The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual- chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the Universal Transverse Mercator Zone 18 North. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000. Coastal study data as defined in FEMA Gudelines and Specifications, Appendix D: Guidance for Coastal Flooding Analyses and Mapping, submitted as a result of a coastal study. Appendix D notes that a variety of analytical methodologies may be used to establish Base (1-percent-annual-chance) Flood Elevations (BFEs) and floodplains throughout coastal areas of the United States. Appendix D itemizes references for the methodologies currently in use by FEMA for specific coastal flood hazards, provides general guidance for documentation of a coastal flood hazard analysis, specifies flood hazard analysis procedures for the Great Lakes coasts, and outlines intermediate data submissions for coastal flood hazard analyses with new storm surge modeling and revised stillwater flood level (SWFL). The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. The Address Ranges Relationship File (ADDR.dbf) contains the attributes of each address range. Each address range applies to a single edge and has a unique address range identifier (ARID) value. The edge to which an address range applies can be determined by linking the address range to the All Lines Shapefile (EDGES.shp) using the permanent topological edge identifier (TLID) attribute. Multiple address ranges can apply to the same edge since an edge can have multiple address ranges. Note that the most inclusive address range associated with each side of a street edge already appears in the All Lines Shapefile (EDGES.shp). The TIGER/Line Shapefiles contain potential address ranges, not individual addresses. The term "address range" refers to the collection of all possible structure numbers from the first structure number to the last structure number and all numbers of a specified parity in between along an edge side relative to the direction in which the edge is coded. The address ranges in the TIGER/Line Shapefiles are potential ranges that include the full range of possible structure numbers even though the actual structures may not exist.

Popis

Existing cognitive performance test batteries consist of synthetic tasks that, while they may probe isolated cognitive functions, provide an incomplete and unconvincing picture of an individual's true cognitive capacity within the total context of space missions. In essence, they are 'laboratory' measures that appear unrelated to the real-world environment. This leads to user non-compliance or rejection. The present proposal describes a technique for integrating traditional cognitive performance measures with assessment of the system and mission in which the individual must operate. This yields quantified measures of the person's cognitive ability to perform specific jobs in space. Specifically, an entertaining and scientifically rigorous assessment tool is integrated with a sleep/fatigue model and a quantified workload estimate for each task. This is accomplished by selecting tests based on task analyses of what the astronaut actually has to do, using the Fatigue Avoidance Scheduling Tool (FAST) to predict performance capacity as a function of sleep/rest, and integrating a mathematical vector to quantify the workload of specific tasks. The resulting "Person-System-Mission (PSM) index" provides a totally new and unique way not only to assess present cognitive capability, but to diagnose specific causes of decrement, and to suggest remedial actions.

The Office of the Legal Adviser publishes the annual Digest of United States Practice in International Law to provide the public with a historical record of the views and practice of the Government of the United States in public and private international law. In his introduction to the Digest covering 1991-1999, then Legal Adviser John B. Bellinger, III, summarized its contents, stating in part: "During this period, for instance, the United States became party to important human rights treaties, including the International Covenant on Civil and Political Rights, the UN Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment, and the International Convention on the Elimination of All Forms of Racial Discrimination. International terrorist acts such as the bombing of Pan Am 103 over Lockerbie, Scotland, posed new challenges, to which the United States responded through negotiation of new international terrorism conventions, efforts in both the UN Security Council and the International Court of Justice, and changes in U.S. domestic laws . . . . "Legal issues involving the use of force arose with U.S. participation in the Gulf War and the military intervention in the territory of the Former Yugoslavia, and were addressed in several instances before the International Court of Justice. U.S. participation in the peace process and in peacekeeping in areas as diverse as the Middle East, Bosnia, Kosovo, Somalia, and Haiti gave rise to both international and domestic legal issues. Major efforts were pursued in arms control and nuclear non-proliferation, including the establishment of the Korean Energy Development Organization. "The 1990s were an era of new international institutions and political structures. The United States was actively engaged, for instance, in the Security Council's creation of the international criminal tribunals for the former Yugoslavia and for Rwanda and the UN Mission in Kosovo.

