Description

An orthoimage is remotely sensed image data in which displacement of features in the image caused by terrain relief and sensor orientation has been mathematically removed. Orthoimagery combines the image characteristics of a photograph with the geometric qualities of a map. For this dataset, 2-foot pixel resolution natural color digital orthimages were obtained from the West Virginia Statewide Addressing and Mapping Board. The orthoimages were mosaicked and reprojected by the USGS from the original 2-foot pixel, West Virginia North and South State Plane (feet) Coordinate Systems to Universal Transverse Mercator (UTM) (meters), Zone 17, NAD83 datum. Each orthoimage (DOQQ) provides the equivalent to a quarter of a 7.5-minute map (3.75 minutes of latitude and longitude) with overedge. The overedge is approximately 300 meters beyond the extremes of the corners of coverage. The naming convention is based on the U.S. Geological Survey 1:24,000 Topographic Map Series with the quadrant abbreviation, i.e. athens_ne.tif, etc. This data set covers the entire state of West Virginia including into UTM zone 18 on the east edge.

Digital orthoimages have the geometric characteristics of a map, and image qualities of a photograph. (Source: Circular A-16, p. 16) These files contain Digital Orthophoto files for the State of Virginia developed from imagery acquired in spring 2006 and 2007. In the spring of 2006, the Commonwealth of Virginia, through the VGIN of the VITA contracted with the Sanborn Map Company to provide aerial data acquisition, ground control, aerotriangulation and development of statewide DTM and digital orthophotography. Approximately 15% of the State was acquired in the year 2006 and the balance in 2007. All data acquired in 2006 is jurisdiction based. The data acquired in 2007 includes overlap along the boundaries of jurisdictions captured in the previous year 2006. This ensures each jurisdiction has full coverage from either Year 2006 or 2007 without 'mixing' imagery vintage along the edge of a jurisdiction. The project encompasses the entire land area of the Commonwealth of Virginia. The State boundary is buffered by 1000'. Coastal areas of the State bordering the Atlantic Ocean or the Chesapeake Bay are buffered by 1000' or the extent of man-made features extending from shore. The entire State was intially designed to support 1"=200' (1:2400) scale mapping. Jurisdictions throughout the State were provided an option to upgrade to a 1"=100' (1:1200) map scale. All data development processes for the DTM conform to the ASPRS Draft Aerial Photography Standards (1995) and Model Virginia Map Accuracy Standards (1992), which generally follow the ASPRS Accuracy Standard for Large-Scale Mapping (1990) for relevant mapping scales. The DTM supports the creation of 6-inch or 1-foot map orthoimagery at the relevant scales.

Description

Light Detection and Ranging (LIDAR) is a method of locating objects on the ground using aerial-borne equipment. It is similar to RADAR or SONAR in that the two-way travel time of an energy beam reflected off an object is precisely measured, but this technology uses laser light instead of radio or sound waves. This technology has proven very useful in remote sensing of the earth. It can be used for determining elevations of both the earth's surface and items (natural and man-made) on the surface. Analysis of LIDAR data is used in detailed modeling of the earth's surface for drainage and floodplain studies, determining how a new structure will affect views from various locations, shoreline erosion studies, and other reasons. This data set contains only the bare earth mass points. Bare earth points represent ground features. Features that are above ground, such as buildings, bridges, tree tops, etc, have been eliminated. Mass points may appear to have "holes" with no elevation values in areas where the surface could not be determined, such as very dense forests or urban areas. A DEM has been created as a representation of the LIDAR information and is submitted for the Develop Topographic Task.

The VBMP project encompasses the entire land area of the Commonwealth of Virginia. The State boundary is buffered by 1000 feet. Digital Terrain Data to generate 1-foot resolution digital orthoimagery was developed over the majority of urban/suburban areas of the Commonwealth covering approximately 7,167 square miles and for 2-foot resolution digital orthoimagery over the rural areas of the Commonwealth covering approximately 31,923 square miles as defined by VGIN. Digital Terrain Model data to develop 6-inch resolution digital orthoimagery was generated in limited urban areas covering approximately 1000 square miles. This version of the VBMP metadata accompanies initial data distribution.
