Description
This volume provides a historical record of developments occurring during calendar year 2011, when the State Department's Office of the Legal Adviser marked its 80th birthday since its creation as a statutory entity.1 For the first time, the State Department is publishing the official version of the Digest exclusively on-line. By publishing the Digest on-line, we seek to make U.S. views on international law more quickly and readily accessible to our counterparts in other governments and international organizations, scholars, students, and other users, both within the United States and around the world. The Arab Awakening presented a variety of challenges for the practice of international law in 2011. In addressing events in Tunisia, Egypt, Libya, Bahrain, and elsewhere, the United States government carefully applied what Secretary of State Hillary Rodham Clinton has called "smart power," utilizing a wide array of foreign policy tools to fit the needs of the particular circumstance. In Libya, the U.S. took a multilateral approach, acting quickly at the UN Security Council to pass historic resolutions that established an arms embargo and sanctions regime and made the first ever unanimous referral to the International Criminal Court. Based on Security Council Resolution 1973's authorization for "all necessary measures" to enforce a no-fly zone, and consistent with the War Powers Resolution, the United States was part of a limited, NATO-led military mission in Libya. Various additional legal issues arose during the U.S. response to the situation in Libya, including those related to securing a protecting power, addressing the situation at the United Nations Human Rights Council, recognizing the new Libyan government, and arranging for funds to be made available to the new government using assets of the former regime that had been frozen pursuant to Security Council resolutions.

The importance of consultation with Indian tribes was affirmed through Presidential Memoranda in 1994, 2004, and 2009, and Executive Order 13175 in 2000. The purpose of the ACF Tribal Consultation Policy is to build meaningful relationships with federally recognized tribes by engaging in open, continuous, and meaningful consultation.

The Public Libraries Survey, Fiscal Year 2003 (PLS FY2003) is a study that is part of the Library Statistics program. PLS FY2003 (http://www.imls.gov/research/public_libraries_in_the_united_states_survey.aspx) is a cross-sectional study that includes information on population of legal service area, service outlets, public service hours, library materials, total circulation, circulation of children�s materials, reference transactions, library visits, children�s program attendance, interlibrary loans, electronic services and information, full-time-equivalent staff, operating revenue and expenditures, and capital expenditures. The study was conducted using paper surveys, web-based surveys, and email. The key respondents in this study were state library agencies. The study's response rate was 97.2 percent. The key statistics produced from PLS FY2003 were about service measures such as access to the Internet, number of users of electronic resources, number of internet terminals used by the general public, reference transactions, public service hours, interlibrary loans, circulation, library visits, children�s program attendance, and circulation of children�s materials. It also includes information about size of collection, staffing, operating revenue and expenditures, type of geographic service area, type of legal basis, type of administrative structure, number and type of public library service outlets, and square footage of outlets.

Description
Quantum dots are nanoscale materials that have already improved the performance of optical sensors, lasers, and light emitting diodes. The unique properties of these nanomaterials offer tremendous benefit in developing high-efficiency photovoltaic solar cells as well. Theoretical studies predict a potential efficiency of 63.2 %, for an array of quantum dots sandwiched between the p and n-type layers in a typical photovoltaic junction. This would yield an increase in efficiency of a factor of 2 over any state-of-the-art (SOA) devices available today. We are proposing to utilize quantum dots to develop a super high-efficiency multijunction III-V solar cell for space. In metamorphic triple junction space solar cells, pioneered by Essential Research, Inc., the InGaAs junction or bottom cell of the three-cell stack is the current limiting entity. We propose an InGaAs cell which incorporates InAs quantum dots to provide sub-gap absorption and thus improve the short-circuit current. This cell could then be integrated into a conventional three-cell stack to achieve a space solar cell whose efficiency would dramatically exceed current SOA standards. A theoretical estimate predicts that a InGaAlP(1.95 eV)/InGaAsP(1.35 eV)/InGaAs(1.2 eV) triple junction cell incorporating quantum dots to improve the bottom cell current would have an efficiency exceeding 40%.

