Building more in-house datacenters to backup explosively growing scientific datasets is neither cost-effective nor in line with government green initiative. Cloud computing is emerging as a viable platform for data storage, collaboration and disaster recovery. We are going to develop a suite of "backup-to-cloud" tools that allows user to backup scientific datasets and applications into the cloud, and use cloud storage as a distribution platform. Our tool is optimized under technical and economical constraints posed by common cloud storage. We use both public and private cloud platforms to conduct feasibility study from performance, security, scalability and cost perspectives.

Description

NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions in the Gulf of Mexico. These integrated bathymetric-topographic DEMs were developed for NOAA Coastal Survey Development Laboratory (CSDL) through the American Recovery and Reinvestment Act (ARRA) of 2009 to evaluate the utility of the Vertical Datum Transformation tool (VDatum), developed jointly by NOAA's Office of Coast Survey (OCS), National Geodetic Survey (NGS), and Center for Operational Oceanographic Products and Services (CO-OPS). Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including NGDC, the U.S. Coastal Services Center (CSC), the U.S. Office of Coast Survey (OCS), the U.S. Army Corps of Engineers (USACE), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to the vertical tidal datum of North American Vertical Datum of 1988 (NAVD 88) or Mean High Water (MHW) and horizontal datum of North American Datum of 1983 (NAD 83). Cell size ranges from 1/3 arc-second (~10 meters) to 1 arc-second (~30 meters). The NOAA VDatum DEM Project was funded by the American Recovery and Reinvestment Act (ARRA) of 2009 (http://www.recovery.gov/).

Bathymetry for San Diego Bay was derived from one survey containing 8,500soundings. One older, overlapping, less accurate survey was deleted. Theaverage separation between soundings was 72 meters. The survey used datedfrom 1954. The total range of sounding data was 0.6 to -10.7 meters at meanlow water. Mean high water values between 1.1 and 1.3 meters wereassigned to the shoreline. No points were found to be inconsistent with thesurrounding data. DEM grid values outside the shoreline (on land)were assigned null values (-32676).San Diego Bay has four 7.5 minute DEMs and a single one degree DEM.The 1 degree DEMs were generated from the higher resolution 7.5minute DEMs which covered the estuary. A Digital Elevation Model(DEM) contains a series of elevations ordered from south to northwith the order of the columns from west to east. The DEM isformatted as one ASCII header record (A- record), followed by aseries of profile records (B- records) each of which include a shortB-record header followed by a series of ASCII integer elevations(typically in units of 1 centimeter) per each profile. The lastphysical record of the DEM is an accuracy record (C-record).The 7.5-minute DEM (30- by 30-m data spacing) is cast on theUniversal Transverse Mercator (UTM) projection. It provides coveragein 7.5- by 7.5-minute blocks. Each product provides the samecoverage as a standard USGS 7.5-minute quadrangle but the DEMcontains over edge data. Coverage is available for many estuaries ofthe contiguous United States but is not complete.

This data set is an ESRI point shapefile. Points represent vegetation and accuracy assessment plots from which field data were collected as part of the Version 2.0 vegetation mapping project at Shenandoah National Park. Point features include 352 points that represent vegetation plots used in the quantitative analysis for this project: 208 plots collected from 2001-2003 for the Version 1.1 park vegetation map; 14 plots sampled during the summer of 2007; 27 plots sampled for the Rock Outcrop Management Plan inventory project (2005-2007); and 103 plots sampled by the Virginia Natural Heritage Program (1990-2000). Two hundred ninety-three (293) point features represent plots sampled during the Version 1.1 accuracy assessment that were used in this effort to evaluate and assess vegetation distribution and composition. The remaining 703 points represent accuracy assessment plots from which field data were collected in the summer of 2008. Data from these 703 plots were used to assess the accuracy of the Version 2.0 vegetation map.

