This is the 1985 Fishing Plan for Ottawa National Wildlife Refuge Complex. This is the Fishing Plan for Ottawa National Wildlife Refuge Complex. Ottawa NWR, Cedar Point NWR, the Darby Division, and the Navarre Division are included. The Plan provides an introduction and history of the refuges, information about program relation to refuge objectives, program policies, a description of the program, a list of program units, and use requirements. This report outlines marsh bird monitoring activities in 1995 were expanded beyond black tern research to include an evaluation of monitoring techniques for other marsh birds such as rails and bitterns. Field work was therefore divided into two phases: black tern population monitoring, and other marsh bird censusing. In addition, a review of recent research activities throughout the country was undertaken to determine research and management needs for the black tern in Vermont.

Description

Marsh bird studies performed in 1998 were primarily a continuation of the basic population monitoring started in previous years. A complete census of known black tern nesting areas in Vermont was performed in order to continue tracking the status of this species which is listed as threatened in Vermont. In addition, the effort to gather more information on the distribution and abundance of other nongame marsh birds such as bitterns and rails continued and was expanded. These activities together have two major objectives: to look at marsh bird population trends in Vermont, and to investigate the effect of marsh vegetation changes on their numbers.

This Annual Water Management Plan provides guidelines for water levels during impoundment rehabilitation, moist soil plant production, and spring and fall migrations on the Ottawa NWR Complex. The Ottawa National Wildlife Refuge Complex Water Management Plan has been developed to meet the station objectives set forth in the Master Plan. The Mentasta caribou herd is located in southeast mainland Alaska and Western Yukonn Territory. This small herd has declined from a high Of approximately 3,100 animals in 1985 to less than 900 in 1994. During winter the Mentasta he rd oft en intermingles with the larger Nelchina caribou herd which currently number s about 45,000 animals and has ranged f r om 5,000 t o 70,000 animals. In winter this comb i ned herd may cross s t ate, native, private, and federal conservation unit boUndaries, as well as the international boundary with Canada. This plan is a cooperative effor t by The Alaska Department of Fish and Came ADFC, The U. S. National Par k Service NPS , and the U. S. Fish and Wildlife Service FWS to adopt management guidelines that reflect t he varied feder al a nd state policies and laws concerning management of the Mentasta caribou herd.

LCC boundaries were defined through a joint FWSUSGS team tasked to recommend a scalable geographic framework. This framework was primarily based upon appropriate aggregations of Bird Conservation Regions while best retaining homogeneity of terrestrial and aquatic systems as characterized by Omerniks level II ecoregions and the freshwater ecoregions. Changes to the boundary areas are outlined in this document.
