This handbook provides a strategy for anyone who must identify priorities refuge resources of concern that will guide future refuge wildlife and habitat management. It summarizes existing guidance and provides a process that will give you information and products needed to write a Comprehensive Conservation Plan or a Habitat Management Plan as well as products critical to both short and longterm management decisions on your refuge. The following pages guide users through Eight Steps to determine a refuges resources of concern and management priorities. In addition, Work Product sections associated with each step define actual products that you can develop by applying the process. These work products are designed to contribute to critical stages of Comprehensive Conservation Plan and Habitat Management Plan development. The products build upon one another, and, in many cases, will become part of the final Comprehensive Conservation Plan or stepdown plans.

These data are an Integrated Ocean and Coastal Mapping (IOCM) Product of coastal New Hampshire. The images were acquired from a nominal altitude of 5,000 feet above ground level (AGL), using an Applanix Digital Sensor System (DSS). Imagery products are true color (RGB) and infrared (IR) images. The IR images were acquired with a 850 nm cut on filter. Images have been orthorectified and mosaiced to produce a seamless data set. This imagery was acquired by the NOAA Remote Sensing Division to support NOAA's IOCM requirements. It is not intended for mapping, charting or navigation. Clouds may be present in the imagery. Mosaic data have not been histogram stretched and only minimal color balancing has been performed. The ground sample distance (GSD) for each pixel is 0.5 m.

Popis
The National Data Buoy Center (NDBC) established the Coastal-Marine Automated Network (C-MAN) for the National Weather Service in the early 1980's. NDBC has installed approximately 50 C-MAN stations on lighthouses, at capes and beaches, on near shore islands, and on offshore platforms. NDBC has deployed over 100 moored (a.k.a., weather) buoys in coastal and offshore waters from the western Atlantic to the Pacific Ocean around Hawaii, and from the Bering Sea to the South Pacific. C-MAN and moored buoy data typically include barometric pressure, wind direction, speed and gust, and air temperature; however, some C-MAN stations are equipped to also measure seawater temperature, water level, waves, and relative humidity. Moored buoys measure wave energy spectra from which NDBC derives significant wave height, dominant wave period, and average wave period. In addition, many moored buoys measure the direction of wave propagation. In collaboration, NDBC and the National Oceanographic Data Center (NODC) are archiving these data from C-MAN and moored buoys. This NODC Accession is part of the collaboration and it contains netCDF (version 4) files with the data collected during September 2012.

Surf reports are typically made several times per day at select locations around Oahu, primarily by Honolulu City and County lifeguards and the Surf News Network, Inc. Wave heights are reported in Hawaii Scale Feet, which systematically underestimates breaker size by as much as one-half. Although exactly when and why this tendency originated is highly disputed, it became the primary means of communicating surf size by the late 1960s. From publicly available surf reports and other notes from reputable surfers, Mr. Larry Goddard logged heights from 1968 through September 1987 and Mr. Patrick Caldwell has done similarly from September 1987 to 2004. The caretakers of the dataset typically cross-check observations among the various reporters for quality control. The daily value in the GC set represents the upper end of the reported height range, which is roughly equivalent to H1/10, for the observing time and location with the highest breakers along a given coast facing a similar direction. For the north shore, most observations are taken at Sunset Point, which is usually one of the areas of highest surf under the dominant northwest swells. For days of extreme surf with heights greater than 15 HSF, visual observations are reported from Waimea Bay, where breakers are closer to shore. For the south shores, Ala Moana is usually the reporting site. Observations from the west and east side of Oahu have also been recorded although these reports are of lower quality. Comparisons of the GC database to 1981-2002 data from NOAA buoy 51001, which is located roughly 400 km west-northwest of Oahu, show the north shore surf observations are temporally consistent with the shoaling-only, buoy-estimated breaker heights and have an uncertainty of 10 to 15% of the surf height.

This data set contains vector lines representing inland linear hydrography features used in the creation of the Environmental Sensitivity Index (ESI) for Western Alaska. The STREAMS data set comprises a portion of the ESI for Western Alaska. ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil. The ESI data include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources.
