These data were collected under a cooperative mapping program between the U.S. Geological Survey (USGS), the National Oceanic and Atmospheric Administration Coastal Services Center (NOAA\CSC), and the Apalachicola National Estuarine Research Reserve (NERR). The primary objectives of this program were to collect marine geophysical data to develop a suite of seafloor maps to better define the extent of oyster habitats, the overall seafloor geology of the bay and provide updated information for management of this resource. In addition to their value for management of the bay's oyster resources, the maps also provide a geologic framework for scientific research and the public. High resolution bathymetry, backscatter intensity, and seismic profile data were collected over a 230 square kilometers of the floor of the bay. The study focused on the Apalachicola Bay and Western St. George Sound portions of the estuary mostly in depths > 2.0 meters.

A Probabilistic Fatigue Damage Assessment Network (PFDAN) toolkit for Abaqus will be developed for probabilistic life management of a laminated composite structure with both microcracking induced stiffness degradation and cyclic loading induced delamination crack growth without remeshing. It is based on a high fidelity Fatigue Damage Assessment Network (FDAN) which includes 1) a coupled continuum damage and discrete crack model for ply damage characterization; 2) a moment schema finite element coupled with XFEM for efficient crack growth simulation in a thin ply; 3) a mixed mode fatigue delamination module to account for the mode mixity and failure mode interaction; and 4) an adaptive fracture process zone model for mesh independent delamination growth. A reduced-order model of FDAN will be generated using a combined response surface and a Gaussian process surrogate model builder to perform the subsequent probabilistic analysis efficiently. For the module verification and validation, experimental studies at the sub-component level will be performed along with the use of a damage monitoring and characterization system. The developed toolkit will be used to perform damage prognosis and risk informed life management using SHM data. GEM has secured commitments for technical support and commercialization assistance from Clarkson University, Sikorsky Aircraft, and Boeing.

The Climate Prediction Center (CPC) issues 8 to 14 day probabilistic precipitation outlooks for the United States. The 8-14 day Outlook gives the confidence that a forecaster has, given as a probability, that the observed precipitation, totaled over upcoming days 8, 9, 10, 11, 12, 13, and 14 will be in the range of one of three possible categories: below median (B), near median (N), or above median (A). For any calendar 7-day period, these categories can be defined by fitting a Gamma distribution to the 30 years of the climatology period, 1981-2010, and dividing this distribution into equally likely partitions (below median, near median, and above median). Note that the base period for the thirty year climatology (currently beginning in 1981 and ending in 2010) is updated once per decade. Because each of these categories occurs 1/3 of the time for any particular calendar 7-day period, the probability of any category being selected at random from the 1981-2010 set of 30 observations is one in three (1/3), or 33.33%. This is also called the climatological probability. The sum of the climatological probabilities of the three categories is 100%.

This data set is part of the Soil Moisture Experiment 2002 (SMEX02). Investigators acquired a series of Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) images from the Terra satellite. Three ASTER scenes were combined in a mosaic and the regional study area extracted to form one image. These data represent a single point in time; the satellite overpass time was 17.20 GMT on July 1, 2002. The study area is the Walnut Creek Watershed area in Iowa, USA, covering 41.70 to 42.73°N and 93.16 to 93.84°W. These ASTER Level 1B data include three Visible and Near-infrared (VNIR) bands with 15 m spatial resolution of 15 m, six Shortwave Infrared (SWIR) bands with 30 m spatial resolution, and five Thermal Infrared (TIR) bands with 90 m spatial resolution. The data are L1B data with geometric and radiometric correction. The data are in unsigned integer binary files in terms of scaled radiance, one file for each band. Data are available via FTP. These data were collected as part of a validation study for the Advanced Microwave Scanning Radiometer - Earth Observing System (AMSR-E). AMSR-E is a mission instrument launched aboard NASA's Aqua Satellite on 04 May 2002. AMSR-E validation studies linked to SMEX are designed to evaluate the accuracy of AMSR-E soil moisture data. Specific validation objectives include assessing and refining soil moisture algorithm performance; verifying soil moisture estimation accuracy; investigating the effects of vegetation, surface temperature, topography, and soil texture on soil moisture accuracy; and determining the regions that are useful for AMSR-E soil moisture measurements.

