Description
This section contains the annual CMS financial statements as required under the Chief Financial Officers (CFO) Act of 1990 (P.L. 101-576). The CFO Act marked a major effort to improve U.S. Government financial management and accountability. In pursuit of this goal, the CFO Act instituted a new Federal financial management structure and process modeled on private sector practices. It also established in all major agencies the position of Chief Financial Officer with responsibilities including annual publication of financial statements and an accompanying report. The form and content of this Financial Report follows guidance provided by the Office of Management and Budget, the General Accountability Office, and the Department of Health and Human Services. It reflects CMS support of the spirit and requirements of the CFO Act and our continuing commitment to improve agency financial reporting.

The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the UTM projection and coordinate system. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12000.

Digitial imagery, mpegs and jpegs, captured from mini-DV magnetic videotapes collected with an underwater 3-chip CCD color video camera, deployed from the research submersible, Clelia (owned by Harbor Branch Oceanographic Inst.). Digital clips captured at a minimum of 150 dpi; mpeg file sizes generally range from 0.5 to over 2 Mb. Digital Imagery Captured from Videotapes Recorded during 2001 Clelia Submersible Dives to the Oculina Banks Deep Sea Coral Reefs. The data presented in the Oculina Banks Geographic Information System (OGIS) was collected as part of a cooperative project between: the National Oceanographic and Atmospheric Administration's (NOAA) Undersea Research Program, NOAA Fisheries (also primary sponsor of OGIS), NOAA Ocean Service, NOAA Ocean Exploration Program, the U.S. Geological Survey (USGS)-- Coastal and Marine Geology Program, Harbor Branch Oceanographic Institution (HBOI) and Florida State University. An Oculina Geographic Information System (OGIS) provides a comprehensive, interactive data source for the Oculina Banks Habitat Area of Particular Concern (OHAPC), a marine protected area off the east coast of Florida in 70 to 120 meters of water depth. Data layers include; multi-beam bathymetry, single-beam bathymetry, sidescan mosaics, sediment analyses, resulting interpretative maps of habitat types, video and still imagery from submersible (human occupied and remotely operated vehicles) dive transects and point counts (fish and habitat cover), and dive narratives. This metadata record relates to images captured from videotapes recorded during the 2001 "Islands in the Stream" Expedition, on fourteen "Clelia" submersible dives.

Physical Sciences Inc. (PSI) and Orbitec Inc. propose to develop a unique chemical propulsion system for the next generation NASA science spacecraft and missions that is compact, lightweight, and can operate with high reliability over extended periods of time and under wide range of thermal environments. The system uses a new storable, low toxicity, liquid monopropellant as its working fluid. In Phase I, we have demonstrated experimentally the critical ignition and combustion processes for the propellant and used the data to develop thruster design concepts. Phase I work achieved TRL 3. In Phase II, we propose to develop and demonstrate in the laboratory a proof-of-concept prototype thruster. Phase II will achieve TRL 4+. We envision follow-on Phase II Enhancement (Phase II E) and Phase III programs to advance the TRL to 5 and 6, respectively. Phase III will be the development of a full-scale protoflight propulsion system applicable to a class of NASA missions. On both Phase II E and Phase III programs, we will collaborate with specific NASA programs and the industry to address the cost share component. Following a successful Phase III a space flight demonstration on a NASA mission will advance the TRL to 7.

The purpose of the Endangered Species Act (ESA) is to protect and recover imperiled species and the ecosystems upon which they depend. The U.S. Fish and Wildlife Service (FWS) and the National Oceanic and Atmospheric Administration's National Marine Fisheries Service (NMFS) administer the ESA. Under the ESA, species may be listed as either endangered or threatened. "Endangered" means a species is in danger of extinction throughout all or a significant portion of its range. "Threatened" means a species is likely to become endangered within the foreseeable future. All species of plants and animals, except pest insects, are eligible for listing as endangered or threatened. For the purposes of the ESA, Congress defined species to include subspecies, varieties, and, for vertebrates, distinct population segments. As of March 2011, the FWS had listed 1,967 species worldwide as endangered or threatened, 1,372 of which occur in the United States. Decisions made under the ESA are based on the best scientific information available. Soil organic carbon (SOC) is the carbon held within soil organic constituents (i.e., products produced as dead plants and animals decompose and the soil microbial biomass). Only SOC in the top 20-cm soil layer is estimated for this variable. Data of this variable were generated by the USGS LandCarbon project using the General Ensemble Biogeochemical Modeling System (GEMS) based on selected IPCC emissions scenarios, biogeochemical models, and climate datasets. The spatial extent is the conterminous United States and the temporal extent is from 1992 through 2050. These data are projected to Albers Equal Area in the NAD83 datum at a resolution of 2000 meters and are spatially gridded in GeoTiff format. Units of measure are expressed in g Carbon/m2

Secondary School Arts and Education Survey, 2009 is a study that is part of the Quick Response Information System. FRSS 101 (http://nces.ed.gov/surveys/frss/) is a sample survey that provides national estimates on student access to arts education and the resources available for such instruction in public secondary schools during fall 2009. The study was conducted using mailed questionnaires that could be completed via mail or the web. Follow-up telephone interviews were also conducted. School principals were sampled. The study's response rate was 87 percent. Key statistics produced from FRSS 101 are availability of music, visual arts, dance, and drama/theatre instruction; enrollment in these courses, the type of space used for arts instruction, the availability of curriculum guides for arts teachers to follow, and the number of arts teachers who are specialists in the subject.
