Atmospheric blocking is commonly referred to as the situation when the normal zonal flow is interrupted by strong and persistent meridional flow. The normal eastward progression of synoptic disturbances is obstructed leading to episodes of prolonged extreme weather conditions. On intraseasonal time scales the persistent weather extremes can last from several days up to a few weeks, often accompanied by significant temperature and precipitation anomalies. Numerous definitions of blocking exist in the literature and all involve a level if subjectivity. We use the blocking index of Tibaldi and Molteni (1990) modified from that of Lejenas and Okland (1983). This product displays the daily observed blocking index for the past 3 months up to and including the present day. Additionally, outlookss of the blocking index and the 500 hPa geopotential height field anomalies are generated form the NCEP Global Forecast System (GFS) model. The outlooks mare displayed for days 1-9 for both the northern and southern Hemispheres. The product is not archived so a historical time series is not available. To produce a time series it is recommended that the methodology of Tibaldi and Molteni (1990) be applied using the reanalysis dataset of choice. Blocking frequency over the 1950-2000 time period and composites as a function of ENSO phase are also provided.

This study evaluated the effects of arsenic and heavy metals on individual salmonids and the aquatic community within Gold Creek, Idaho. Gold Creek is a tributary to Lake Pend Oreille in northern Idaho, and has a long history of hardrock mining within its headwaters. Initial investigations measured concentrations up to 8500 mg Askg in mine tailings and up to 1200 mg Askg within stream sediments. Gold Creek is the second most productive stream in terms of spawning and rearing for threatened bull trout within the Lake Pend Oreille Basin. To determine metals effects on salmonids at the organism level we measured concentrations of As, Cd, Cu, Pb, and Zn in water, sediment, benthic macroinvertebrate tissues, and whole body fish tissues. Furthermore, we analyzed histopathology of major organs in fish to assess physiological impacts. Water concentrations were higher than those in reference areas, but only Cd and Zn in Chloride Gulch was above USEPA water quality criteria for protection of aquatic biota. Labile i.e. weak acid extracted sediment metals concentrations were 537 mg As kg, 3.56 mg Cd kg, 51 mg Cu kg, 304 mg Pb kg, 836 mg Zn kg in CG below Lakeview Mine. Benthic macroinvertebrate tissue concentrations for all analytes were significantly higher at all sites compared to the reference site. Fish tissues were significantly higher below mine sites in comparison to the reference site, but only Cd and Pb were higher as far down as the Gold Creek delta. The concentrations within sediments and biota were similar to other studies in which adverse effects to salmonids were documented. We observed histopathological changes in livers of bull trout within the study area including inflammation, necrosis, and pleomorphism. To evaluate effects of metals on the aquatic community we collected benthic macroinvertebrate diversity and abundance, fish assemblage, and habitat data. Benthic macroinvertebrate structure showed a graded response to sediment metals concentrations based on 13 metrics. Eleven of 13 metrics indicated adverse impacts to benthic communities and were statistically different below mine sites in comparison to reference conditions. The numbers of metal sensitive families were rare or absent in areas with elevated sediment metals concentrations in comparison to the reference site. The benthic macroinvertebrate metrics were correlated with sediment metals concentrations. Multivariate analysis showed CG and UGC were well separated and statistically different from the reference site based on benthic macroinvertebrate family structure. Fish density and biomass were lower in CG and LGC in comparison to the reference sites. Bull trout were not observed in areas below mine sites with elevated metals concentrations. Our habitat data suggests that habitat is not a major limiting factor within the drainage, and the changes we observed are most likely metals related. We conclude that metals may be impacting native salmonids within the study area after remediation of Lakeview Mine. Sediment concentrations have not decreased since remediation, although cleanup may have reduced metals loading. Considerable concentrations of metals still persist in stream sediments below mine sites and will likely persist for some time before attenuation within the Gold Creek Drainage.

This data set contains the Submerged Lands Act (SLA)boundary line (also known as the State Seaward Boundary (SSB) and Fed State Boundary) for the BOEM Pacific Region in ESRI ArcGIS shape file format. The SLA defines the seaward limit of a state owned submerged lands and the landward boundary of federally managed Outer Continental Shelf (OCS) lands. In the BOEM Pacific Region the SLA is projected 3 nautical miles offshore from the coastal baseline. Further information on the SLA and development of this line from baseline points can be found in OCS Report BOEM 99-0006: Boundary Development on the Outer Continental Shelf. The SLA boundary was developed using nautical charts, topographic maps, and hydrographic surveys to identify coastal baseline points. For California, there was a wide range of map scales used (1:200 – 1:100,000). The Minerals Management Service (MMS - the predecessor bureau to BOEM) used mapping software that was developed in-house to mathematically project the SLA boundary 3 nautical miles seaward from the baseline. For purposes of the SLA, all coordinates are assumed as absolute values with a precision of three decimals of a meter. For purposes other than the SLA, the actual positional precision for a scale of 1:40,000 is approximately 23 meters. In 1992, MMS adopted NADCON v.2.00 or better as the bureau standard horizontal datum transformation software, and reiterated that, for its purposes, “the World Geodetic System of 1984 (WGS 84) is considered equivalent to NAD 83 offshore of Alaska and the conterminous United States.” 57 Fed. Reg. 5168 (February 12, 1992). On December 24, 2014, the SLA boundary offshore of California was fixed (permanently immobilized) by a decree issued by the U.S. Supreme Court. United States v. California, 135 S. Ct. 563 (2014). The 2003-04 National Postsecondary Student Aid Study (NPSAS:04) is a study that is part of the National Postsecondary Student Aid Study (NPSAS) program. NPSAS:04 (http://nces.ed.gov/surveys/npsas/about.asp) is a cross-sectional survey that is designed to compile a comprehensive research dataset, based on student-level records, on financial aid provided by the federal government, the states, postsecondary institutions, employers, and private agencies along with student demographic and enrollment data. The study was conducted using multiple sources, including institutional records, government databases, and student interviews. NPSAS:04 contains the data on a sample of about 109,210 postsecondary students who were enrolled at any time between July 1, 2003 and June 30, 2004 in about 1,670 postsecondary institutions. The data are representative of all undergraduate and graduate students enrolled in postsecondary institutions in the 50 United States, the District of Columbia, and Puerto Rico that were eligible to participate in the federal financial aid programs in Title IV of the Higher Education Act. Statistics produced from the NPSAS:04 provide reliable national estimates of characteristics related to financial aid for postsecondary students.

The goal of the North American Land Data Assimilation System (NLDAS) is to construct quality-controlled, and spatially and temporally consistent, land-surface model (LSM) datasets from the best available observations and model output to support modeling activities. Specifically, this system is intended to reduce the errors in the stores of soil moisture and energy which are often present in numerical weather prediction models, and which degrade the accuracy of forecasts. NLDAS is currently running in near real-time on a 1/8th-degree grid over central North America; retrospective NLDAS datasets and simulations also extend back to January 1979. NLDAS constructs a forcing dataset from gauge-based observed precipitation data (temporally disaggregated using Stage II radar data), bias-correcting shortwave radiation, and surface meteorology reanalyses to drive several different LSMs to produce model outputs of surface fluxes, soil moisture, and snow cover.
