This SBIR Phase 1 proposal to NASA requests $99,055.69 to enhance multiple mission support in ground stations through the use of software defined radios and virtual machines to create a software-defined ground station (SDGS). This proposal responds to NASA SBIR topic S4.09 "Autonomous Multi-Mission Virtual Ground and Spacecraft Operations". The significance of our SDGS work is that the monolithic, stovepipe, and hardware centric nature of ground stations will be reduced. Major system components will be moved to software, thereby promoting remote, network-based maintenance, upgrades, and new technology development. Off the shelf software modules will be available, but also mechanism for low-level ground station customization for mission specifics; all done remotely over the Internet. Costly hardware upgrades will be reduced or eliminated. Our innovation is in the intelligent combination of software-defined radio techniques and virtual machines. This enables a near complete software solution to primary ground station functions. It simplifies ground station hardware and enables flexible application support. In Phase 1 we propose to architect an SDGS system for support of expected small satellite missions. We will prototype basic elements with an on orbit or engineering model satellite system from our partners. Commercial applications include communication support for satellites and high altitude balloon systems. Our customers will include NASA, NSF, DoD, and private satellite builders such as universities and venture space. The PI, Dr. James Cutler, has extensive small satellite and ground station experience. He has prototype a global ground station network to operate satellites as if they were nodes on the Internet. Our facilities located in Northern California have tools for computer and radio development, and access to small satellite systems and ground station resources.

Findings reported in Ever Enrolled Medicare Population Estimates from the MCBS Access to Care (ATC) Files, published in Volume 4, Issue 2 of the Medicare and Medicaid Research Review, demonstrate the feasibility of approaches to creating ever enrolled weight adjustments to the Medicare Beneficiary Survey (MCBS) ATC files. Producing always enrolled estimates (with standard MCBS ATC weights) and ever enrolled estimates (with weight adjustments) would provide users with more reporting capabilities since the always enrolled files do not capture individuals who died or gained-lost Medicare entitlement during the year. This study elaborates on differences in estimates and how MCBS sampling and data processing dictate the need for special weights. Alternative weighting schemes were compared using estimates from different approaches and with CMS administrative data counts where applicable. Since the differences observed were generally modest, it was concluded on the basis of other factors (such as ease of use, operational simplicity, and methodological soundness) that weights using Ratio Raking adjustments provide a reasonable alternative to traditional ATC survey weights.

Description

Cornerstone Research Group Inc. (CRG) will develop new shape memory polymer (SMP) deployment mechanisms for actuating thermal protection system (TPS) panels to create a deployable, large surface area aeroshell. This innovation will exploit Veriflex(R) -- CRG's high-performance SMP material -- to create a low-mass actuation system for a deployable aeroshell design. Veriflex(R)-based mechanisms will deploy the aeroshell without the use of motors, springs, or mechanical controls. These simple, self-deploying, self-aligning mechanisms will reduce the mass and the complexity of the aeroshell design. Veriflex(R)-based deployment mechanisms will enable use of panels made from existing TPS materials to create a large surface area aeroshells that will stow in a highly compact pre-launch and storage configuration and then self-deploy before entry to the operational configuration. The TPS panels will deploy outward and increase the diameter of the aeroshell. For every 10 percent increase in the diameter, there will be a 21 percent increase in the total surface area of the aeroshell. The relative volume of space needed to stow the entry vehicle would not increase. This innovation directly addresses the need for aeroassist/aerocapture technology for planetary exploration spacecraft as defined by subtopic S7.04 of NASA SBIR/STTR Solicitation 2006-1.

