The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk Information And supporting data used to develop the risk data. The primary risk; classificatons used are the 1-percent-annual-chance flood event, the 0.2-percent- annual-chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to earth's surface using the UTM projection and coordinate system. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000.

Description

This dataset contains an ESRI Grid with 3 meter cell size representing the bathymetry of selected portions of seafloor around Tourmaline Bank in Puerto Rico, derived from data collected in 2008. NOAA's NOS/NCCOS/CCMA Biogeography Branch, in collaboration with NOAA vessel Nancy Foster and territory, federal, and private sector partners, acquired multibeam bathymetry data in Puerto Rico from 2/25/08 to 3/8/08. Data was acquired with a hull-mounted Kongsberg Simrad EM 1002 multibeam echosounder (95 kHz) in 2008. It was processed by a NOAA contractor using CARIS HIPS software. Data has all correctors applied (attitude, sound velocity) and has been reduced to mean lower low water (MLLW) using final approved tides and zoning from NOAA COOPS. Data is in UTM zone 19 north, datum NAD83. The processed CARIS data was used to generate a CARIS BASE surface based on swath angle. An ASCII XYZ file was exported from the BASE surface and imported to ESRI ArcMap 9.2 using the Convert XYZ to Raster tool developed by CCMA for this purpose. The project was conducted to meet IHO Order 1 and 2 accuracy standards, dependant on the project area and depth. All users should individually evaluate the suitability of this data according to their own needs and standards.

This digital elevation model (DEM) is a part of a series of DEMs produced for the National Oceanic and Atmospheric Administration Office for Coastal Management's Sea Level Rise and Coastal Flooding Impacts Viewer. The DEMs created for this project were developed using the NOAA National Weather Service's Weather Forecast Office (WFO) boundaries. Because the WFO boundaries can cover large areas, the WFO DEM was divided into smaller DEMs to ensure more manageable file sizes. The Tampa (FL) WFO DEM was split into two smaller DEMs. They are divided along county lines and are: 1. Tampa (FL) WFO - Citrus, Hernando, Pasco, Pinellas, and Hillsborough Counties 2. Tampa (FL) WFO - Manatee, Sarasota, Charlotte, and Lee Counties This metadata record describes the DEM for Tampa (FL) WFO - Citrus, Hernando, Pasco, Pinellas, and Hillsborough Counties. The DEM includes the best available lidar data known to exist at the time of DEM creation for the coastal areas of Citrus, Hernando, Pasco, Pinellas, and Hillsborough counties, that met project specifications. The DEM is derived from LiDAR datasets collected for the Florida Department of Emergency Management (FDEM) and the Southwest Florida Water Management District (SWFWMD). LiDAR data for Citrus County was collected in 2007. Hernando County LiDAR was also collected in 2007. LiDAR collection for Pasco County occured in 2004 and 2008. The FDEM LiDAR data for Pinellas and Hillsborough counties were collected in 2007 and 2008. Hydrographic breaklines used in the creation of the DEM were obtained from FDEM and SWFWMD. In some cases, the National Wetlands Inventory and National Hydrography Dataset were used to supplement breaklines from FDEM and SWFWMD. The DEMs are hydro flattened such that water elevations are less than or equal to 0 meters. The DEM is referenced vertically to the North American Vertical Datum of 1988 (NAVD88) with vertical units of meters and horizontally to the North American Datum of 1983 (NAD83). The resolution of the DEM is approximately 5 meters.

The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. A consolidated city is a unit of local government for which the functions of an incorporated place and its county or minor civil division (MCD) have merged. This action results in both the primary incorporated place and the county or MCD continuing to exist as legal entities, even though the county or MCD performs few or no governmental functions and has few or no elected officials. Where this occurs, and where one or more other incorporated places in the county or MCD continue to function as separate governments, even though they have been included in the consolidated government, the primary incorporated place is referred to as a consolidated city. The Census Bureau classifies the separately incorporated places within the consolidated city as place entities and creates a separate place (balance) record for the portion of the consolidated city not within any other place. The boundaries of the 2010 Census consolidated cities are those as of January 1, 2010, as reported through the Census Bureau's Boundary and Annexation Survey (BAS).

Real-time dosimetry is needed to provide immediate feedback, so astronauts can minimize their exposure to ionizing radiation during periods of high solar activity. Optical radiation monitors provide continuous detection of e- and n. Radiation induced changes in the optical properties of each sensor's active material are interpreted via software to estimate the dose from each type of particle. Compared to traditional scintillation detectors, Luna's radiation monitors are more compact and better able to identify particle types. Luna's unique sensor design and detection capabilities enable estimation of the energy and direction of the most energetic particles. Advanced optical radiation monitors are also less prone to the radiation induced degradation that plagues diode dosimeters.

NASA’s Mars Exploration Program (MEP) calls for a series of highly ambitious missions over the next decade and beyond. The overall goals of the MEP must be achieved with relatively low mission risk and within tightly constrained cost resources. The current overarching scientific goals of the MEP are: life, climate, geology, and preparation for human exploration. These have a common, measurable link: water. For Mars (like Earth), water is central to the planet’s history; it is also the primary reason for interest in it as a potentially habitable world. No new proposals are being solicited or funded in FY 2012 under this project line. Proposals for Mars instrument technology development are now included in PIDDP and no new awards will be provided under the Mars Instrument Development Program (MIDP).

