Apart from two 100 m test plots, mangrove restoration activities were conducted between 1997 and 2001. Each year, thousands of red mangrove propagules were planted in three large rectangular plots on the western side of Sugar Bay. In addition to those large plots, a fringe planting of propagules was conducted along much of the eastern shore of Sugar Bay. A small zone of black mangroves was also planted in 2001 although less than 1% survived long term. Detailed methods of restoration activities are available in Riley and Kent 1999 and SEA 2004. Restoration mangroves were not visible in the 2000 imagery due to the small size of individual seedlings. These plots were therefore delineated with the aid of GPS waypoints acquired by walking or kayaking around the perimeter of each plot. GPS positions were used as a guide to digitize the boundaries of the restoration areas and the results are presented.

Executive Summary Southern California tidal marshes have been affected by coastal development and urbanization.Over the past 150 years, dredging and filling operations have resulted in the loss of 42 of SanDiego Bays historic shallow subtidal habitat, 84 of its intertidal mudflat habitat, and 70 of itssalt marsh habitat San Diego Bay NWR CCP 2006. The San Diego National Wildlife RefugeComplex, administered by the U.S. Fish Wildlife Service, was established in 1972 with the goalof protecting rare birds, migratory species and marsh dependent species of southern California. Our study follows a bottomup approach to evaluating local sealevel rise effects on tidal marshes.The study was conducted at the parcel scale while being relevant for landscape scalemanagement. The objectives of this study were to: 1 develop high resolution digital elevationmodels DEMs for the salt marshes of the San Diego Refuge Complex, 2 monitor water levelsand tidal cycles to assess parcel level inundation patterns and capture extreme water events, 3inventory vegetation species composition and relationship to elevation and tidal ranges, and 4develop sealevel rise marsh response models for Tijuana Slough marsh. This report contains baseline elevation, tidal range, and plant community results for the San DiegoBay National Wildlife Refuge Complex: Tijuana Slough National Wildlife Refuge Tijuana,Sweetwater marsh unit Sweetwater, South San Diego Bay unit South Bay, and Seal BeachNational Wildlife Refuge Seal Beach. A total of 12,013 elevation points were measured across all sites between September andDecember 2011 with a Real Time Kinematic RTK GPS 2.5 cm vertical accuracy. 11,470elevation data points were used to create digital elevation models DEMs for the marsh platforms.Elevation for all sites fell within a large range of 1.4 m NAVD88 with 84 between 1.2 and 2.6 m.Across all sites mean elevation was 0.46 m SD 0.65 above mean high water MHW. Vegetation was sampled in 0.25m2 quadrats at 2,855 locations across all sites. Distinct zonationin plant communities was observed in relation to elevation and tidal datum MHW, because plantsare typically restricted by their inundation tolerance and soil salinities. Batis maritima andSarcocornia pacifica were the two most common species across all site; B. maritima occurred at65 of the sampled quadrats, and S. pacifica occurred at 63 of all surveyed quadrats. Water level loggers were deployed at all sites n8 starting in September 2011. Water level datafrom September 2011 to January 2013 are presented in this report. Peak tide levels for this timeperiod were averaged for each site to produce sitespecific tidal datums for mean tide level MTL,mean high water MHW, and mean higher high water MHHW. We used the Marsh Equilibrium Model MEM to project initial estimates of marsh elevation changeunder sealevel rise SLR scenarios to 2100 for Tijuana marsh. Results from the SLR responsemodeling for the north arm of the Tijuana marsh indicated that relative elevation will decreasethrough 2100 under mid 93 cm and high 166 cm SLR scenarios, but it will maintain elevationunder the low 44 cm SLR scenario. MEM results were categorized by low, mid, and high marsh habitat types. Results showed that lowmarsh will decrease dramatically after 2030 under low SLR rates, whereas under mid SLR, lowmarsh will increase through 2090 before beginning to decrease. Under high SLR rates, low marshincreases to 2060 and then decreases until it disappears in 2090. Mid and high marsh will remainconstant under low SLR rates. However, mid marsh decreases after 2060 and disappears after2100 under mid SLR rates. Under high SLR rates, mid marsh decreases after 2030 and disappearsafter 2080. The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the State Plane projection and coordinate system. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12000.