This narrative report for Tewaukon National Wildlife Refuge summarizes refuge activities from January through April of 1957. The report begins with a summary of the weather and water conditions during this period. Vector polygons in this data set represent fish distribution, concentration areas, nursery areas, and salmon/trout spawning runs. This data set comprises a portion of the Environmental Sensitivity Index (ESI) data for Northern California. ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil. The ESI data include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources. This point file displays the 500 accuracy assessment (AA) points visited in July and August of 2004 as part of the vegetation mapping project. Five hundred and one accuracy assessment points were created for COLM (2 were inaccessible) by Keith Landgraf and Steve Blauer of the USGS-RMMC. The points were randomly selected, stratified by the map units used for vegetation mapping and further screened so as not to fall on inaccessible isolated mesa tops and vertical canyon walls. The coordinates were uploaded to Garmin hand-held GPS receivers so that ecologists could navigate to them in the field. Some AA points fell on ecotones and two sets of data were recorded on the evenly-split site. AA points that fell along polygon edges sometimes did not represent the entire polygon well and some AA points fell on small patches of vegetation that were different than the community in the larger area. Many recently dead Pinus edulis trees were present on the landscape and would appear on the 2002 aerial photos as living. Notes were taken to support these observations during the AA point evaluation phase of the project. For all AA data collection, whenever an unknown species was encountered, a sample was collected and keyed to accurately establish its identity. In addition to collecting vegetation data, photographs were taken at each location visited -- approximately 1,000 images were acquired to illustrate the AA sites visited.

Marsh and water management activities have been conducted for nearly thirty years at Back Bay NWR. Annual programs were submitted for many years. In the early 1970s the management effort was deemphasized due to the shift to administration of the Motor Vehicle Access Permit Program. In the early 1970s when annual programs were nonexistent, managers apparently carried out water level manipulations and management activities based on the memories and knowledge of the staff maintenance. In 1985 an annual program was prepared which basically outlined the current management regime. The 1985 program was generally followed during 1986 1988. During that time, slight changes in the management effort occurred. The reasoning for the changes was to provide managers with information from which they could improve the program. Based on this experience and a renewed desire to improve marsh and water management efforts at Back Bay NWR, the Marsh and Water Management Plan was totally revised during FY 88. This program is the first annual program proposed within the framework of the new plan.

These data were collected by the SHOALS-1000T(Scanning Hydrographic Operational Airborne Lidar Survey)system which consists of an airborne laser transmitter/receiver with a 1kHz. bathymetric laser and a10 kHz topographic laser. The system was operated from a Beechcraft King Air 90aircraft. Data were collected with the bathymetric laser while flying at altitudes of about 400 meters and a groundspeed of about 124 knots. The topographic laser data was collected at altitudes of about 700 m and a groundspeed of 150 kts. One KGPS base stations was used during processing of the dataset. The SHOALS system includes a ground-based data processing system for calculating accurate horizontal position and water depth / elevation. LIDAR is an acronym for LIght Detection And Ranging. The system operates by emitting a pulse of light that travels from an airborne platform to the water surface where a small portion of the laser energy is backscattered to the airborne receiver. The remaining energy at the water’s surface propagates through the water column and reflects off the sea bottom and back to the airborne detector. The time difference between the surface return and the bottom return corresponds to water depth. The maximum depth the system is able to sense is related to the complex interaction of radiance of bottom material, incident sunangle and intensity, and the type and quantity of organics or sediments in the water column. As a rule-of-thumb, the SHOALS 1000 system is capable of sensing bottom to depths equal to two or three times the Secchi depth. Bathymetric soundings are gridded in this dataset.

1. The purpose of this project is to collect, report, and analyze catch and biological information from the commercial west coast trawl catch share fishery. This fishery requires 100% observer coverage. 2. The project is a collaboration between NOAA Fisheries and Pacific States Marine Fisheries Commission (PSMFC). 3. We place observers on commercial fishing vessels that participate in the catch share fishery to collect data on catch and to collect biological data. After collection, data will be quality controlled and then used to produce reports on fishery specific catch of species and mortality of groundfish species. 4. There are many products of this project, including yearly reporting of fishery catch, GIS maps of effort and catch, mortality of groundfish, bycatch of halibut and protected species, and to write manuscripts. 5. Fish survey, fishing duration, and other data were collected from beach seines and other gear in the Beaufort Sea from 16 June 1977 to 24 September 1978. Data were collected by Alaska Research Associates INC. and LGL LTD. as part of Outer Continental Shelf Environmental Assessment Program (OCSEAP). Data were processed by NODC to the NODC F123 Fish/Shellfish Surveys format. Full format description is available from NODC at www.nodc.noaa.gov/General/NODC-Archive/f123.html. An analog file for this accession is available from NODC user services. The F123 format is used for data from field sampling of marine fish and shellfish. The data derive from analysis of midwater or bottom tow catches and provide information on population density and distribution. Cruise information, position, date, time, gear type, fishing distance and duration, and number of hauls are reported for each survey. Environmental data may include meteorological conditions, surface and bottom temperature and salinity, and current direction and speed. Bottom trawl or other gear dimensions and characteristics are also reported. Catch statistics (e.g., weight, volume, number of fish per unit volume) may be reported for both total haul and for individual species. Biological characteristics of selected specimens, predator/ prey information (from stomach contents analysis), and growth data may also be included. A text record is available for comment.