Description

Hardrock gold mining occurred in Juneau from 1880 to 1944. Tailings and waste rock from the mines were deposited into Gastineau Channel and formed beaches along parts of both Juneau and Douglas Island. Mining companies are proposing to reopen some former mines to recover residual gold. Cyanidetreated tailings will be pumped to an impoundment in a nearby mountain valley and an effluent outfall will be constructed in Gastineau Channel. Migratory salmonids, waterfowl, and shorebirds use the channel on a seasonal basis and bald eagles are yearround residents. This study determined concentrations of toxic metals in sediment and resident biota from the channel. Composite sediment samples were collected from 20 locations across and down the channel for an eight km distance. Fish and shrimp were collected by midchannel trawl. Blue mussels and cockles were collected at low tide from six locations from an area composed of old tailings. Freshwater fish were taken from the former Treadwell Mine site on Douglas Island. Mean concentrations of arsenic, copper, lead, and zinc in sediments were higher than concentrations detected in sediments from other locations in southeast Alaska. Lowest concentrations in sediments were found near the mouth of the channel. Mean concentrations of lead, mercury, and zinc in Gastineau Channel were comparable to concentrations found in sediments from South Puget Sound, WA, an area with pollution problems. Tissue concentrations for whole fish from four species of bottom fish indicate that lead, arsenic, mercury, and zinc are elevated. Molluscs also had elevated concentrations of lead and zinc. Concentrations were comparable to those reported in mussels from Commencement Bay, WA, an area of industrial pollution. These data indicate that metal levels in Gastineau Channel are of concern in regards to environmental health and that the combination of tailings and present urban pollution has contributed to the current situation. Proposals for adding metals to the channel through permitted effluent should be carefully considered with respect to these data.

Description

Hybrid turboelectric aircraft with gas turbines driving electric generators connected to electric propulsion motors have the potential to transform the aircraft design space by decoupling power generation from propulsion. Resulting aircraft designs such as blended-wing bodies with distributed propulsion can provide the large reductions in emissions, fuel burn, and noise required to make air transportation growth projections sustainable. The power density requirements for these electric machines can only be achieved with superconductors, which in turn require lightweight, high-capacity cryocoolers. We have developed a Cryoflight turbo-Brayton cryocooler concept that exceeds the mass and performance targets identified by NASA for superconducting aircraft. In Phase I of this project, we extended our initial design study and developed modeling tools to support system-level optimization and individual component designs. We focused on the critical component for mass reduction – the recuperative heat exchanger – and performed risk reduction activities to demonstrate the feasibility of our concept for this component. In Phase II, we will design, build, and test two compact lightweight, high-performance recuperators for the Cryoflight cryocooler. This development effort will provide an enabling technology for the superconducting systems needed for hybrid turboelectric aircraft to be feasible.

This digital data set defines the hydraulic-head values in 16 model layers used to initiate the transient simulation of the Death Valley regional ground-water flow system (DVRFS) model. The area simulated by the DVRFS transient ground-water flow model is an approximately 45,000 square-kilometer region of southern Nevada and California. In order to reduce model execution time, hydraulic head values output from the steady-state simulation of the DVRFS were used as starting hydraulic heads for the transient simulation of the DVRFS ground-water flow model. The DVRFS transient ground-water flow model is one of the most recent in a number of regional-scale models developed by the U.S. Geological Survey (USGS) for the U.S. Department of Energy (DOE) to support investigations at the Nevada Test Site (NTS) and at Yucca Mountain, Nevada (see "Larger Work Citation", Chapter A, page 8).

The Office of the Legal Adviser publishes the annual Digest of United States Practice in International Law to provide the public with a historical record of the views and practice of the Government of the United States in public and private international law. In his introduction to the 2005 volume, Legal Adviser John B. Bellinger, III, stated in part: "The year included, for example, extensive U.S. engagement in further developing the international framework for protecting against terrorist acts. The United States signed the UN International Convention for the Suppression of Nuclear Terrorism the day it was opened for signature and joined in adoption of the text of amendments to the Convention on the Physical Protection of Nuclear Material and to the UN Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation and the related Fixed Platforms Protocol. In this hemisphere, the Inter-American Convention Against Terrorism entered into force for the United States . . . . "On another front, the United States became party to the Transnational Organized Crime Convention and its important protocols on trafficking in persons and smuggling of migrants. The United States submitted extensive periodic reports on its implementation of the International Covenant on Civil and Political Rights to the UN Human Rights Committee and of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment to the Committee Against Torture. "U.S. state and federal courts were another focus of continued attention. . . . "Transnational issues played key roles in an increasingly broader spectrum encompassing challenges such as marine pollution and preservation, communications, law enforcement, and trade disputes. Legal issues related to armed conflict in Afghanistan and Iraq remained prominent.