The overall objective is to develop a ?mixed-methodology?, drag and drop, component library (fluidic-lego)-based, system design and optimization tool for complex lab-on-a-chip systems. Experiments-based design is expensive and time-consuming. Full multiphysics simulations, while successful in designing components, are computationally infeasible for system design. The proposed tool will accelerate (days to minutes) and simplify (non-expert vs. expert) biomicrofluidic system design. Simple representation of complex, interacting physico-bio-chemical processes is a formidable challenge. Our innovative ?mixed-methodology? solution seamlessly exchanges information between vastly different methodologies, (Artificial Neural Network, Differential Algebraic Equation, Analytical and High-fidelity). In Phase I, we have developed a hierarchical software consisting of System Designer (GUI), System Solver and component models. Proof-of-concept was successfully demonstrated, (compared to high-fidelity simulations), by characterizing a candidate biomicrosystem in a fast (350 fold reduction, 1.5 hour to 15 seconds), intuitive manner, while retaining accuracy (~10% difference). Phase II will feature enhanced component models and system solver for multiphysics phenomena (electrokinetics, biochemistry, capillary and hemodynamics), augmented GUI functionalities and extended library of microfluidic components. An expert advisory board (NASA, academia, industry) will guide the multidisciplinary development team. CFDRC is committed to developing simulation tools for biotechnology, and will leverage its considerable expertise and resources toward successful commercialization.

Advanced propulsion technologies such as Nuclear Electric Propulsion (NEP) have been partially limited by the mass of thermal rejection systems. NEP was proposed for the Jupiter Icy Moons Obiter (JIMO). Use of novel, lightweight, high-temperature radiator materials, such as those which will be studied in the proposed effort could greatly reduce the mass required for the radiators and help enable NASA exploration missions like JIMO using NEP or other advanced propulsion technologies. Other areas that would potentially benefit from the results of this work include spacecraft heat rejection systems and surface nuclear power. Graphene is a two-dimensional atomic-scale honeycomb lattice made of carbon atoms. This same honeycomb lattice is the basic structural element of carbon nanotubes (CNT) and carbon fibers. While high-quality graphene films are only available in atomic-scale thicknesses, high-conductivity carbon fibers and woven cloth made from CNTs are available commercially in quantity. A novel aspect of the proposed effort is to use graphene-based materials including both high-conductivity carbon fibers and CNT cloth in radiator applications in order to take advantage of several key properties of these materials: low density, high thermal conductivity and anisotropic heat transfer. Modeling results show that a carbon-fiber-based radiator can provide a ten-fold improvement in heat transfer per unit mass compared to the current state-of-the-art molybdenum-based high-temperature radiators. The heat pipe simulator developed in Phase 1 of this effort will be used for testing. A heater is used to simulate the heat pipe envisioned in space. A test article fabricated using the material to be studied is secured to the heater and placed in chamber and heated to the test temperature in a vacuum of about 10-6 Torr.Temperatures in the range of 400 ? 600 :C were tested. Optical diagnostics provide temperature data, including pyrometry and thermal imaging.

Paragon Space Development Corporation proposes an innovative, efficient and practical concept that utilizes Solid Oxide Electrolysis for regenerative air revitalization. The concept is innovative because it safely eliminates handling of hydrogen, and works irrespective of gravity and pressure environments with no moving parts and no multi-phase flows. The innovation is efficient because it requires no expendables while being compact with minimal impact on mass. The innovation is practical because it evolves from the well-established, current state of the art in oxygen production for the regenerative air revitalization system slated for the International Space Station. The approach proposed addresses the crux of the innovation in Phase I through modeling and experimentation to immediately identify the most feasible approach to its implementation. Phase II will encompass more detailed experimentation to optimize the subsystem design resulting in a fully functioning regenerative oxygen subsystem for advanced life support. The consequence is significant because solid oxide electrolysis is an inherently suitable technology (and possibly the only technology) for enabling 100% oxygen regeneration from carbon dioxide and water vapor, two byproducts of crew activity that must be managed regardless.

The main sources for the data are Seismicity of the United States, 1568-1989 and the Preliminary Determination of Epicenters for 1990 to January 2004. This is a replacement for the June 1999 map layer.