Description

The U.S. Geological Survey, in cooperation with The Central Nebraska Public Power and Irrigation District (CNPPD), conducted a study that used bathymetric and topographic surveying in conjunction with Geographical Information Systems techniques to determine the 2003 physical shape and storage capacity, as well as the change in storage capacity of Lake McConaughy that occurred over 62 years. By combining the bathymetric and topographic survey data, the 2003 surface area of Lake McConaughy was determined to be 30,413.0 acres, with a volume of 1,756,300 acre-feet at the lake conservation-pool elevation of 3,266.4 feet above North American Vertical Datum of 1988 (3,265.0 feet above CNPPD datum). To determine the changes in storage of Lake McConaughy, the 2003 survey Digital Elevation Model (DEM) was compared to a preconstruction DEM compiled from historical contour maps. This comparison showed an increase in elevation at the dam site due to the installation of Kingsley Dam. Immediately to the west of the Kingsley Dam is an area of decline where a borrow pit for Kingsley Dam was excavated. The comparison of the preconstruction survey to the 2003 survey also was used to estimate the gross storage capacity reduction that occurred between 1941 and 2002. The results of this comparison indicate a gross storage capacity reduction of approximately 42,372 acre-feet, at the lake conservation-pool elevation of 3,266.4 feet in NAVD 88 (3,265.0 feet in CNPPD datum). By comparing preconstruction and 2003 survey data and subtracting the Kingsley Dam and borrow pit, the total estimated net volume of sediment deposited from 1941 to 2003 was 53,347,124 cubic yards, at an annual average rate of 860,437 cubic yards per year. The approximate decrease in the net storage capacity from 1941 to 2003 was 33,066 acre-feet, at an annual average decrease of approximately 533 acre-feet per year, which resulted in a 1.8 percent decrease in storage capacity of Lake McConaughy. The lake accumulated most of the sediment in the original river channel and in the west end of the delta area on the upstream end of the lake.

This data set provides Daymet output data as mosaicked gridded estimates of daily weather parameters for North America, including continuous surfaces of day length, precipitation, shortwave radiation, snow water equivalent, maximum air temperature, minimum air temperature, and water vapor pressure. The Daymet data product was derived from selected meteorological station data by interpolation and extrapolation algorithms.The data product covers the period January 1, 1980 to December 31 of the most recently processed calendar year for Canada and the United States. Data for additional calendar years will become available by June of the following year. For Mexico, data are available for the period January 1, 1980 to December 31, 2009.Data are available on a daily time step at a 1-km x 1-km spatial resolution in Lambert Conformal Conic projection with a spatial extent that covers the conterminous United States, Mexico, and Southern Canada as meteorological station density allows. Data are assembled by parameter and year with each yearly file containing a time dimension of 365 days.Data are provided in Climate and Forecast (CF) metadata convention compliant (version 1.4) netCDF file formats.

VIP Sensors proposes to develop a Fiber Optic Pressure Sensor Array for measuring air flow pressure at multiple points on the skin of aircrafts for Flight Load Test applications. The array consists of multiple micro-miniature optical MEMS pressure sensors interconnected by a common optic fiber to an interrogation system located inside the airplane. The proposed optical pressure sensors are essentially flat, light weight, fully passive (no electrical power), and EMI/RFI immune, they exhibit superior performance regarding accuracy, dynamic range and noise. They are inherently self identifiable; the interrogation system knows what data belongs to what sensor. The proposed sensor array technology is applicable to different types of optical sensors (accelerometers, strain, temperature, etc). Each sensor in the array is designed to work at preset optical wavelengths; they are read by the interrogation system using Wave Division and/or Time Division Multiplexing. Testing of aircrafts requires a large numbers of sensors. Each sensor needs four to six wires to interconnect to signal conditioners. For large measuring systems, this means very large numbers of wires that add weight and occupy space. The proposed FO sensor array system not only has the potential to significantly improve pressure measurements for Flight Load Testing, but its novel technology of micro-miniature networking sensors will benefit many other aircraft ground and flight testing applications.