This CD-ROM contains digital high resolution seismic reflection data collected during the USGS DIAN 97032 cruise. The coverage is the nearshore of Long Island, NY in the vicinity of Fire Island. The seismic-reflection data are stored as SEG-Y standard format that can be read and manipulated by most seismic-processing software. Much of the information specific to the data are contained in the headers of the SEG-Y format files. The file system format is ISO 9660 which can be read with DOS, Unix, and MAC operating systems with the appropriate CD-ROM driver software installed. This digital dataset defines the extent of the alluvial deposits in the Central Valley of California and encompasses the contiguous Sacramento, San Joaquin, and Tulare Lake groundwater basins defined by California's Department of Water Resources. The boundary encompasses an approximate 50,000 square-kilometer region of California. The boundary was used to define the lateral boundary of the area simulated by the transient Central Valley Hydrologic Model (CVHM) (Faunt, 2009). The CVHM is the most recent regional-scale model of the Central Valley developed by the U.S. Geological Survey (USGS). The CVHM was developed as part of the USGS Groundwater Resources Program (see "Foreword", Chapter A, page iii, for details).

The 1988 Spitak Earthquake database is an extensive collection of geophysical and geological data, maps, charts, images and descriptive text pertaining to the catastrophic earthquake in Armenia. This earthquake was unique both in catastrophic effects and in study coverage. Research groups from the former U.S.S.R., U.S.A., France, and Japan studied the earthquake area. The database was developed as a cooperative effort between centers in Russia and the United States. The goal was to provide seismologists around the world with a complete set of data for the devastating earthquake. The database contains practically all material relevant to the 1988 Spitak earthquake and its aftereffects. It also includes the geological and geophysical information collected during the years prior to the event, important for understanding the event. Almost 2,000 files and 170 megabytes of data are contained in the collection. This set consists of textual and graphical information about the earthquake, a "DOS" and "Microsoft Windows" menu for accessing the data, and a User Manual which discusses the data and explains how to use the access software to display and obtain useful information. Briefly, system requirements are: DOS: Requires 800 Kb hard disk space and 560 Kb memory Windows: Requires 570 Kb hard disk space for the access software. The database is static and is no longer being updated.

TASK NAME: USGS New Jersey CMGP Sandy Lidar 0.7 Meter NPS LIDAR lidar Data Acquisition and Processing Production Task USGS Contract No. G10PC00057 Task Order No. G13PD00854 Woolpert Order No. 073714 CONTRACTOR: Woolpert, Inc. This task is issued under Contract Number G10PC00057, as task order number G13PD00854. This task order requires lidar data to be acquired over several areas in New Jersey to include the entire counties of Bergen, Essex, Hudson, Middlesex, Monmouth, and Union and including Morristown National Historical Park are part of the New Jersey area of interest (AOI), and will be acquired as part of this task order. The total area of the New Jersey Sandy Lidar AOI is approximately 1312 square miles. The lidar was collected and processed to meet a maximum Nominal Post Spacing (NPS) of 0.7 meters. The NPS assessment is made against single swath, first return data located within the geometrically usable center portion (typically nearly 90 percent) of each swath. This acquisition was part of a larger effort designed to capture one other USGS task order AOI in New York. York.

There has been a growing interest in understanding the utilization patterns of patients with chronic conditions. Even though there is a lack of standard definition and identification of a chronic condition, these conditions, such as heart disease, cancer, obesity, and diabetes, are long-lasting and persistent health problems that require continuous care. Recent research has emphasized the disproportionate share of beneficiaries with chronic conditions in healthcare expenditures (Anderson, 2010). For example, patients with multiple chronic conditions can cost up to seven times as much as patients with only one chronic condition. According to Centers for Disease Control and Prevention (CDC), chronic diseases are responsible for more than 75 percent of the 2.5 trillion spent annually on health care. Examples of efforts to estimate the spending or costs by individual conditions are shown in Exhibit 1.
