Young people are those aged 10-17. The young offenders cohort is established during the period January to March and includes all those receiving a pre-court disposal (reprimand or final warning) or a first-tier or community penalty or who are released from custody. This cohort is then tracked for 12 months to determine the total number of offences committed by those in the cohort. A reoffence is counted if it occurs within the 12 month tracking period and leads to a pre-court disposal or a court conviction, even if the pre-court disposal or court conviction occurs outside the 12 month period. By knowing the total number of reoffences and the total number of young people in the cohort, the average rate of reoffending can be calculated. All offences will count even if two or more offences are grouped for sentencing purposes and result in only one pre-court disposal or court conviction. This measures percentage point differences in the proportions of each Black Minority and Ethnic (BME) group of young people on youth justice disposals against the proportions of each BME group in the equivalent local population. BME main groups are classified as those main groups in the 2001 census. The ONS latest mid-year estimated figures used for the local youth population by BME group. It is important to do the analysis by each of the ethnic groups and not the overall BME group, otherwise the under-represented groups counter-balance the over-represented groups ? giving the false impression there is no over-representation of particular BME groups. Areas would only need to submit values for the number of offenders in each ethnic group, as the local population data would be sourced from ONS to do the required calculations. The rate of delayed transfers of care from all NHS hospitals per 100,000 population aged 18+. A delayed transfer of care occurs when a patient is ready for transfer from a hospital bed, but is still occupying such a bed.