IAI proposes an innovative solution to enable unrestricted flight in low-altitude airspace for small aircrafts This solution includes an L-band RF transceiver-sensor package, which continuously transmit Automatic Dependent Surveillance-Broadcast (ADS-B) compatible beacons to alert other cooperative aircrafts and ATC ground stations about the UAV's position and intent. In addition, it uses the reflected beacon signal as a radar signal to detect and track any non-cooperative targets within its effective range. A multifunctional RF transceiver serves as both the primary radar and secondary surveillance radar (SSR). The advantage of the proposed sensor package is low-cost, low-power (estimated power consumption < 50 watt) and compatibility with current aviation technologies. This sensor package is coupled with on-board collision avoidance logic and situation awareness display concepts for a remote ground control station. Simulation-based demonstration ? leveraging IAI's CybelePro<SUP>TM</SUP> agent infrastructure ? is also proposed to exercise the system "end-to-end" and allow for nearly seamless transition to human-in-the-loop evaluation of display concepts.

This data is a qualitatively-derived interpretative polygon shapefile defining the bottom types of the seafloor from Boston Harbor and the harbor approaches, Massachusetts. Approximately 170 km square of sidescan sonar and bathymetric data were collected by the National Oceanic and Atmospheric Administration (NOAA) Ship Whiting in 2000 and 2001 and reprocessed and gridded by the Massachusetts Office of Coastal Zone Management (CZM) and the U.S. Geological Survey (USGS).

Sediment, mummichogs Fundulus heteroclitus, and fiddler crabs Uca pugnax were collected from 25 locations in and adjacent to Cape May National Wildlife Refuge NWR, Cape May County, New Jersey to determine baseline contaminant levels and to identify potential contaminant sources requiring further study. Mummichogs and sediments from all major drainages and selected tidal creeks were analyzed for trace metals and organochlorines pesticides and polychlorinated biphenyls, whereas fiddler crabs were analyzed for organochlorines only. None of the twenty organochlorines considered in this study were detected in sediments average detection limit 0.04 ppm dry weight. Trace metal concentrations observed in Cape May NWR sediments were considered to be typical for sediments in southern New Jersey and are probably representative of sitespecific background levels. Although low, concentrations of arsenic, beryllium, cadmium, chromium, copper, iron, lead, mercury, nickel, and zinc at one or more locations exceeded sediment effects rangelow ERLs, developed for estuarine sediments by the National Oceanic and Atmospheric Administration NOAA, and lowest effects levels LEs developed for freshwater sediments by Ontario Ministry of the Environment, Ontario, Canada. Because more severe effects levels e.g., effects rangemedians were not exceeded, it was concluded that the likelihood of adverse effects in benthic organisms exposed to contaminants at the observed concentrations is low to nonexistent. All trace metals appeared to be enriched, relative to iron or aluminum, in sediments from the uppermost reaches of the major drainages. It was not possible to determine whether the elevated levels are evidence of local anthropogenic inputs or heterogeneity in environmental factors e.g., percent total organic carbon. Further studies are recommended in these areas to determine the relative roles of environmental factors versus anthropogenic influences on sediment contaminant concentrations. Mean trace metal concentrations in mummichogs and fiddler crabs are at the low end of ranges typically observed in New Jersey. In addition, the maximum observed concentrations appear to be well below levels of concern for fish and wildlife. The only organochlorines detected in Cape May NWR biota were the DDT breakdown products, DDD and DDE. Average combined DDD and DDE tissue concentrations were comparable to background for the state. Maximum combined concentrations 0.18 ppm wet weight in mummichogs and 1.04 ppm wet weight in fiddler crabs, however, were greater than background. Although low, concentrations of DDE and DDD do not appear to have declined significantly since 1989. Although the use of parent compound DDT has ceased, the possibility remains that weathered material continues to enter the estuarine ecosystem as previously contaminated areas are disturbed by activities such as excavation or dredging. Organochlorine concentrations in Cape May mummichogs and fiddler crabs are low and are not expected to adversely affect the organisms themselves or their immediate predators. Further monitoring studies of DDD and DDE in forage organisms are recommended to better characterize temporal trends. In addition, studies on tissue DDE and DDD concentrations in midtrophiclevel organisms are recommended to better ascertain food chain transfer and dietary exposure of upper level predators to these compounds.
