The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Urban Growth Areas (UGAs) are legally defined entities in Oregon and Washington that the Census Bureau includes in the MTDB in agreement with each State. UGAs, which are defined around incorporated places, are used to regulate urban growth. UGA boundaries, which need not follow visible features, are delineated cooperatively by State and local officials in Oregon and Washington. Each UGA is identified by a 5-digit numeric census code, usually associated with the incorporated place for which the UGA is named. UGAs were extended to the State of Washington for the 2010 Census. The UGAs for the 2010 Census were those in effect as of January 1, 2010.

The goal of this research is to support coastal decisionmakers in North Carolina and South Carolina by providing information about potential future precipitation and sea level conditions under increased climate variability and by examining how industries, community water and sewer districts, and coastal resource managers might adapt to future changes in the freshwater supply. To this end, scientists from the Carolinas Integrated Sciences and Assessments CISA, United States Geological Survey USGS South Carolina Water Science Center, and Advanced Data Mining International ADMi investigated the threat of saltwater intrusion in the YadkinPee Dee River YPDR basin under conditions influenced by ongoing and future climatic change, with an emphasis on changes in the frequency and duration of saltwater intrusion events with increasing sea levels. In addition, project leaders enhanced a decision support system DSS that is relevant and userfriendly to incorporate planning for future coastal climate change. Of central focus in this study was the everpresent need to address how humans will respond to ongoing and future changes in our environment, particularly under climatic regimes that may not have been felt by present society. The primary components of the project included empirical and mechanistic modeling of hydrologic conditions in the YPDR system to determine freshwater discharge and resulting salinity intrusion at the coast under future climatic conditions and sea level rise and updating an existing DSS to address saltwater intrusion challenges for resource managers, industry, and water and sewer districts in the study basin. The project team used the Environmental Protectin Agency EPA BASINS HSPF model and the Pee Dee River and Atlantic Intracoastal Waterway Salinity Model PRISM Conrads and Roehl 2007 to conduct the empirical and modeling analysis. The updated PRISM2 DSS allows users to adjust sea level rise and flow levels in the YPDR basin to generate scenarios of how future climate change e.g., the potential for more frequent drought conditions and sea level rise may impact the inland penetration and duration of saltwater intrusion events. The S.C. Sea Grant Consortium, CISA, and the North InletWinyah Bay National Estuarine Research Reserve NERR held a stakeholder workshop on December 14, 2011, in Georgetown, SC, to discuss saltwater intrusion planning challenges and information needs with regional decision makers and to obtain their input regarding the utility of the PRISM2 DSS. Participants were introduced to three alternative flow scenarios that simulated potential impacts from climate change and its resulting effects on the frequency and longevity of saltwater intrusion events in relation to decreased streamflow and rising sea levels. Workshop participants highlighted several major ecological and water supply infrastructure concerns that would have to be addressed under the provided scenarios. They also contributed salient feedback regarding additional needs for information, planning tools, and procedures. Relevant to the interests of regional stakeholders, the PRISM2 DSS demonstrated the effects of salinity intrusion events on the frequency and duration of higher conductance values in water sources. Such events are problematic for the operations of municipal water treatment plants when the specific conductance values for source water are greater than 1,000 to 2,000 Scm. Participants suggested that with the addition of further pertinent information e.g., 4 ecologicalspecies salinity thresholds, the PRISM2 DSS can help decisionmakers plan for future severe events e.g., positioning freshwater intakes and treatment facilities, preparing for increased treatment costs while increasing the regions resilience by encouraging preparation for potential changes in the frequency and magnitude of saltwater intrusion events.

This data set contains meteorological observations at ten sites throughout the Small Regional Study Area (SRSA) of the Cold Land Processes Field Experiment (CLPX) in Fraser, Colorado, USA. Nine identical meteorological towers were located close to the center of each Intensive Study Area (ISA). Another meteorological tower was located close to the Local-Scale Observation Site (LSOS) within the Fraser Meso-Cell Study Area (MSA). At each site, measurements were made at 10 m above ground level (air temperature, relative humidity, radiation, leaf wetness, wind speed, and direction); approximately 1 m above maximum anticipated snow depth (air temperature, relative humidity, wind speed, wind direction and, in the North Park MSA only, precipitation); and snow depth, snow surface temperature, snow temperature profile, soil moisture, and soil temperatures. Snow pits were also dug at the meteorological sites, and snow density, temperature, and stratigraphy were recorded. Meteorological observations were recorded at a 10-minute temporal resolution between 20 September 2002 and 1 October 2003, although data were not necessarily continuous throughout this time period for all towers. Meteorological measurements were made to support investigations of spatial and temporal variations in accumulation and ablation of the seasonal snowpack within the study areas. The NASA CLPX is a multi-sensor, multi-scale experiment that focuses on extending a local-scale understanding of water fluxes, storage, and transformations to regional and global scales. Within a framework of nested study areas in the central Rocky Mountains of the western United States, ranging from 1-ha to 160,000 km2, intensive ground, airborne, and spaceborne observations are collected. Data collection focuses on two seasons: mid-winter, when conditions are generally frozen and dry, and early spring, a transitional period when both frozen and thawed, dry and wet conditions are widespread.

