The present report concerns the arboviruses of Eastern equine encephalitis EEE , Western equine encephalitis WEE, Venezuelan equine encephalitis VEE, and St. Louis encephalitis SLE. The first three, EEE, WEE, and VEE, are all viruses which are capable of causing morbidity and morbidity in equines and man. Vaccination of horses can be accomplished to all three viruses, but at present there are no vaccines for general use in people. It is known that deer and hogs can be infected with all three viruses but to the best of my knowledge, none of these viruses cause mortality in deer or hogs. The virus of SLE is normally found in birds and can cause illness in man. The role of mammals in the natural history of the virus is unknown, but many studies have found antibodies to the virus in wildlife species including deer. A total of 39 deer and 10 hogs were tested for antibodies to these agents. Positive reactions were detected in sera from four animals. Two deer from Monroe County reacted against VES, which is known to be endemic in that part of the state. One hog from Franklin County reacted against E2E, while a deer from the same area reacted to EEE, WEE, and VEE. Results have not been received for another 12 scrum samples submitted from Duval County deer.

The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Linear Water Features includes single-line drainage water features and artificial path features that run through double-line drainage features such as rivers and streams, and serve as a linear representation of these features. The artificial path features may correspond to those in the USGS National Hydrographic Dataset (NHD). However, in many cases the features do not match NHD equivalent feature and will not carry the NHD metadata codes. These features have a MAF/TIGER Feature Classification Code (MTFCC) beginning with an "H" to indicate the super class of Hydrographic Features.

Description
Clear air turbulence (CAT), often referred to as "air pockets," is attributed to Kelvin-Helmholtz instabilities at altitudes generally above 18,000ft, often in the absence of any visual cues such as clouds, making it difficult to avoid. The vortices produced when atmospheric waves "break" can have diameters of 900-1200ft and tangential velocities of 70-85 ft/sec. CAT is dangerous to aircraft, recently demonstrated by United flight 967 from Washington-Dulles to Los Angeles on July 21, 2010, which encountered severe turbulence and landed in Denver with over 30 injured passengers, 21 requiring a hospital visit. Many other incidents attributed to turbulence have caused injuries or deaths to passengers and crew. Another recently-highlighted hazard is the inadequacy of current airspeed sensors on commercial aircraft. Federal investigators have reported that on at least a dozen recent flights by U.S. jetliners, malfunctioning equipment made it impossible for pilots to know how fast they were flying. Michigan Aerospace Corporation (MAC) proposes the Short-Range Clear Air Turbulence Sensor (SR-CATS) system to detect and measure turbulence within an aircraft length ahead of the aircraft, both as a component of a predictive gust alleviation control system. The integration of the SR-CATS instrument with MAC's full air data solution (airspeed, angle of attack and angle of sideslip), a MAC technology already demonstrated in-flight, will be explored. This proposal will focus on combining these capabilities into a practical solution. MAC's direct-detection UV LIDAR technology uses molecular backscatter and so does not require aerosols, as required by many competing approaches.

Seldon Laboratories, LLC, proposes a lightweight, low-pressure water filtration device that harnesses the unique properties of nanoparticles to destroy or remove waterborne pathogens. A 2-inch diameter version of the device is estimated to allow a flux rate of 100 ml/minute at less than 0.05 psi. The device is composed of a conductive material that should limit fouling and promote the efficient recharging of the membrane. The innovation represents a significant advancement in membrane technology as it offers superior filtration effects with significantly reduced operating costs. The device could be incorporated into existing systems or designed as a standalone system for water treatment. Busek proposes to develop radio frequency discharge, gridded micro-ion thruster that produces sub-mN thrust precisely adjustable over a wide dynamic thrust range. Such propulsion is needed to augment and overlap the present micro Newton propulsion such as colloid thruster. The RF was selected to eliminate the internal cathode of the DC discharge ion thrusters. This cathode could be a life limiting component and consumes propellant. Two types of neutralizers are candidates for the proposed thruster and include Busek's carbon nanotube field emission cathode similar to that developed for the ST7 DRS mission and already demonstrated RF discharge cathode which consumes much less flow than comparable hollow cathode. The performance of the proposed RF micro-ion thruster is expected to approach that of the NASA JPL MiXI which represents the state of the art in small ion thrusters with DC discharge. In Phase 1 the RF micro-ion thruster will be build and tested and second generation laboratory device will be designed. MIT, our subcontractor, will initiate the development the RF thruster numerical model to support the experimental effort. In Phase 2 the thruster system will be constructed and demonstrated including the optimized thruster, neutralizer, key parts of the PPU and the feed system.

