Description

The Climate Prediction Center (CPC) issues a probabilistic one-month temperature outlook for the United States twice a month. CPC issues an initial monthly outlook with a lead time of 0.5 months on the third Thursday of every month. CPC issues an updated version of the monthly outlook with a lead time of 0.0 months on the last day of each month. For example, in mid-January, CPC will issue a One-Month Probabilistic Temperature Outlook for February. An updated version of this outlook (valid for February) would then be issued at the end of January. New outlooks, valid for March, would then be released in mid-February and the end of February, respectively. CPC expresses the outlooks in a 3-category probabilistic format as the chance the mean temperature for the period will be above, below, or near normal. CPC bases its definition of above normal, near normal, and below normal by dividing a thirty year climatology into equally likely thirds comprising 10 cases each. Note that the base period for the thirty year climatology (currently beginning in 1981 and ending in 2010) is updated once per decade. The top 10 (warmest) cases of this thirty year climatology define the above normal category, the bottom 10 (coldest) cases define the below normal category, and the middle 10 cases define the near normal category. CPC indicates the probability of the most likely category with shaded contours and labels the centers of maximum probability with the letters "A" (for Above Normal), "B" (for Below Normal), or "N" (for Near Normal). For areas where a favored category cannot be determined, CPC indicates those areas with an "EC" meaning "Equal Chances". CPC also accompanies the outlook maps with a technical discussion of the meteorological and climatological basis for the outlooks. CPC may include analysis of statistical and numerical models, meteorological and sea-surface temperature patterns, trends and past analogs, and confidence factors in this technical discussion.

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk Information And supporting data used to develop the risk data. The primary risk; classificatons used are the 1-percent-annual-chance flood event, the 0.2-percent- annual-chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the UTM projection and coordinate system. The Analog Marine Geophysical Underway data file consists primarily of seismic data and some bathymetry, magnetics, and gravity data. Most of the data are released to NGDC in microform packages; microfilm, microfiche exceptions include deep penetration seismic record sections and maps released in full or half scale. The data cover approximately 5 million miles of worldwide oceans and have been collected by various academic institutions, government agencies and foreign governments. Data are quality checked, master and backup copies produced and disseminated upon request. These seismic data include Lease Sale (LS) data which are a collection of marine geophysical data in a particular area and common depth point (CDP) data consisting of multichannel high-resolution underway seismic records. Shot-point navigation and occasionally annotated bathymetry accompany the seismic data. The data were released mainly from the US Geological Survey (USGS), and the Minerals Management Service (MMS). Output Media: sections, maps, 35-mm microfilm, magnetic tapes, text and microfiche. In most cases, the microfilm has been scanned and data available as tiff images.

This data set provides estimates of different forms of naturally occurring soil phosphorus (P) including labile inorganic P, organic P, occluded P, secondary mineral P, apatite P, and total P on a global scale at 0.5-degree resolution. The data were assembled from chronosequence information and global spatial databases to develop a map of total soil P and the distribution among mineral bound, labile, organic, occluded, and secondary P forms in soils. Uncertainty was calculated for the different forms. The data set has no explicit temporal component -- data were nominally for the pre-industrial period ca. 1850.The estimated global spatial variation and distribution of different soil P forms presented in this study will be useful for global biogeochemistry models that include P as a limiting element in biological production by providing initial estimates of the available soil P for plant uptake and microbial utilization (Yang et al., 2013).There is one netCDF data file (.nc) with this data set.

KalScott Engineering, and the subcontractor, Princeton University propose the development and demonstration of compact and robust methane sensor for small Unmanned Aerial Systems (s-UAS) by synthesizing state-of-the-art, laser-based detection methods with the rapidly increasing s-UAS market. The overall goal of this project is to develop and demonstrate (via flight test) laser-based flight-weight methane sensors. In Phase I, the sensor will be built and lab-tested, followed by initial flight tests on KalScott's Cessna 210. In Phase II, a refined version of the sensor will be built, and flight tested, first on the Cessna, and then on a small UAS.

