The Phase I project successfully demonstrated the feasibility of developing a technology that will reduce cost and manufacturing time, broaden design options, and improve performance of large space optics. Primarily addressed is light weighting ULE glass mirrors for large telescope systems. While milling and cutting materials such as ULE or SiC is often performed at Ormond using a novel abrasivejet technology, there is a need to develop this technology to a the requirements of large optics manufacturing. In Phase I, Ormond proprietary glass and ceramic cutting and milling technologies were adapted to AMTD-2 requirements through software, process and tool development. The technology is now at TRL5 and technology feasibility has been demonstrated. A demonstration coupon was machined based on the current AMTD mirror concept at rates several times faster than conventional grinding can accomplish. This design has 0.75 inch deep hex cell pockets in the mirror back, the same as would exist on a full scale mirror. Rough semi-elliptical optical surface machining was also demonstrated in Schott glass. Tooling designed in the Phase II program will support substantial improvements in risk mitigation, tolerance holding capability and material removal rates. This work will continue to be performed with close interaction with NASA and Exelis to insure that the work directly supports current and future program needs. The Phase II program will result in a working system that is capable of completing a 1/3 scale model of the AMTD-2 mirror with tremendous cost savings, schedule reduction and risk reduction compared to grinding. Capacity for full scale up will be demonstrated during Phase II.

The Paragon and Tririga Applications are project management programs utilized by CFM for construction programs. The contents of the databases are a compiliation of the electronic contract management system(eCMS), the financial management system(FMS), and status information provided by CFM's engineering staff. Due to the nature of the contract and financial management system information, the systems access is restricted to CFM personnel and select contractors working for CFM. The reason for two project management programs is because Tririga is a replacement program for Paragon. Once training has been completed and the Paragon data has been migrated to Tririga, Paragon use will be discontinued. Paragon and Tririga are web based applications hosted by contractors outside of the VA intranet system. Paragon will be deactivated in June of 2014.

Description
This research proposes to enhance solar cell efficiency, radiation resistance and affordability. The Quantum Dot Spectrum Converter (QDSC) disperses quantum dots into the transparent silicone layer that normally functions as coverglass adhesive. The Quantum Dots (QD) act as a fluorescent spectrum converter for solar cells, to allow the use of the 20-50% of the solar spectrum unavailable to today's highest efficiency solar cells. By selecting QD's of particular compositions and sizes, we customize absorption and emission spectra to down-convert UV photons, including multiple exciton generation, and up-convert IR photons in a multiple photon process. This approach overcomes the fundamental 'red-loss' and 'blue-loss' limitations, allowing more efficiency from conventional single- and multi-bandgap photovoltaic devices. We also explore the use of a QDSC in a non-tracking fluorescent concentrator for enhancing flux and shielding for solar cells and in thermophotovoltaic systems as a means of enhancing efficiency while eliminating selective emitters. These approaches address the topic need for significantly improved efficiency and radiation hardening for deep space missions ? the QDSC can significantly enhance conversion efficiency of qualified, high-efficiency cells, while its implementation in a luminescent or thermophotovoltaic concentrator allows solar cells to be shielded from adverse radiation and thermal environments.

Overall, there is a need to bring all refuges in line with the new National Wildlife Refuge System mission, goals, and policies, as described in the National Wildlife Refuge System Improvement Act of 1997 Improvement Act. A Comprehensive Conservation Plan CCP, required by the Improvement Act, is needed to address significant problems that may adversely affect the populations and habitats of fish, wildlife and plants and the actions necessary to correct or mitigate such problems. Specifically, problems and opportunities at Rose Atoll include: insufficient management access and surveillance; ensuring biological integrity, diversity and environmental health of refuge lands, seabird and migratory shorebird populations, coral reefs and associated waters; the need to restore degraded reef habitat; the need to evaluate and manage visitor use; the need to monitor, evaluate and control threats such as invasive species, illegal harvesting and fishing, illegal trespass on refuge lands, coral reefs and waters; and the need to instigate and maintain a comprehensive, consistent biological monitoring program. In addition, the Improvement Act requires the Service to consider increasing opportunities for people to experience wildlifedependent recreation. The purpose of this Report is to advise the Service personnel involved in constructing the Rose Atoll NWR CCP on the refuges human environment, physical environment, and ecological setting.

Bathymetric data were collected using a boat-mounted Wide Area Augmentation System (WAAS), a type of differential global positioning system, echo depth-sounding equipment, and computer software. Data were exported into a geographic information system and converted into a point layer. These data points were used to create a triangulated irregular network (TIN) from which 2-foot contours were created. The contours were then clipped with a manually digitized outline of the reservoir shoreline and edited for errors. The resulting data was used for mapping purposes and for calculating area and volume statistics.

The map layer of Color-Sliced Elevation of the Conterminous United States is a 100-meter resolution elevation image of the United States, in an Albers Equal-Area Conic projection. Each color tint represents a range of elevation values. There are 32 elevation classes and colors required to map all 50 of the United States, Puerto Rico, and the U.S. Virgin Islands, plus an additional class and color to represent non-U.S. land. The conterminous United States map layer contains elevation classes 1 to 31, as well as class 33 (non-U.S. land). The color-sliced elevation data were derived from National Elevation Dataset (NED) data and show the terrain of the conterminous United States at a resolution of 100 meters. The NED is a raster product assembled by the U.S. Geological Survey, designed to provide national elevation data in a seamless form with a consistent datum, elevation unit, and projection. Data corrections made in the NED assembly process minimize artifacts, permit edge matching, and fill sliver areas of missing data. More information on NED can be found at http://ned.usgs.gov.

The United States Earthquake Intensity Database is a collection of damage and felt reports for over 23,000 U.S. earthquakes from 1638-1985. The majority of intensities are for U.S. cities, but there are also a few earthquakes and intensities for Panama (1925-1975), the Philippines (1926-1937), and Mexico (1887-1981). The data were compiled from various publications, newspaper reports, and special catalogs. The annual serial "United States Earthquakes," is the principal data source and provides 90 percent of the observations. Most records in the file contain the date and time of occurrence and location of the earthquake, magnitude, focal depth, two-digit state code, name and coordinates of observing city or town, the observed intensity at each town, and the distance from city (or locality) to epicenter. The file consists of more than 150,000 earthquake intensity observations. The data file serves as an important information source for the preparation of intensity histories that are useful for environmental and hazard impact statements. The file is static and is no longer being updated.
