These files contain 2-foot GSD high-resolution orthorectified aerial image map products in GeoTIFF version 6.0 file format. GeoTIFF files are uncompressed raster images complete with coordinate information. The VBMP project encompasses the entire land area of the Commonwealth of Virginia. The State boundary is buffered by 1000 feet. Coastal areas of the State bordering the Atlantic Ocean or the Chesapeake Bay are buffered by 1000 feet or the extent of man-made features extending from shore. 1-foot resolution digital orthoimagery was developed over the majority of urban/suburban areas of the Commonwealth covering approximately 7,167 square miles and 2-foot resolution digital orthoimagery was developed over the rural areas of the Commonwealth covering approximately 31,923 square miles as defined by VGIN. 6-inch resolution digital orthoimagery was developed in limited urban areas covering approximately 1000 square miles.

Digital color orthophotography of the State of West Virginia (West Virginia State Plane Coordinate System North Zone). The W.V. state plane system has two cartographic zones, north and south. This data set consists of 10,000' x 10,000' uncompressed 24-bit natural color TIFF files at a pixel resolution of 2.0' and 10,000' x 10000' compressed 24 bit-bit natural color MrSid files at a pixel resolution of 2.0'. Digital orthophotography combines the image characteristics of a photograph with the geometric qualities of a map. Digital orthophotography is a process which converts aerial photography from an original photo negative to a digital product that has been positionally corrected for camera lens distortion, vertical displacement and variations in aircraft altitude and orientation. The imagery was captured at a negative scale of 1" = 2400' in the spring of 2003 for the purpose of producing natural color digital orthophotos at a 2' pixel resolution. The ortho-rectification process has achieved less than 9.8' ft. horizontal accuracy at a 95% confidence level.

(Source: Circular A-16, p. 16) This data set contains imagery from the National Agriculture Imagery Program (NAIP). NAIP acquires digital ortho imagery during the agricultural growing seasons in the continental U.S.. A primary goal of the NAIP program is to enable availability of ortho imagery within one year of acquisition. NAIP provides two main products: 1 meter ground sample distance (GSD) ortho imagery rectified to a horizontal accuracy of within +/- 3 meters of reference digital ortho quarter quads (DOQQ's) from the National Digital Ortho Program (NDOP); and, 2 meter GSD ortho imagery rectified to within +/- 10 meters of reference DOQQs. The tiling format of NAIP imagery is based on a 3.75' x 3.75' quarter quadrangle with a 300 meter buffer on all four sides. NAIP quarter quads are formatted to the UTM coordinate system using NAD83. NAIP imagery may contain as much as 10% cloud cover per tile. This file was generated by compressing NAIP quarter quadrangle tiles that cover a county. MrSID compression generation 3, with mosaic option, was used. Target values for the compression ratio are (15:1) and the maximum compression levels are used.

Coastal study as defined in FEMA Guides and Specifications, Appendix D: Guidance for coastal Flooding Analyses and Mapping submitted as a result of a coastal study. appendix D notes that a variety of analytical methodologies may be used to establish Base (1-percent-annual-chance) Flood Elevations (BFEs) and floodplains throughout coastal areas of the United States. Appendix D itemizes references for the methodologies currently in use by FEMA for specific coastal flood hazards, provides general guidance for documentation of a coastal flood hazards analysis, specifies flood hazard analysis procedures for the Great Lakes coasts, and outlines intermediate data submission for coastal flood hazard analyses with new storm surge modeling and revised stillwater flood level (SWFL).
