This SBIR seeks to improve the definition of design loads for rocket engine components such that higher performing, lighter weight engines can be developed more quickly. The long-term goal of this SBIR program is to substantially improve the overall load determination by demonstrating and validating new methods. The overall plan includes advances in computational fluid mechanics to provide more accurate tools for estimating the nozzle side loads and fluctuating pressure loads as well as the interaction between system models and components models and the combination of dynamic loads for prediction of component margins and life. The Phase I detailed development includes a tightly-integrated coupling of computational fluid dynamics and structural dynamics codes to better predict the nozzle side loads due to flow separation. In addition, improvements will be identified to both the loads process and the combination of dynamic loads in the time domain to support finite fatigue life predictions. These improvements to the loads definition will provide an improvement to the engine development process by providing better loads estimations which can be used to reduce conservatism and to significantly improve performance with reduced weight, cost, and development time. Phase II will include efforts to validate the fluid-structure interaction tool with experimental data and further develop and validate the new loads process methodologies.

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual- chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the Universal Transverse Mercator Coordinate System (ZONE 17N) and Lambert Conformal conic projection.F The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000.

On August 17, 1996, the Japanese Space Agency (NASDA - National Space Development Agency) launched the Advanced Earth Observing Satellite (ADEOS). ADEOS was in a descending, Sun synchronous orbit with a nominal equatorial crossing time of 10:30 a.m. Amoung the instruments carried aboard the ADEOS spacecraft was the Ocean Color and Temperature Scanner (OCTS). OCTS is an optical radiometer with 12 bands covering the visible, near infrared and thermal infrared regions. (Eight of the bands are in the VIS/NIR. These are the only bands calibrated and processed by the OBPG) OCTS has a swath width of approximately 1400 km, and a nominal nadir resolution of 700 m. The instrument operated at three tilt states (20 degrees aft, nadir and 20 degrees fore), similar to SeaWiFS.

Activities funded through the IRR initiative include areas treated to sustain or restore watershed function; forestlands treated using timber sales; forestland vegetation improved, forest land vegetation established, rangeland vegetation improved by treatment for noxious weeds or invasive plants; and hazardous fuels treated outside the wildland/urban interface to reduce the risk of catastrophic wildland fire. It is important to note that this map service does not contain all activities funded through NFRR because the spatial portion of the activity description is not required and is self-reported by Forest Service units.

Data on the breeding biology of tufted puffins, blacklegged kittiwakes, glaucouswinged gulls, and common murres nesting at Porpoise Rocks were collected during the summers of 1976, 1977 and 1978. We propose to develop a compact portable longwave camera for astronomical applications. In Phase 1, we successfully developed the eye of the camera, i.e. the focal plane array (FPA) and produced good imagery with it. In Phase 2, we will optimize the FPA for quantum efficiency and pixel operability, integrate it into a dewar cooler assembly, and package the resulting sensor engine with electronics and optics into a camera system. We will deliver the camera to NASA for field testing. We expect the camera to be particularly useful in the search for cold objects in the universe and in the measurement of atmospheric gases with absorption lines in the spectral response band of the camera.

Recent R&D associated with designing high speed rotorcraft has been greatly hampered by a lack of test data and confidence in predictions for rotors operating above advance ratio 1.0. This proposal outlines a plan for addressing this situation through a series of rotor tests and analytical enhancements. The three-pillared approach begins with a model rotor test in Phase I that will obtain essential data on autorotation characteristics of rotors operating at high advance ratio. The second pillar will involve analytical enhancements for comprehensive rotorcraft analyses featuring an improved yawed flow correction and an improved lifting surface blade model that will properly shed wake off the "leading edge" of blades operating as reverse velocity rotors. The third pillar will focus on improving grid generation methods for CFD solutions to appropriately model reverse and spanwise flow regions. Phase II will see additional rotor tests and model improvements followed by incorporation of new technology into a software module suitable for immediate implementation in rotorcraft analysis and flight simulation software. The new software module will provide a hierarchy of methods capable of modeling high speed rotorcraft blade aerodynamics for a broad spectrum of fidelity/speed requirements ranging from real-time flight simulation to high resolution CFD.

Post-cruise download of raw data from shipboard computer(s) as furnished by the Woods Hole Oceanographic Institution Shipboard Scientific Support Group and archived by the Marine Biological Laboratory Woods Hole Oceanographic Institution Library for the R/V Knorr - Cruise 195 Leg 02. These data are part of a collection of ocean observation data from Woods Hole Oceanographic Institution ships OCEANUS (call sign WXAQ; built 1975.00; IMO 7603617), KNORR (call sign KCEJ; built 1970.00; IMO 7738618), and the ATLANTIS (call sign KAQP; built 1997.03; IMO 9105798). The data sets are the downloads of the shipboard computers after an individual cruise. As such, they contain basic raw and processed physical and meteorological data from the cruise. A data set may include XBT, CTD, and XCTD profiles, underway thermosalinograph and atmospheric measurements, gravity and magnetic field measurements, current measurements from ADCP, and still photographs from the Alvin submersible (Atlantis cruises only). Other data types (ROV, nutrients measured from bottle samples, etc.) and photographs documenting the cruise may be included.