Description
The substrate enhancement pilot project (SEPP) extent GIS layer represents an area where an artificial substrate will be placed. The artificial substrate, consisting of a mixed size class of gravel, is aimed at providing a more suitable substrate for sturgeon eggs and early-life rearing habitat. The location of the SEPP extent was created by analyzing the egg-mat network, bathymetric features, surficial sediment facies, and streamflow characteristics. The egg-mat data represent points where sturgeon eggs were captured in previous years, indicating a preference of spawning location. The bathymetry and surficial sediment facies data were used to delineate areas that were relatively flat and completely within the areas of lucustrine clay outcroppings. The streamflow data, consisting of acoustic doppler current profiles throughout the reach, was used to determine areas where the streamflow velocities were high enough to maintain sediment transport of sand and fine grained sediment so that deposition of that sediment would be minimal. The SEPP extent represents an area where sturgeon have spawned previously, located on a low sloped and predominanly lucstrine clay surface, and in an area of relatively high streamflow velocities.

Generating land and ocean data products from NASA multispectral and hyperspectral imagery missions requires atmospheric correction, the removal of atmospheric transmission and scattering effects that contaminate the measurements. This program led by Spectral Sciences, Inc. (SSI) addresses the challenges of high-speed, high-accuracy atmospheric correction for NASA's current (e.g., Hyperion, ALI) and future (e.g., HyspIRI, LDCM) VSWIR spectral imaging instruments through speed, portability and science upgrades to SSI's FLAASH code. Applications include Direct Broadcast of data products generated on board the planned HyspIRI mission, which will avoid the time-consuming bottleneck of hyperspectral image telemetry. By combining FLAASH with a new radiation transport look-up table, and adding geographic information to the metadata stream, a unique, near-real-time capability would be developed and demonstrated on the NASA Elastic Cloud or Infrastructure As A Service. We will also address the issue of in-scene aerosol optical depth variation in atmospheric correction of very large-area images from HyspIRI and other sensors. In Phase II the software would be implemented on a flight processor to prototype HyspIRI Direct Broadcast. The software will be TRL 3 at the contract start; the Phase I product will be TRL 4 for space operation, TRL 5 for ground operation.

ABSTRACT: This data set contains two ASCII files (.csv format). One file contains site characteristics, stand descriptors, and above-ground biomass and ANPP data for seven old-growth temperate forest stands and one young cove forest stand in the Great Smoky Mountains of Tennessee. The old-growth stands (> 200 years old) span several watersheds on the north slope of the mountains at elevations ranging from 720 to 1,140 m. The younger stand (48-63 years old, elevation 910 m) developed after agricultural abandonment.The second file contains monthly mean climate data averaged over four years (1947-1950) from four climate stations located along an elevational gradient (445-1,920 m) in Great Smoky Mountains National Park.DBH measurements were made at the beginning the study and biomass increment was measured from a subset of trees. ANPP was estimated using regional species-specific allometric relationships for tree mass. Biomass, volume, and annual input of coarse woody detritus are also reported.Live biomass in the old-growth stands (32,600-47,100 g/m2) is among the highest reported for temperate forests of eastern North America while ANPP is moderate (630-1,010 g/m2/yr). ANPP in the younger stand was higher (1,180-1,310 g/m2/yr). In comparison with forests worldwide, inputs of coarse woody debris is moderate.

An Innerspace 456 single-beam echosounder in conjunction with a Trimble® differential Global Positioning System (DGPS), HYPACK® navigation software, and Ashtech Z-Xtreme and Trimble® R8 Global Navigation Satellite System (GNSS) receivers was used to survey 7 chutes and 3 backwaters on the Missouri River yearly from 2011-13. These chutes and backwaters are located on the Missouri River between Newcastle, Nebraska and Rulo, Nebraska in the States of Nebraska, Iowa, and Missouri. Surveys of chutes consisted of topographic and bathymetric data collected along transects spaced 30.48 m apart from high bank to high bank. Surveys of backwaters consisted of topographic and bathymetric data collected along a transect grid of 76.2 m spacing. The data were collected by the U.S. Geological Survey in cooperation with the U.S. Army Corps of Engineers (USACE) Omaha District as part of the Missouri River Habitat Assessment and Monitoring Program.

A benthic habitat polygon coverage has been created of the coral reef ecosystem off the coast of Pu'uhonua O Honaunau (PUHO) National Historical Park on the Kona Coast of Hawai'i. Polygons were hand-digitized from visual interpretation of aerial photography and SHOALS bathymetry data. We also utilized in situ knowledge from towed instruments, underwater photography and videography, and diver and snorkeler observations. The polygons have attributes for Main Structure/Substrate, Dominant Structure/Substrate, Major Biological Cover, Percent of Major Biological Cover, Reef Zone, Unique ID, and measurements of area (m2) of each polygon.
