Description

Intelligent Automation, Inc. (IAI) proposes the design and validation of a dynamic integrated arrival/departure scheduler. In contrast to current approaches, we propose changing arrival and departure runway assignments dynamically based upon the traffic situation, weather conditions, surface congestion, and planned departure pushbacks as well as planned arrivals flowing into the terminal area from the enroute centers. Testing of the concept will be done in a virtual software environment, first using an analytic environment and later with humans-in-the-loop (controllers and pilots). When complete, this project has the potential to provide (1) a strategy to handle the FAA's Best-Equipped Best-Served concept at airports, (2) a significant increase in Metroplex capacity without building additional runways and (3) support for a new aviation business model in which flights are scheduled to Metroplexes rather than specific airports. To accomplish these goals, this effort will develop a controller that dynamically assigns arrival and departure slots available at a given runway based on the valuation of an "integrated capacity utilization metric." The metric will be a function of arrival/departure demand, arrival queue lengths at fixes and surface departure queues. The result is a more efficient use of airport resources than provided by currently available controllers.

Description

In a recently completed NASA SBIR program, Agiltron and the Massachusetts Institute of Technology developed a novel nanoporous UV anti-reflection coating technology for complex plastic optics. This coating is based on recent breakthroughs in self-assembled low index multilayer structures achieved at MIT, combined with Agiltron's mist coating processes. The UV AR coatings consisted of inter-connected oxide nanoparticles in the form of a 3D porous network. We successfully demonstrated this AR coating on a 3" by 3" PMMA plate and 1.25" diameter Fresnel lens with suppressed surface reflection below 1% in the UV range. The coating adhesion also passed standard optical surface cleaning procedures recommended by NASA. In this current SBIR program, Agiltron proposes to scale up the coating process to coat large scale PMMA Fresnel lens surfaces up to 0.25 meters in diameter in Phase I and 1 meter in diameter in Phase II. Agiltron will closely work with NASA to develop the evaluation process for coating uniformity and optical performance.

School District Finance Survey, 2006-07 (F-33 2006-07) is a study that is part of the Common Core of Data (CCD) program; program data available since 1990 at . F-33 2006-07 (http://nces.ed.gov/ccd/f33ageninfo.asp) is a universe survey that is designed to provide finance data for all local education agencies (LEAs) that provides free public elementary and secondary education in the United States. The data file for F-33 2006-07 contains 16,394 records representing the public elementary and secondary education agencies in the 50 United States and the District of Columbia. Key statistics produced from F-33 2006-07 are expenditures by object and function, indebtedness, and revenues by source. The F-33 is collaboration by the National Center for Education Statistics (NCES) and the Census Bureau. Census is the primary collection agent. Census refers to the collection as �the Annual Survey of Local Government Finances: School Systems and releases its own version of the data file and publication based on that file. The NCES and Census files differ in their inclusion of independent charter school districts, the classification of some revenue items, and the inclusion of some expenditure items.

The Umpqua River drains 12,103 square kilometers (4,673 square miles) in southwest Oregon before flowing into the Pacific Ocean at Winchester Bay near the city of Reedsport. In cooperation with the Portland District of the U.S. Army Corps of Engineers (USACE), the USGS evaluated sediment transport and gravel storage along the downstream alluvial reaches of the North and South Umpqua Rivers and the entire mainstem Umpqua River. This includes the lower 46.8 kilometers (29.1 miles) of the North Umpqua River and the lower 122.6 kilometers (76.2 miles) of the South Umpqua River. The Umpqua River gravel transport study involved multiple analyses, including tracking patterns of historical channel change and estimation of a sediment budget. To support these analyses, digital channel maps were produced to depict channel and floodplain conditions along the Umpqua River system from different time periods.

Hydrographic and Impairment Statistics (HIS) is a National Park Service (NPS) Water Resources Division (WRD) project established to track certain goals created in response to the Government Performance and Results Act of 1993 (GPRA). One water resources management goal established by the Department of the Interior under GRPA requires NPS to track the percent of its managed surface waters that are meeting Clean Water Act (CWA) water quality standards. This goal requires an accurate inventory that spatially quantifies the surface water hydrography that each bureau manages and a procedure to determine and track which waterbodies are or are not meeting water quality standards as outlined by Section 303(d) of the CWA. This project helps meet this DOI GRPA goal by inventorying and monitoring in a geographic information system for the NPS: (1) CWA 303(d) quality impaired waters and causes; (2) hydrographic statistics based on the United States Geological Survey (USGS) National Hydrography Dataset (NHD); and (3) special designations recognizing waters of exceptional quality as defined in State water quality standards. Hydrographic and 303(d) impairment statistics were evaluated based on a combination of 1:24,000 (NHD) and finer scale data (frequently provided by state GIS layers). Information on State-designated uses and waters of exceptional quality are only available for a limited number of parks at this time.

The goal of this project is to provide a preliminary overview, at a National scale, the relative susceptibility of the Nation's coast to sea-level rise through the use of a coastal vulnerability index (CVI). This initial classification is based upon the variables geomorphology, regional coastal slope, tide range, wave height, relative sea-level rise and shoreline erosion and accretion rates. The 1981 Caribou Rangifer tarandus Productivity and Range Investigation consisted of 5 major concentrations; winter work in February and March, a May calving survey, summer and fall range work, a peakoftherut count in October, and repairs to range exclosures. This report will outline the methods used for each concentration, and the results obtained. Since this is an ongoing project, this report will include only work done through October 1981.