Federal onshore lands contain an estimated 20 percent of the oil and 25 percent of the undiscovered natural gas resources in the United States (U.S. Bureau of Land Management, 2006) and the BLM has identified the Upper Colorado River Basin (UCRB) as an area with high potential for continued energy development (U.S. Bureau of Land Management, 2002). The UCRB drains portions of Arizona, Colorado, New Mexico, Utah, and Wyoming and is part of the largest river basin in the southwestern United States. A significant volume of known and potential oil and gas reserves lies in the sedimentary basins of the UCRB (Huffman, 1995; U.S. Geological Survey 2002a; U.S. Geological Survey 2002b; U.S. Geological Survey 2002c) and an average of 4,527 wells per year was started on Federal land in the five UCRB states in fiscal years (FY, October 1 to September 30) 2006 and 2007 (U.S. Bureau of Land Management 2008). An average of 2,462 wells per year were drilled between FY 2000 and 2005. 1,284 wells were drilled per year on average in the preceding 10 year period from FY 1990 to 1999. Increased drilling activity has raised concerns that land disturbance from drilling activity may have an affect on surface water quality in the basin. Existing and planned land disturbance data are not regularly or consistently compiled at the state or regional level. Regional-scale compilation, synthesis, and analysis of data defining energy development-related land disturbance and water quality in the UCRB may help to improve understanding of the potential cumulative effects of current and projected energy development on land cover changes in the basin. The location of known oil and gas wells was compiled from state oil and gas databases and merged into a single oil and gas well dataset for the UCRB. The reported status of each well was used to classify the well into two categories: disturbed or not disturbed. Disturbed wells are likely associated with land disturbance. The classified wells were used to estimate the location and extent of energy related land disturbance in the basin. The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The purpose of this file is to provide the geography for the 2010 Census Blocks along with their 2010 housing unit count and population. The innovation proposed here is a computational framework for high performance, high fidelity computational fluid dynamics (CFD) to enable accurate, fast and robust simulation of unsteady turbulent, reacting or non-reacting flows involving real or ideal fluids. This framework will provide a state-of-the-art unsteady turbulent flow simulation capability by laying the foundation for the incorporation of Hybrid RANS-LES (HRLES) methods which are a blend of Reynolds Averaged Navier-Stokes (RANS) and Large Eddy Simulation (LES) approaches. This design and analysis tool will be built on a currently existing solver called Loci-STREAM which has been developed by the proposing firm under funding from NASA over the last four years. The work proposed here will result in a state-of-the-art design and analysis tool to enable the accurate modeling of small valves, turbopumps, combustion devices, etc. which constitute critical components of versatile space propulsion engines with deep throttling capability as part of NASA's Vision for Space Exploration Mission. Of particular relevance to NASA, this design and analysis tool will provide improved understanding and quantification of the time-varying, reacting flow environments in the thrust chamber assembly of space propulsion engines.

The glacier data basin division is based on a simplified version of the World Glacier Monitoring Service (WGMS) system. The U.S. Geological Survey, in cooperation with the National Oceanic and Atmospheric Administration and the Connecticut Department of Environmental Protection, has produced detailed geologic maps of the sea floor in Long Island Sound. These studies have built upon cooperative research with the State of Connecticut that was initiated in 1982. This research program is currently studying sea-floor sediment distribution, processes that control sediment distribution, nearshore environmental concerns, and the relation of benthic community structures to the sea-floor geology. Detailed maps of the sea floor are needed to aid in interpretation of the sea-floor geology. Therefore, sidescan-sonar data have been collected in areas of interest. Although these mosaics from NOAA surveys H11043, H11044, and H11045 in north-central Long Island Sound have been interpreted in prior reports, we have enhanced these three mosaics in order to minimize tonal artifacts created by the mismatching of backscatter in adjacent track lines. The enhanced mosaics provide a clearer image of the sea-floor geology.

Ecological indicators can facilitate Ecosystem-based Management, but only if targets for indicators exist. Because targets are an expression of the desired state of the ecosystem, establishing targets must include ecological understanding and societal values. This project will develop a unique approach for identifying scientifically rigorous ecosystem targets that explicitly consider social perspectives. Focusing on the PSP species and food web goal, we will: 1) Identify a set of critical ecosystem attributes, and use a food web model to examine changes to these attributes as a result of simulated changes of nearshore habitat and water quality; and, 2) Conduct social norm analyses in which stakeholders are asked to rate the desirability of a range of potential ecosystem conditions. This data set contains topographic/geomorphological data associated with the four Intensive Study Areas (ISAs) in the Northern Ecuadorian Amazon (northern Oriente) that are part of the University of North Carolina's Carolina Population Center (CPC) Ecuador Projects study. Study area boundaries were developed directly from 1:50,000 topographical maps. Point elevation features and 20-meter elevation contours were digitized from these same maps. Digital elevation models (DEMs) were derived from these elevation data and, in turn, terrain aspect and terrain slope were derived from the digital elevation models. Only boundary data were provided for the southwestern ISA. These data are provided in ESRI shapefile format and GeoTiff. There are six compressed (*.zip) data files with this data set.

The cornerstone of the evaluation of Project GATE was random assignment. A total of 4,198 applicants to Project GATE were randomly assigned to either the program group or the control group. Members of the program group were offered GATE services; members of the control group were not. This dataset is the final data from the evaluation and includes administrative data from the six and eighteen month follow-ups and survey data from the six month, eighteen month, and sixty month follow-ups of program participants.

SSCI, in collaboration with University of Texas, Austin (UTA), proposes to develop, integrate, implement and test a novel framework for the design and performance evaluation of Guidance, Naviagation & Control algorithms for spacecraft Autonomous Rendezvous and Docking (AR\&D). The framework is referred to as the GUARD (GUidance, Navigation and Control for AR\&D), and will include a suite of advanced navigation, optimal trajectory generation, Failure Detection and Identification (FDI), and constrained adaptive fault-tolerant guidance and control algorithms that can be tailored to a specific AR&D mission and tested with respect to a given set of requirements and specifications. Specific Phase I tasks include: (i) Develop GN&C-oriented and high-fidelity dynamic models for AR&D; (ii) Develop Optimal AR&D Algorithms under non-convex constraints; (iii) Develop Constrained Control Algorithms; (iv) Integrate the G&C Algorithms with Vision-based Navigation Algorithm; and (v) Carry out initial simulation testing & performance evaluation. Phase II will be focused on further maturation of the approach, rigorous Verification and Validation of the overall GUARD system, and its implementation on an experimental test bed at UTA. Dr. Behcet Acikmese of UTA will be our subcontractor under the project.