Description

There have been many earthquake occurrences in central California. This set of slides shows earthquake damage from the following events: Livermore, 1980, Coalinga, 1983; and Morgan Hill, 1984. All of these earthquakes had a magnitude of 5.9 or higher with estimates of eight million dollars of damage or more. The Livermore Earthquake of January 24, 1980. Epicenter: 37.83 N, 121.79 W; depth: 8 km; magnitude: 5.9; damage: $11.5 million; one death. At 11 A.M. PST on January 24, 1980, an earthquake occurred that was felt over an area of approximately 75,000 km2 of central California. The epicenter was 20 km north of Livermore in the vicinity of the Greenville fault. Most of the damage was of a non-structural type. The most commonly reported damage consisted of broken gas and water lines, broken windows and glassware, chimney damage, overturned furniture, mobile homes knocked off supports, cracked plaster, and fallen ceiling tile. Most of the damage, (about $10 million) occurred in the Lawrence Livermore Laboratory nuclear research center. Expensive laser equipment was knocked out of alignment or thrown off supports. Many of the tanks partially or totally failed at the Wente Brothers Winery on Tesla Road, 4 km southeast of Livermore, causing the loss of more than 90,000 liters of wine. The overpass at Interstate 580 and Greenville Road had to be repaired because the paving settled nearly 30 cm during the quake. One death (possibly from a heart attack) and 44 injuries resulted from this earthquake. Most of the injuries were due to flying glass, overturned furniture, and falling ceiling tile and lightfixtures. The Coalinga Earthquake of May 2, 1983. Epicenter: 36.23 N, 120.29 W; depth: 10 km; magnitude: 6.7; damage: $31 million; no deaths. The earthquake struck the town of Coalinga, California, (population 7,000) at 4:42 P.M. PDT on May 2, 1983, and was followed by a large aftershock 3.5 minutes later. The main shock occurred near Anticline Ridge about 15 km northeast of Coalinga. It was felt from the Los Angeles area north to Susanville and from the Pacific Coast to western Nevada, an area of about 205,000 km2. The most serious damage occurred in the eight-block downtown commercial district extending from Third to Seventh Street between Durian and Forest Streets. Of 139 buildings in this area, 59 collapsed or were heavily damaged. The most severe damage occurred to the old (usually pre-1930) one- and two-story buildings of unreinforced brick masonry wall construction, with floors and roofs of wood. In contrast to the severe damage to old brick buildings, the newer buildings of reinforced, concrete block walls orprefabricated metal had little structural damage. Most of the public buildings-including the firehouse, post office, city hall, police station, hospital, and schools-suffered only minor damage. Public utilities (water, electricity, gas) performed well despite damage to some units. Private residences were heavily damaged. More than eight hundred single-family houses were destroyed or damaged. The majority of the 94 injuries occurred in residential sections of the city. The Morgan Hill Earthquake of April 24, 1984. Epicenter: 37.32 N 121.70 W; depth: 8 km; magnitude: 6.2; damage: $8 million; no deaths. On April 24, 1984 at 1:15 P.M. PST, an earthquake occurred on the Calaveras fault to the east of San Jose, California. This earthquake was felt over an area of approximately 120,000 km2 in California and western Nevada. The area of moderate damage extended southward from the epicenter rather than centering on the epicenter. This pattern indicates that the Morgan Hill earthquake may have been a double event with the second event being located about 17 km southeast of the main shock. Most of the damage occurred in Santa Clara County. More than 550 structures hadminor damage. Major structural damage was generally confined to a very small area on two streets of the Jackson Oaks subdivision located east of Morgan Hill (population 19,000). Five houses were condemned; two of these had fallen off their concrete foundations and suffered partial collapse. Several masonry buildings on Main Street in Morgan Hill were damaged andlater condemned. Mobile homes fell off supports, causing considerable damage to the furnishings inside. There were many reports of firesresulting from the quake. Minor damage also occurred at San Martin and Coyote. Twenty-seven people were injured in this earthquake.

These guidance documents were issued by the U.S. Department of Education Office for Civil Rights. This 2001 Sexual Harassment Guidance reaffirms the compliance standards that OCR applies in investigations and administrative enforcement of Title IX of the Education Amendments of 1972 regarding sexual harassment. The guidance provides the principles that a school should use to recognize and effectively respond to sexual harassment of students in its program as a condition of receiving Federal financial assistance. This 2011 Dear Colleague Letter on Sexual Violence explains that the requirements of Title IX of the Education Amendments of 1972 cover sexual violence and reminds schools of their responsibilities to take immediate and effective steps to respond to sexual violence in accordance with the requirements of Title IX. This 2013 Dear Colleague Letter on Retaliation reminds school districts, postsecondary institutions, and other recipients that retaliation is also a violation of Federal law. The letter seeks to clarify the basic principles of retaliation law and to describe OCRs methods of enforcement.
