as practicable. The 114th Congress is seated from January 2015 to 2017. The cartographic boundary files for the District of Columbia, Puerto Rico, and the Island Areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands) each contain a single record for the non-voting delegate district in these areas. The boundaries of all other congressional districts are provided to the Census Bureau through the Redistricting Data Program (RDP).

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual- chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA).The file is georeferenced to earth's surface using the State Plane projection and coordinate system. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000.

This 1-kilometer resolution raster (grid) dataset is an index of mean annual natural ground-water recharge. The dataset was created by multiplying a grid of base-flow index (BFI) values by a grid of mean annual runoff values derived from a 1951-80 mean annual runoff contour map. Mean annual runoff is long-term average streamflow expressed on a per-unit-area basis. The concept used to construct the dataset is based on two assumptions: (1) long-term average natural ground-water recharge is equal to long-term average natural ground-water discharge to streams, and (2) the base-flow index reasonably represents, over the long term, the percentage of natural ground-water discharge in streamflow.

Geographic Information System (GIS) coverage of Palm Beach County seagrasses, mangrove habitat, oyster reef, and spartina. The mapped area is the Lake Worth Lagoon system and the ICW throughout Palm Beach County. Purpose: A major objective of the Lake Worth Lagoon Management Plan is to restore, preserve and create seagrass beds, oyster bars and other submerged benthic habitat. Aerial surveys will enable Palm Beach County Department of Environmental Resources Management to determine the aerial extent of seagrass beds, mangrove habitat, oyster reefs, and spartina within the Lake Worth Lagoon and Intracoastal Waterway, while the fixed transect survey will reveal whether selected seagrass beds are stable, expanding or receding.

The MATMNXFLX or tavgM_2d_flx_Nx data product is the MERRA Data Assimilation System 2-Dimensional surface turbulence flux diagnostic that is time averaged single-level at the native resolution. It is a history file that is produced from the GCM during the corrector segment of the IAU cycle. All collections from this group are at reduced horizontal resolution. MERRA, or the Modern Era Retrospective-analysis for Research and Application, is a NASA reanalysis for the satellite era (30 years 1979-current) using the Goddard Earth Observing System Data Assimilation System Version 5 (GEOS-5 DAS). This data product contains 2-dimensional fields that do not vary during the reanalysis. The data are on the GEOS-5 native 540 x 361 grid with 2/3° longitude x 1/2° latitude resolution. Data are archived in the HDF-EOS (Grid) format, based on HDF4.

This proposal is in response to NASA SBIR Topic A2.08 in the area of "Variable Fidelity, Physics-Based Design/Analysis Tools". The development of a coupled viscous/inviscid analysis tool for powered-lift airfoils and wings is presented. In this context, powered-lift airfoils are taken to be airfoils under the influence of a high-energy jet, and include jet-flaps, augmenter-flaps, upper surface blowing, and circulation control airfoils. This methodology consists of coupling a viscous jet analysis, using a finite-difference approach, with a potential flow panel calculation. The method uses an iterative procedure to capture the effects of viscous mixing and determine the correct jet shape. The goal in developing 2-D powered-lift predictions is to couple this analysis with a pre-existing modified Weissinger method to accurately predict 3-D wing performance based on sectional data. In this manner, high-lift wing characteristics can be determined at a fraction of the computational cost of CFD. An MDAO framework for aircraft-level optimization will be developed with the goal of integrating the powered-lift analysis such that ESTOL concepts and technologies can be incorporated at the conceptual and preliminary design stages.

This part of SIM 3254 presents data for folds for the geologic and geomorphic map (see sheet 10, SIM 3254) of the Offshore of Ventura map area, California. The vector data file is included in "Folds_OffshoreVentura.zip," which is accessible from http://pubs.usgs.gov/ds/781/OffshoreVentura/data_catalog_OffshoreVentura.html. The Offshore of Ventura map area is in the Ventura Basin, in the southern part of the Western Transverse Ranges geologic province, which is north of the California Continental Borderland (Fisher and others, 2009). This province has undergone significant north-south compression since the Miocene, and recent GPS data suggest north-south shortening of about 6 to 10 mm/yr (Larson and Webb, 1992; Donnellan and others, 1993). The active, north-verging Oak Ridge Fault and the south-verging Pitas Point-Ventura Fault are two of the structures on which this shortening occurs (for example, Sorlien and others, 2000; Fisher and others, 2005, 2009). High-resolution seismic-reflection profiles (sheet 8, SIM 3254) reveal that neither fault ruptures the surface; instead, the surface expression of each fault is a narrow, asymmetric fold that involves the uppermost Pleistocene and Holocene (less than 21 ka) sedimentary section. Both structures are inferred to be parts of long fault systems that extend for more than 100 km, representing important potential earthquake hazards (for example, Fisher and others, 2009). Shortening is also occurring on the Montalvo Fault and Anticline system along the southeast edge of the map area (part of the broader Oak Ridge Fault Zone; Yeats, 1998) and on the Rincon-Ventura Avenue Anticline (for example, Rockwell and others, 1988), which crosses the northwest edge of the map area. The Effects of Medicaid Policy Changes on Adults Service Use Patterns in Kentucky and Idaho According to findings reported in The Effects of Medicaid Policy Changes on Adults Service Use Patterns in Kentucky and Idaho, published in Volume 2, Issue 4, of the Medicare and Medicaid Research Review, Idaho and Kentucky became two of the first states to implement benefit and cost sharing changes to their Medicaid programs under authority granted by the 2005 Deficit Reduction Act. While relatively few adults in Idaho received a wellness exam after such coverage was added, the adoption of managed care for dental services was associated with increased receipt of dental care, including preventive care. New limits on brand name prescriptions in Kentucky were associated with a reduction in the proportion of enrollees with two or more monthly name brand prescriptions, but small copayments introduced did not appear to have a dramatic impact. Thus, changes in financial incentives on both the supply side (such as reimbursement increases) and the demand side (i.e., benefit changes) alone may not be enough to generate the desired levels of preventive care, especially among those with chronic health conditions.

NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions. These integrated bathymetric-topographic DEMs are used to support tsunami forecasting and modeling efforts at the NOAA Center for Tsunami Research, Pacific Marine Environmental Laboratory (PMEL). The DEMs are part of the tsunami forecast system SIFT (Short-term Inundation Forecasting for Tsunamis) currently being developed by PMEL for the NOAA Tsunami Warning Centers, and are used in the MOST (Method of Splitting Tsunami) model developed by PMEL to simulate tsunami generation, propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to the vertical tidal datum of Mean High Water (MHW) and horizontal datum of World Geodetic System 1984 (WGS84). Grid spacings for the DEMs range from 1/3 arc-second (~10 meters) to 3 arc-seconds (~90 meters).

The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. The Topological Faces / Area Hydrography Relationship File (FACESAH.dbf) contains a record for each face / area hydrography feature relationship. Face refers to the areal (polygon) topological primitives that make up MTDB. A face is bounded by one or more edges; its boundary includes only the edges that separate it from other faces, not any interior edges contained within the area of the face. The face to which a record in the Topological Faces / Area Hydrography Relationship File (FACESAH.dbf) applies can be determined by linking to the Topological Faces Shapefile (FACES.shp) using the permanent topological face identifier (TFID) attribute. The area hydrography feature to which a record in the Topological Faces / Area Hydrography Relationship File (FACESAH.dbf) applies can be determined by linking to the Area Hydrography Shapefile (AREAWATER.shp) using the area hydrography identifier (HYDROID) attribute. A face may be part of multiple area water features. An area water feature may consist of multiple faces.

The Substance Abuse and Mental Health Services Administration (SAMHSA) provides on-line resource for locating drug and alcohol abuse treatment programs. The Substance Abuse Treatment Facility Locator lists: Private and public facilities that are licensed, certified, or otherwise approved for inclusion by their State substance abuse agency Treatment facilities administered by the Department of Veterans Affairs, the Indian Health Service and the Department of Defense. SAMHSA endeavors to keep the Locator current. All information in the Locator is completely updated each year, based on facility responses to SAMHSA's National Survey of Substance Abuse Treatment Services. The most recent complete update occurred on April 16, 2012 based on data collected as of March 31, 2011 in the National Survey of Substance Abuse Treatment Services. New facilities are added monthly. Updates to facility names, addresses, telephone numbers and services are made weekly, if facilities inform SAMHSA of changes.

_Abstract:_ Monthly and annual average solar resource potential for Alaska. _Purpose:_ Provide information on the solar resource potential for Alaska. The insolation values represent the average solar energy available to a flat plate collector, such as a photovoltaic panel, oriented due south at an angle from horizontal equal to the latitude of the collector location. _Supplemental Information:_ This data provides monthly average and annual average daily total solar resource averaged over surface cells of approximatley 40 km by 40 km in size. This data was developed from the Climatological Solar Radiation (CSR) Model. The CSR model was developed by the National Renewable Energy Laboratory for the U.S. Department of Energy. Specific information about this model can be found in Maxwell, George and Wilcox (1998) and George and Maxwell (1999). This model uses information on cloud cover, atmostpheric water vapor and trace gases, and the amount of aerosols in the atmosphere to calculate the monthly average daily total insolation (sun and sky) falling on a horizontal surface. The cloud cover data used as input to the CSR model are an 7-year histogram (1985-1991) of monthly average cloud fraction provided for grid cells of approximately 40km x 40km in size. Thus, the spatial resolution of the CSR model output is defined by this database. The data are obtained from the National Climatic Data Center in Ashville, North Carolina, and were developed from the U.S. Air Force Real Time Nephanalysis (RTNEPH) program. Atmospheric water vapor, trace gases, and aerosols are derived from a variety of sources. The procedures for converting the collector at latitude tilt are described in Marion and Wilcox (1994). Where possible, existing ground measurement stations are used to validate the data. Nevertheless, there is uncertainty associated with the meterological input to the model, since some of the input parameters are not avalible at a 40km resolution. As a result, it is believed that the modeled values are accurate to approximately 10% of a true measured value within the grid cell. Due to terrain effects and other micoclimate influences, the local cloud cover can vary significantly even within a single grid cell. Furthermore, the uncertainty of the modeled estimates increase with distance from reliable measurement sources and with the complexity of the terrain. Units are in watt hours. A total of 294 commercial fishers, randomly selected from a population possessing an active Florida Saltwater Products license, provided information on their fishing activities within and outside the Florida Keys National Marine Sanctuary, including their use around the no-take zones within the Sanctuary. The fishers also provided socio-demographic, economic, and perceptions data, which served to compare their performance in and views concerning the Sanctuary and its regulations.

Description

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the State Plane projection and coordinate system. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000.
