These figures are not official statistics. They are internal workforce management information published in the interests of transparency. These figures have not been reconciled centrally with any National Statistics. Where differences appear between the monthly information and National Statistics, clarifying comments will be provided. The ONS quarterly public sector employment statistics provide an official headline measure for comparing the overall size of employment in central government organisations with other sectors of the economy at the relevant quarterly reference point. Given the wide range of organisations covered, caution should be exercised when drawing inferences from the figures and care should be taken when making comparisons between organisations.

The Government has published the Business Plan Quarterly Data Summaries (QDS) The QDS are designed to fit on a single page to provide a quarterly snapshot on how each department is spending its budget, the results it has achieved and how it is deploying its workforce. The QDS follows commitments made at Budget 2011 and the Written Ministerial Statement on Business Plans. Their primary purpose is to make more of the management information currently held by government available to members of the public on a regular basis. This information is not audited and the quality and accuracy of the data needs to dramatically improve. However, over time with improvements in data quality and timeliness the public will be able to judge the performance of each department in a meaningful and understandable manner. We intend for an annual version of this information to be formally laid in Parliament in the Annual Report and Accounts for July 2011/12 onwards. The information is presented in excel format to allow the information to be presented in a re-usable format. The QDS template is the same for all departments, though many of the individual indicators are unique to the department (especially input and impact indicators). This is the first time Government has published this kind of information, and while this is a good start, there is room for improvement. Before using this data people should ensure they take full note of the caveats noted in each Department’s measurement annex and treat with necessary caution. At the moment, people should not be using this data to make direct comparisons between departments for several reasons. Firstly, the business of each department is unique and it does not make sense to compare some measures across all departments. Secondly, many of the measures are not directly comparable because they do not have common definitions, time periods, or data collection processes. We will be updating regularly the QDS each quarter with the next publication following in October 2011.

The Government’s Public Bodies Review in 2010 covered over 900 public bodies and was initiated to increase transparency and accountability, to cut out duplication of activity, and to discontinue activities which are simply no longer needed. The public bodies under review included Non-Departmental Public Bodies (NDPB), Public Corporations and Non-Ministerial Departments. The 2010 Review tested whether the bodies’ functions were needed and, if they were, whether each body should continue to operate at arm’s length from Government. This decision was based upon whether they met one or more of three tests: • Does it perform a technical function? • Do its activities require political impartiality? • Does it need to act independently to establish facts? As a result of the review, over 200 bodies are proposed for abolition, over 170 bodies will be merged into fewer than 80 bodies and a further 120 bodies will be retained but substantially reformed. The public bodies landscape will ultimately be reduced by over 300 bodies by the end of the Spending Review period in 2014-15. The Foreign and Commonwealth Office (FCO) records archive contains an estimated 1.2 million files in paper, microform and other formats. Most of these records are housed in a dedicated records management facility at FCO Hanslope Park. The archive is managed by the Archive Management Team (AMT). The function of the archive is to preserve records which are not in day-to-day business use by the FCO and which (following a selection process) may ultimately transfer to The National Archives (TNA). Around 50% of the records in the archive are FCO departmental or post files. Another 50% are FCO special collection archive files. These special collection records consist of around 600,000 files outside the FCO corporate file plan. The records relate to the work of the FCO and may have been created by the FCO or its predecessors (such as the Colonial Office) as well as by other organisations. In line with the recommendations of the Cary report into the colonial administration files, the FCO has recently completed a full inventory of its archive holdings. This detailed inventory is now available through the link below. The inventory was created for the FCO by a specialist external company and its primary purpose was to capture information about the special collections. These are the records covered in the most detail, including in many cases a summary of the content of the record series. However, FCO departmental and post archive record series are also listed. The linear meterage of each record series is an estimate based on the standard dimensions of archival boxes. The item count is also an estimate and is specific to the type of record. For instance a single map or a single paper file (which may contain around 100 pages) each count as one item. For microfilm, every sequence of one hundred images is counted as one item (by analogy with the size of a typical paper file) and it is assumed that each roll of microfilm contains a full set of images. The inventory linked below is a snapshot of a working tool which is continually being updated by the FCO’s Archive Management Team. We will periodically publish updated versions of the inventory.
