For this revision, STARR conducted over 38 miles of revised Coastal Hazard Analysis that included computing wave runup. STARR utilized 79 transects in this study. No new detailed riverine studies were conducted as part of this countywide FIS. For riverine areas, floodplain boundaries were remapped as part of the countywide update to reflect more recent or more detailed topographic and base map data for the county. The floodplain mapping updates consisted of a mixture of redelineation and rectification (refinement) of existing flood boundaries based on the best topographic data and aerial photography available at the time of the study. Redelineation was limited to areas were new, quality topographic data was available and Base Flood Elevations were previously defined. Redelineation was completed on the detailed study areas of the Naselle River, Salmon Creek and South Fork Naselle River. The detailed study reaches along Ward, Wilson and Whitcomb Creeks near the City of Raymond and the Willapa River near Lebam are not covered by new topographic data and was converted to digital format by digitizing the effective FIRMs and refined by making small adjustments to fit the floodplains to new aerial photography. Approximately 4.3 stream miles, including portions of Naselle River and Salmon Creek were studied with base level methods (Zone A). The boundary of the 1-percent-annualchance flood for the South Fork Naselle River near its confluence with Cement Creek was refined by making adjustments to fit the floodplains to new aerial photography and the new topographic data. Those approximate method reaches not covered by new topographic data were converted to digital format by digitizing the effective FIRMs and refined by making small adjustments to fit the floodplains to new aerial photography to ensure that they overlay the water course they represent. These areas include portions of Salmon Creek and Willapa River.

The development of a polymer laminate with water and oxygen barrier properties suitable for food packaging and preservation on 3-5 year manned space exploration missions is proposed. The laminate is a multilayer structure comprising polymer and inorganic dielectrics that will provide near-hermetic encapsulation of food items for the duration of these missions. The properties and expected benefits of the multilayer packaging include: oxygen transport rate of <<0.005 cc/m2-day; water transport rate of <<0.005 g/m2-day; suitable for retort, microwave, and high pressure sterilization (>135oC); specific weight <40 g/m2 for a 34 micron thick laminate meeting H2O and O2 permeation goals; inorganic content of <2.4 g/m2; contains no metal foils; and, a higher strength-to-weight ratio than current barrier materials, providing a thin high-strength laminate with sufficient ductility for packaging and sealing operations. In Phase I, polymer laminates will be fabricated and characterized by oxygen and water permeation tests to demonstrate barrier properties. Mechanical and accelerated testing, using steam sterilization and high-temperature water immersion, will be included to demonstrate the suitability of the laminate for packaging applications. In Phase II, the manufacturing process would be scaled-up and methods for forming packages, vacuum and inert gas packaging; and heat sealing addressed.

The proposed effort seeks to determine the feasibility of dramatically reducing the manufacturing cost and cycle time of lightweight silicon carbide mirrors by substituting a novel reactive atom plasma (RAP) process for traditional hard tool grinding and lapping. The RAP process employs an inductively coupled plasma torch with common gaseous fluorine compounds to produce a spatially controlled material removal profile. The plasma is scanned over the surface of the material to be shaped under the control of special algorithms to produce the desired optical form. The RAP process exhibits high volumetric material removal rates on SiC and other optical materials. The avoidance of surface and subsurface damage by the use of this non-contact RAP process is expected to significantly reduce the time and cost of optical finishing. RAP-shaped substrates will be polished by several candidate technologies to establish optimum finishing strategies.

This table presents counts of disorders that have been diagnosed by the California Newborn Screening program during the five-year period from 2009 through 2013. Counts of cases are presented by California regions. Disorder counts were suppressed where the statewide total was < 50, or if <5 in any individual region. The regions are combinations of counties having over 50,000 births (see attached Data Dictionary).The disorders included are part of the core recommended panel put forth by the Secretary’s Advisory Committee on Heritable Disorders in Newborns and Children (SACHDNC) established under the Section 1111 of the Public Health Service (PHS) Act, 42 U.S.C. 300b-10, as amended in the Newborn Screening Saves Lives Act of 2008. The Committee recommends that every state newborn screening program include a uniform screening panel that currently includes 31 core disorders; the Genetic Disease Screening program screens for all of the core conditions excluding newborn hearing loss screening and critical congenital heart disease screening which are programs administered by the Department of Health Care Services. Not all disorders are displayed due to small numbers.

<p>Metal patches were developed for the Juno Microwave radiometer instrument at P-band and L-band. The absence of dielectric in the metal patch design obviated issues with static discharge in the Jupiter orbital environment. However, metal patches readily scale to operation at other frequencies, and have excellent loss performance at W-band. Moreover, metal patches can be fabricated accurately using photo-lithographically defined microfabrication techniques that are dielectric free. The metal patch antenna elements that will be developed in this work are intended for use in an array-fed reflector system that is scanned in azimuth through the use of phase shifters in transmit and receive MMICs. This technology will support W-band cloud radar for the Aerosol/Cloud/Ecosystem (ACE) decadal survey mission, as well as other millimeter-wave applications. The focus of this work is to develop the antenna elements and associated feed networks; active electronics will be developed separately. The work will result in the design, fabrication, and testing of a 2x2 element array, termed a unit cell. A much larger feed array will be formed as the linear concatenation of these unit cells in subsequent development work. The unit cell (illustrated below) developed in this work incorporates all of the salient features that are critical to constructing larger scanning arrays, including the microfabricated feed network and the capability to predict scan performance. As a key part of the verification approach, a waveguide adapter fixture to measure network performance and element patterns of the unit cell device.</p>

Description

NASA's Heat Capacity Mapping Mission (HCMM) project collected Earth data in the visible and thermal bands between April 1978 and September 1980. This was an experimental satellite program which observed day and night thermal conditions of Earth's surface. The black and white scenes cover large areas (approximately 500,000 square km at a resolution of 500 meters for the visible channel and 600 meters for the thermal channel. The scale of the imagery is 1:400,000. Areas covered include parts of the United States, western Canada, western Europe, northern Africa, and eastern Australia The HCMR transmitted analog data in real time to selected receiving stations. The radiometer was similar to the surface composition mapping radiometer (SCMR) of Nimbus 5 (72-097A). The HCMR had a small instantaneous geometric field of view of 0.83 mrad, high radiometric accuracy, and a wide 716-km swath coverage on the ground so that selected areas were covered within the 12-h period corresponding to the maximum and minimum of temperature observed. The spacecraft was spin stabilized at a rate of 14 rpm. The HCMM circular sun-synchronous orbit allowed the spacecraft to sense surface temperatures near the maximum and minimum of the diurnal cycle. .