The National Reporting System for Adult Education, 2006-07 (NRS 2006-07) is part of the Adult Education and Family Literacy program; program data is available since 1997 at . NRS 2006-07 (http://www.nrsweb.org) is a cross-sectional study that was designed to monitor performance accountability for the federally funded, state-administered adult education program. States were required to submit their progress in adult education and literacy activities by reporting data on core indicators of outcomes on all adult learners who receive 12 or more hours of service as well as state expenditures on the adult education program. States could also report on additional, optional secondary measures that included outcomes related to employment, family, and community. The study was conducted using a web-based reporting system of states. NRS 2006-07 is a universe survey, and all states submitted data. Key statistics produced from the study include student demographics, reasons for attending the program, receipt of secondary school diploma or general education development (GED) certificate, placement in postsecondary education or training, educational gain, and employment placement and retention.

A highly efficient and lightweight dual bridge matrix power controller development is proposed that will provide high performance to a solar powered high altitude long endurance (HALE) unmanned air vehicle (UAV), Solar Deck 24-7, that can stay aloft for an indefinite period of time (Goal > 5 years) without fuel. This UAV will be able to hover at altitudes greater than 60,000 feet and perform many of the reconnaissance, communications, and scientific data gathering tasks now performed by geosynchronous satellites at an altitude below low earth orbit thus attaining GEO below LEO. In this Phase I R&D effort, we will define the key requirements and develop the preliminary designs for the dual bridge matrix converter for the UAV application. Simulation models will be developed based on the preliminary design to allow assessment of their performance in the UAV application. . At the end of this Phase I R&D effort, we will have advanced the power controller design to the point where we will be ready to perform detailed design and analysis and build and demonstrate prototype unit during the Phase II effort.

The USGS Central Region Energy Team assesses oil and gas resources of the United States. The onshore and State water areas of the United States comprise 71 provinces. Within these provinces, Total Petroleum Systems are defined and Assessment Units are defined and assessed. Each of these provinces is defined geologically, and most province boundaries are defined by major geologic changes. The Bighorn Basin Province is located in Wyoming and south central Montana. The main population centers within the study area are Cody and Thermopolis, Wyoming. The main highways, I-70 and I-90, generally traverse the area from north to south. The Bighorn River and its tributaries drain the area. The province boundary was drawn to include the geologic structures generally considered to be in or bounding the Bighorn Basin.

An all electric aircraft test bed is proposed to provide a dedicated development environment for the rigorous study and advancement of electrically powered aircraft. The new test bed aircraft will be developed from an existing conventional airframe and provide a dedicated platform to study, design, and test electrically powered propulsion systems for use in commercial, military, and general aviation vehicles and UAV systems. The test bed aircraft will allow various electrical propulsion system technologies to be tested to determine performance, reliability, safety, and cost. These include various motors, motor controllers, batteries, fuel cells, super capacitors, and propeller technologies. Additionally, the platform could be used to investigate performance characteristics unique to electric propulsion, determine the most accurate methods for measuring energy used and remaining, research redundancy possibilities unique to electric aircraft, and possible hybrid-electric power plant systems. An electric aircraft has several significant advantages over a conventional internal combustion driven aircraft. These include zero, or near zero emissions, increased reliability and safety with only one moving part, reduced noise and vibration, increased comfort, and reduced maintenance. RHRC and the University of Illinois propose to develop an all electric test bed aircraft able to systematically evaluate new and existing technologies, which will make these systems, safe, reliable, and cost effective.
