This project develops Web based distributed image analysis system processing the Moderate Resolution Imaging Spectroradiometer (MODIS) data to provide decision makers or non-specialists with high-quality, environmental scientific information and coastal predictive tools. The system provides the underpinnings for ecosystem-based environmental awareness and management in coastal regions, such as, sea surface temperature, sea surface height and ecological forecasts, etc. The Web Service Oriented Architecture (SOA) is utilized to build remote intelligent components in advanced applications server (JBoss), which implement MODIS image processing to extract useful features to identify events of interest. The AGNC innovative neural network is employed as internal knowledge representation and classification engine to map image feature vector to internal numerical presentation. The initial prototype of the system is given as example demonstration.

ATA Engineering, Inc. (ATA) proposes a small business innovation research (SBIR) program for a novel compressor heat-extraction development program in response to NASA's solicitation for advanced design concepts to enable increased high stage loading in single and multi-stage axial compressors while maintaining or improving aerodynamic efficiency and operability. The 'compressor cooling' development program proposed herein will be applicable to advanced turbomachinery based combined cycle (TBCC) propulsion systems suitable for high Mach number flight vehicles that extend to the hypersonic range as well as to conventional high bypass ratio (HBPR) engines that operate with high compressor exit temperatures. Cooling in the rear stages of a compressor would improve mass flow capability, increase margins set by material temperature limits, and improve turbine blade cooling effectiveness by reducing bleed air temperatures. The Phase I proposal technical objectives are to 1) estimate the system level benefit of compressor heat extraction for a mutually agreed-on TBCC-powered aircraft mission, 2) understand the fluid dynamics of flows with surface heat extraction in a multistage compressor using computational fluid dynamics, and 3) define the necessary validation steps on cascade and compressor component rig hardware to advance the technology readiness level of compressor cooling to the point where it may be implemented in an aircraft engine application. The final deliverable will be a written report to NASA presenting a conceptual design of a cooled compression system and a proposed test plan for Phase II rig validation, based on the requirements set forth in a design specification that is defined at the beginning of the program.

MARIS is an internet-based information sharing network that allows multiple states to provide a common set of variables via a single web interface. MARIS is not a ?dataset? but rather links specific content of multiple states? datasets. MARIS does not capture all of the information from a state?s aquatic dataset ? only a subset of data collected as part of aquatic species sampling surveys. The MARIS structure was developed by a consortium of state fish and wildlife agencies and implemented through contracts with various universities. Federal agency partners have provided the core funding for developing and implementing MARIS as well as broad guidance on the content of the system.

The Advanced Microwave Scanning Radiometer 2 (AMSR2) instrument on the Global Change Observation Mission - Water 1 (GCOM-W1) provides global passive microwave measurements of terrestrial, oceanic, and atmospheric parameters for the investigation of global water and energy cycles. Near real-time (NRT) products are generated within 3 hours of the last observations in the file, by the Land Atmosphere Near real-time Capability for EOS (LANCE) at the AMSR Science Investigator-led Processing System (AMSR SIPS), which is collocated with the Global Hydrology Resource Center (GHRC) DAAC. The GCOM-W1 AMSR2 Level-3 Snow Water Equivalent (SWE) data set contains snow water equivalent (SWE) data and quality assurance flags mapped to Northern and Southern Hemisphere 25 km Equal-Area Scalable Earth Grids (EASE-Grids). Data are stored in HDF-EOS5 format and are available via HTTP from the EOSDIS LANCE system at https://lance.nsstc.nasa.gov/amsr2-science/data/level3/daysnow/. If data latency is not a primary concern, please consider using science quality products. Science products are created using the best available ancillary, calibration and ephemeris information. Science quality products are an internally consistent, well-calibrated record of the Earth's geophysical properties to support science. The AMSR SIPS plans to start producing initial AMSR2 standard science quality data products in late 2015 and they will be available from the NSIDC DAAC. Notice: All LANCE AMSR2 data should be used with the understanding that these are preliminary products. Cross calibration with AMSR-E products has not been performed. As updates are made to the L1R data set, those changes will be reflected in this higher level product.

