This data set contains OCS block outlines in ArcGIS shape file format for the BOEM Atlantic Region. OCS blocks are used to define small geographic areas within an Official Protraction Diagram (OPD) for leasing and administrative purposes. These blocks have been clipped along the Submerged Lands Act (SLA) boundary and along the Continental Shelf Boundaries. This data set contains Official Protraction Diagram (OPD) outlines in ESRI shapefile format. Atlantic Region OPDs are approximately 2 degrees wide by one degree high. OPDs are further subdivided into blocks that are 4800 x 4800 meters on a UTM plane (but this file does not include those blocks - only the OPD outline). Where the OPD hits the UTM zone boundary, that zone boundary will be a geodesic line - which will appear slightly curved on the UTM plane. OPDs are numbered using the United Nations International Map of the World Numbering System, and are generally named for land or hydrographic features contained within the limits of the diagram. This file also includes the dividing line between the Atlantic Region and the Gulf of Mexico Region in the area of the Florida Keys. This data set contains the Submerged Lands Act (SLA) boundary line (also known as State Seaward Boundary (SSB), or Fed State Boundary) in ESRI shapefile formats for the BOEM Atlantic Region. The SLA boundary defines the seaward limit of a state's submerged lands and the landward boundary of federally managed OCS lands. In the BOEM Atlantic Region it is projected 3 nautical miles offshore from the baseline. Further information on the SLA and development of this line from baseline points can be found in OCS Report MMS 99-0006: Boundary Development on the Outer Continental Shelf http://www.boemre.gov/itd/pubs/1999/99-0006.PDF. Due to slight differences in process and purpose, NOAA's 3 nautical mile line depicted on its charts may differ in some areas from the SLA boundary depicted on BOEM maps and OPDs and should not be confused with the SLA boundary. Therefore this boundary is the only boundary that should be used to depict state/federal seperation of jurisdiction for submerged lands. At higher latitudes (48-75 degrees) OPDs are 3 degrees wide. The Submerged Lands Act (SLA) boundary, along with the Continental Shelf Boundary (CSB), the Limit of Protraction were used to complete the polygons for the Planning Areas. Because GIS projection and topology functions can change or generalize coordinates, and because shapefiles can not represent true arcs, these GIS files are considered to be approximate and are NOT an OFFICIAL record for the exact block coordinates or areas. The Official Protraction Diagrams (OPDs) and Supplemental Official OCS Block Diagrams (SOBDs) serve as the legal definition for BOEM offshore boundary coordinates and area descriptions. If any discrepancies are found between these shapefiles and the OPDs and SOBDs, it is the OPD and SOBD diagrams which take precidence. Also note that the BOEM cadastre is developed on a UTM projection, and most Planning Areas span multiple UTM zones. This means that area values computed from these shapefiles will not match the official BOEM areas.

Description
Nearshore areas within Long Island Sound are of great interest to the Connecticut and New York research and management communities because of their ecological, recreational, and commercial importance. However, although advances in multibeam echosounder technology permit the construction of detailed digital terrain models of seafloor topography within deeper waters, limitations inherent with collecting multibeam data make using this technology in shallower waters (<10-m deep) more difficult and expensive. These limitations have often resulted in gaps of no data between multibeam bathymetric datasets and the adjacent shoreline. To address this problem, complete-coverage multibeam bathymetry acquired offshore of New London and Niantic Bay, Connecticut, has been integrated with hydrographic LIDAR acquired along the nearshore. The result is a more continuous seafloor perspective and a much smaller gap between the digital bathymetric data and the shoreline. These datasets are provided as ESRI grid and GeoTIFF formats in order to facilitate access, compatibility, and utility.