A key component of NASA's human exploration programs is a system that monitors the health of the crew during space missions. The wearable beat-to-beat blood pressure monitor proposed by Linea Research Corporation can be used to continuously monitor the physiological effect of prolonged space missions (including exposure to reduced gravitational environments) and the effectiveness of its countermeasures. During Phase I of the program, we demonstrated the feasibility of a novel, non-invasive beat-to-beat blood pressure monitor using a lightweight (<40 g) and low-power (<100mA @ 5V) initial prototype. Measurement of beat-to-beat blood pressure was successfully verified during human studies (tilt table tests) using a cuff-based blood pressure monitor as reference. Measurement of the beat-to-beat blood pressure was also verified against an arterial line in animal (porcine) studies using epinephrine to induce blood pressure changes. During Phase II of the program, we will develop and fabricate a field-capable, light-weight, wearable beat-to-beat blood pressure monitor that will be ready for demonstration on space missions. In addition to supplying the blood pressure monitors for use by NASA, Linea plans to introduce the technology for use in ambulatory blood pressure monitors. Linea will subsequently introduce the technology for integration into high acuity as well as home based blood pressure monitors. One patent has been filed and three are currently being prepared to protect the intellectual property. A business plan has been prepared to address the commercialization opportunities.

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual- chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the Universal Transverse Mercator Coordinate System (ZONE 18N). The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000.

Radioisotope Power Systems (RPS) is a multicenter, multiagency (with the Department of Energy (DOE)) program whose purpose is to manage the Science Mission Directorate?s investments in radioisotope power systems and their deployment to future missions. The majority of these missions are a result of planning arising from the Planetary Science Division. RPS is responsible for acquisition and development of thermal energy conversion technologies and related system technologies and with the DOE, acquisition and development of flight radioisotope power systems for future mission uses. In addition, the RPS Program is responsible for maintaining a capability to acquire future systems through strategic investment in unique competencies that may be needed by future missions. One element of RPS is Radioisotope Power Systems Technology Development. The goal of the radioisotope power systems? technology portfolio is to advance performance of RPS through new and novel innovations being developed and transitioned to flight systems. Historically, this has been achieved through an increase of energy conversion efficiency. The mission users benefit from such a gain in performance because an increase in the specific power (power per unit mass) reduces the spacecraft mass. This reduction can also enable a larger instrument suite. The effort to improve efficiency has taken on renewed significance with the increased constraint posed by a limited supply of Pu-238. Current investments include improving efficiency of thermoelectrics through novel materials selections, the Stirling conversion process, and supported systems development on materials and electronics.

The Secretary of Veterans Affairs (VA) and the VA's Under Secretary for Health are committed to transparency - giving Americans the facts. The Veterans Health Administration (VHA) releases the quality goals and measured performance of VA health care in order to ensure public accountability and to spur constant improvements in health care delivery. The success of this approach is reflected in our receipt of the Annual Leadership Award from the American College of Medical Quality. Much of the data in LinKS and ASPIRE are simply not measured in other health systems VA is raising the bar. When available, VA uses outside benchmarks but often sets VA standards or goals at a higher level. VA scores hospitals more than 30% different from the goal as underperforming or red and those only 10% different from the goal are shown in green in ASPIRE. But a red site within the VA might be a good performer compared to outside counterparts. The scoring system is designed to move VA forward. ASPIRE is not about finding fault but about helping VA to target opportunities for improving performance. ASPIRE is a dashboard that documents quality and safety goals for all VA Hospitals. This data shows strengths and opportunities for improvement at the national, regional and local hospital level. Aspire data supports the VA�s mission of a continuous health care improvement program to provide the best possible care to Veterans. The database lists many measures and our goal for each measure. The data shows where we are in comparison to where we want to be. A simple example would be for blood pressure management. The goal for all veterans age 18-85 with high blood pressure is to have blood pressure readings less than 140/90. This measure shows the percentage of Veterans meeting that blood pressure goal. The data in this dashboard will be updated on a regular basis. VA�s Linking Information Knowledge and Systems (LinKS) is a dashboard that documents outcome measures for acute care, ICU, outpatient, safety and annual measures. This data shows strengths and opportunities for improvement at the national, regional and local hospital levels. LinKS supports the VA mission to provide the best possible care to the Veterans. The dashboard shows what we are measuring and our result. A simple example would be for smoking. We measure the percentage of veterans that smoke and what we�ve done to help them stop smoking such as smoking cessation classes, counseling or medication to help them quit. The data will be updated on a regular basis.