NASA, the Department of Defense, the Department of Homeland Security, and commercial industry have a pressing need for miniaturized, rugged, low mass, power efficient, high vacuum systems that can achieve vacuum pressures as low as 10E-8 torr while exhausting to greater than 1 atm. Advances in sensor technology at NASA and other government laboratories, in academia, and in industry, have led to the development of very small mass spectrometer detectors. However, the vacuum systems to support these sensors remain large, heavy, and power hungry. To meet this need, Creare proposes to build a compact vacuum pump based on the innovative combination of a turbomolecular pump to achieve hard vacuum pressures; a molecular drag pump to compress the gas through the transition regime of the gas; and a regenerative pump that compresses the gas further to exhaust to pressure greater than 1 atm. The pump represents an order-of-magnitude reduction in mass, volume, and power over current, commercially available, state-of-the-art vacuum systems that provide pumping over the same pressure range. Our unique vacuum pump design is based on technologies previously demonstrated at Creare that are combined in an innovative way to achieve the goal of providing vacuum pressures as low as 10E-8 torr while exhausting to greater than 1 atm in a small, low mass, power efficient package.

The Grayscale Shaded Relief of Alaska map layer is a 100-meter resolution grayscale shaded relief image of Alaska, in an Albers Equal-Area Conic projection. Shaded relief was created with the ArcGIS Hillshade command, with 45-degree sun elevation, 315-degree azimuth, and a z-factor of 1.0. Very dark and very light shades both represent steeper terrain. Mid-range grays represent flatter terrain. The grayscale shaded relief data were derived from the National Atlas 100-meter resolution elevation data. The elevation data were derived from 2012 National Elevation Dataset (NED) data and show the terrain of Alaska at a resolution of 100 meters. The NED is a raster product assembled by the U.S. Geological Survey, designed to provide national elevation data in a seamless form with a consistent datum, elevation unit, and projection. Data corrections made in the NED assembly process minimize artifacts, permit edge matching, and fill sliver areas of missing data. More information on NED can be found at http://ned.usgs.gov.

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. Terrain data, as defined in FEMA Guidelines and Specifications, Appendix M: Data Capture Standards, describes the digital topographic data that was used to create the elevation data representing the terrain environment of a watershed and/or floodplain. Terrain data requirements allow for flexibility in the types of information provided as sources used to produce final terrain deliverables. A compact, lightweight, and low power diode laser sensor will be developed for atmospheric methane detection on small unmanned aerial vehicles (UAVs). The physical specifications of this sensor will be considerably smaller than current NASA laser sensors. The smaller sensor specifications will enable use of carrier UAVs that are similiar in size to a large model aircraft. Using smaller UAVs for measurements will result in large cost savings. The proposed sensor will use an open path optical system that will provide superior spatial resolution in the measurements.

This annual narrative report for Alligator River NWR, Currituck NWR, and Pea Island NWR summarizes Refuge activities during the 1989 calendar year. The report begins with a summary of the years highlights and climatic conditions. Land acquisition is also covered. The report includes a planning section which discusses the master plan, the management plan, public participation, compliance with environmental and cultural resource mandates, research, and investigations. Refuge administration is outlined; information about personnel, youth programs, volunteer programs, funding, safety, and technical assistance is given. Habitat management is also covered. Subjects include wetlands, forests, croplands, fire management, and pest control. The wildlife section of the report discusses wildlife diversity, endangered species, threatened species, waterfowl, marsh birds, water birds, shorebirds, raptors, game mammals, marine mammals, scientific collections, animal control, marking, and bird banding. The public uses of the Refuge described in this report include outdoor classrooms, interpretive exhibits, hunting, fishing, trapping, wildlife observation, and law enforcement. This SBIR project delivers an on-board structural health-monitoring (SHM) system with embedded sensors that sense mechanical impedance deviations to flag incipient damage in time to recover from or prevent in-flight failures. This Component Damage Mitigation (CDM) system integrates early damage detection with failure recovery measures such as self-healing fasteners. Implications of the innovation Next Generation Air Transport Systems bring increasingly demanding weight and performance needs that encourage aircraft to operate relatively close to their design limits?minor structural failure can mean rapid catastrophe. On-board sensing, diagnostic, and damage mitigation capabilities are needed for early correction of incipient damage. However, no practical system exists. We address this deficiency by building on our existing SHM unit and incorporating damage mitigation. Technical objectives CDM leverages our work in impedance-based SHM. Our current prototype consists of a single custom electronics board, and is a TRL 5 unit. We have demonstrated field operation in Boeing launch simulation tests and on full-scale wind turbine blades. We propose to integrate our current approach with damage mitigation measures and to create a practical single-chip solution. We include computer modeling that generates virtual data in our sensor validation. Research description Phase 1 establishes feasibility for a single-chip approach based on the impedance method, and demonstrates damage mitigation on a model self-healing fastener. Phase 2 completes and validates single chip development, integrates damage detection and mitigation, and delivers an operational unit. Anticipated results Phase 1 demonstrates damage detection/mitigation integration and provides a detailed chip roadmap. Phase 2 delivers an operational unit that performs integrated damage detection, monitoring, and mitigation in crucial propulsion system and airframe components.
