Description
In this CCP for San Bernadino and Leslie Canyons NWRs, an ecosystem approach is adopted to achieve the goals of the refuges over a 15year timespan. Much emphasis is placed on working cooperatively with the local community, private landowners, and other jurisdictions, including Mexico. Developing partnerships with these various entities will lead to overall land and water protection and is a primary focus throughout this plan. Habitat management will be centered around the water resources for the protection and enhancement of native fish populations and other threatened, endangered, and candidate species that rely on these wetland environments. Additionally, native grassland restoration to reduce invading woody species and increase overall biological diversity will be emphasized.

This annual narrative report for Necedah National Wildlife Refuge outlines Refuge accomplishments during the 1995 calendar year. The report begins with a summary of the years highlights and weather conditions. Land acquisition is covered. The report includes a planning section which discusses the master plan, the management plan, compliance with environmental and cultural resource mandates, research, and investigations. Refuge administration is outlined; information about personnel, youth programs, manpower programs, volunteer programs, funding, safety, and technical assistance is given. Habitat management is also covered; subjects include wetlands, forests, grasslands, fire management, water rights, wilderness areas, and private lands. The wildlife section of the report discusses endangered and threatened species, waterfowl, marsh birds, waterbirds, shorebirds, raptors, game mammals, fisheries resources, scientific collections, animal control, and marking and banding. The public uses of the Refuge described in this report include outdoor classrooms, interpretive programs, hunting, fishing, trapping, wildlife observation, and law enforcement. The equipment and facilities section of the report provides information about new construction, rehabilitation, major maintenance, equipment replacement, communication systems, computer systems, and energy conservation. This document contains a summary of research conducted at Neal Smith National Wildlife Refuge. Research at Neal Smith has resulted in the publication of over 60 peerreviewed scientific journal articles, 25 Masters theses and Ph.D. dissertations, 60 technical research reports, and conservation and reintroduction of rare and declining grassland species. Research topics have included planting methods for prairie reconstruction, ecological function of prairie planting, sedge meadow reconstruction, control of invasive plants, strategic herbicide use, Regal Frittilary butterfly reintroduction, grassland birds, invertebrates, soil carbon sequestration, hydrologic changes, groundwater dynamics, plant community interactions, alternative agricultural practices, bison and elk diet, effectiveness of environmental education programs, and Indiana bats. This plan gives a basic description of what avian botulism is and the locations on the Don Edwards San Francisco Bay National Wildlife Refuge where botulism outbreaks frequently occur. These locations include the ArtesianMallard Slough and lower Coyote Creek. Outbreaks are most common in the fall. When an outbreak is suspected, surveys are conducted to assess the situation. The plan states that sick birds should be taken to wildlife rehabilitation centers, and dead birds are frozen until they can be incinerated.

The Congress passed, and the President signed into law, legislation establishing the San Francisco Bay National Wildlife Refuge. When the purchase of property for the refuge has been completed, some 22,000 acres of open water, marshlands, and salt ponds at the south end of San Francisco Bay will have been turned into one of the nations most unusual wildlife sanctuaries. Not only will it provide essential habitat for varied and abundant wildfowl, but as a wildlife refuge in the midst of a denselypopulated urban area, it will provide closetohome opportunities for public enjoyment, nature study, and scientific research. The creation of the wildlife refuge in the South Bay, together with establishment of the lesswellknown but also important San Pablo Bay National Wildlife Refuge, represent significant accomplishments in protecting the nations dwindling wildlife areas.