The Extended Reconstructed Sea Surface Temperature (ERSST) dataset is a global monthly sea surface temperature analysis on a 2x2 degree grid derived from the International Comprehensive Ocean-Atmosphere Dataset (ICOADS). The latest ERSST Version 4 (v4) is based on Version 3b (v3b). Major revisions for v4 include: updated and substantively more complete input data from the ICOADS Release 2.5 (R2.5); revised Empirical Orthogonal Teleconnections (EOTs) and EOT acceptance criterion; updated sea surface temperature (SST) quality control procedures; revised SST anomaly (SSTA) evaluation methods; updated bias adjustments of ship SSTs using Hadley Nighttime Marine Air Temperature version 2 (HadNMAT2); and a buoy SST bias adjustment not previously made in v3b. ERSST v4 is generated using in situ SST data and improved statistical methods that allow stable reconstruction when data are sparse. The monthly analysis extends from January 1854 to the present, but because of sparse data in the early years, there is damping of the analyzed signal before 1880. After 1880, the strength of the signal is more consistent over time. The product is updated monthly with the available GTS ship and buoy data for that month. Data for the time period from January 2001 to the previous month are recalculated every month. Data before January 2001 are not updated. Note that v3b data were recalculated every month for January 1985 to the previous month. The SST anomalies are computed with respect to a 1971-2000 month climatology. Local and short-term variations have been smoothed in the ERSST analysis. The product is suitable for long-term global and basin-wide SST studies, and it is used as an input to the NCEI Merged Land Ocean Surface Temperature (MLOST) product. The data are written to a monthly netCDF files with CF metadata attributes included.

Black Swift Technologies proposes the continued development, testing, validation, and delivery of the SuperSwift small Unmanned Aircraft System (sUAS), with a highly capable passive microwave radiometer to provide full coverage soil moisture measurements over an area of 400 acres per flight. Tight integration of the sensor with the sUAS avionics and airframe will enable precise flight control for low altitude missions in the range of 15m-30m above ground level (AGL) required for the sensor to accurately map soil moisture down to ~5cm in depth at up to a 15m resolution. The teams strong working knowledge of the regulatory environment surrounding sUAS will be used to inform the development of the system and associated concept of operations. This will facilitate safe and legal operation in the national airspace following FAA approval. The continued SuperSwift system development will address the design issues identified in Phase I. The stock airframe utilized in the Phase I study, the Tempest, while well qualified for use in preliminary flight testing, created additional challenges for integration of the soil moisture measurement payload. Due to the requirements of the radiometer antenna the Tempest was modified during Phase I to accomplish initial flight testing, but had several challenges including external placement of the antenna, more complex manufacturing of the control linkages for the rudder and elevator, and a soil moisture electronics payload that is deeply integrated into the airframe and difficult to remove for testing and replacement. These requirements drove the team to design a modified fuselage to be built in Phase II that involves a modified removable nose cone to house the entire sensor payload and converts the propulsion to a twin engine design on the wings.

The Medicare Secondary Payer project is an annual process which attempts to identify working Medicare beneficiaries and/or their spouses. The first stage of this process is to extract all of the Medicare beneficiaries from the MBR. Prior to 2015, CSPOTRUN performed this function. Beginning in 2015, CSRETAP accomplishes this. In this process two files are prepared. One file goes to the Internal Revenue Service (IRS) for a tax return search and the other file is used for the Master Earnings File (MEF) search. IRS searches their tax return database and identifies returns that have spouses identified and returns this information to SSA. This file is then run against the MEF to obtain any current employment information for the beneficiary or the spouse. This data is sent to CMS for their process to determine whether Medicare should be the secondary payer for hospital and doctors bills. They determine whether the beneficiary and/or spouse have current health insurance coverage from their employer.