This data set represents the average population density, in number of people per square kilometer multiplied by 10 for the year 2000, compiled for every catchment of NHDPlus for the conterminous United States. The source data set is the 2000 Population Density by Block Group for the Conterminous United States (Hitt, 2003). The NHDPlus Version 1.1 is an integrated suite of application-ready geospatial datasets that incorporates many of the best features of the National Hydrography Dataset (NHD) and the National Elevation Dataset (NED). The NHDPlus includes a stream network (based on the 1:100,00-scale NHD), improved networking, naming, and value-added attributes (VAAs). NHDPlus also includes elevation-derived catchments (drainage areas) produced using a drainage enforcement technique first widely used in New England, and thus referred to as "the New England Method." This technique involves "burning in" the 1:100,000-scale NHD and when available building "walls" using the National Watershed Boundary Dataset (WBD). The resulting modified digital elevation model (HydroDEM) is used to produce hydrologic derivatives that agree with the NHD and WBD. Over the past two years, an interdisciplinary team from the U.S. Geological Survey (USGS), and the U.S. Environmental Protection Agency (USEPA), and contractors, found that this method produces the best quality NHD catchments using an automated process (USEPA, 2007). The NHDPlus dataset is organized by 18 Production Units that cover the conterminous United States. The NHDPlus version 1.1 data are grouped by the U.S. Geologic Survey's Major River Basins (MRBs, Crawford and others, 2006). MRB1, covering the New England and Mid-Atlantic River basins, contains NHDPlus Production Units 1 and 2. MRB2, covering the South Atlantic-Gulf and Tennessee River basins, contains NHDPlus Production Units 3 and 6. MRB3, covering the Great Lakes, Ohio, Upper Mississippi, and Souris-Red-Rainy River basins, contains NHDPlus Production Units 4, 5, 7 and 9. MRB4, covering the Missouri River basins, contains NHDPlus Production Units 10-lower and 10-upper. MRB5, covering the Lower Mississippi, Arkansas-White-Red, and Texas-Gulf River basins, contains NHDPlus Production Units 8, 11 and 12. MRB6, covering the Rio Grande, Colorado and Great Basin River basins, contains NHDPlus Production Units 13, 14, 15 and 16. MRB7, covering the Pacific Northwest River basins, contains NHDPlus Production Unit 17. MRB8, covering California River basins, contains NHDPlus Production Unit 18.

Description

Development of highly accurate tools to predict aerothermal environments and associated effects on vehicles is needed to enable advanced spacecraft for future NASA missions. At heating rates encountered during hypersonic reentry, the surface is ablating and the interaction of ablation products blowing into the boundary layer induces new interactions (chemical reactions, radiation absorption) that have strong impacts on surface heating rates and integrated heat loads. One important effect of the reentry phenomenon is the interaction of the ablated debris with the atmospheric gas molecules and vehicle surface. Even though the ablated debris may include particles ranging from the micron-scale down to the molecular scale, the available models of ablation flows only incorporate ablated molecules and neglect molecular clusters. In this project, we will develop computationally-efficient methodology for coarse-grained yet accurate characterization of cluster reactions with the aid of molecular dynamics (MD) simulations and parametric chemistry models. The resultant product will be a software module which will provide the cluster reaction characterization for the given interaction potential. This module will be compatible with existent NASA codes applicable for continuous or rarefied gas regimes. Another software model will perform MD simulations of energetic gas flow surface interaction.
